An order was drawn upon the Treasurer in favour of Lieutenant Colonel John Murray, for one hundred and nine pounds eleven shillings and eight pence specie, being the ballance of his recruit- ing account, as reported by the Comptroller General this day, to be paid out of the monies arising from the class tax.


Ordered, That the Hon'ble the Chief Justice, and Mr. Justice Bryan, be requested to take the examination of such soldiers as Colonel Humpton shall bring before them, for discovering the per- sons and designs of such as were concerned in exciting the late disturbances among the soldiery in this city.


A letter from Colonel Samuel Hodgdon, Commissary of Military Stores of the United States, was read; and thereupon,


Ordered, That Captain Joseph Stiles, Commissary of Military Stores of this State, be directed to deliver the two pieces of ord- nance, six pounders, which became the property of the State upon the reduction of York town, in Virginia, to Samuel Hodgdon, Es- quire, upon his receipt and engagement to replace them as soon as possible.


An order was drawn on the Treasurer in favour of the Comp- troller General, for the sum of five hundred pounds, State money of the seventh of April, 1781, for paying one-third of depreciation to officers and soldiers of the Pennsylvania line, agreeably to act of General Assembly of the thirteenth of April, 1782, for which he is to account.

A letter from Henry Wynkoop, Esquire, of the county of Bucks, inclosing sundry depositions relating to the robberies lately com- mitted in the said county, was read ; and on consideration, 1


Ordered, That a proclamation be issued in the following words, to wit :


By the President and the Supreme Executive Council of the Commonwealth of Pennsylvania:

A PROCLAMATION.


WHEREAS, By depositions taken according to law, it appears, that within the last month several collectors in the county of Bucks, within this State, have been robbed by Moses Doan, Abra- ham Doan, Amos Dillon, and other persons unknown, of sums of money collected for the publick use : .


And whereus, It is of the utmost importance to the good people of this State that the perpetrators of such atrocious crimes should be brought to condign punishment ; We have thought fit to offer, and do hereby offer, a publick reward of one hundred pounds, in specie, for each and every of the perpetrators of the said robberies, or any of them, to be paid on conviction for the same, to any per- son or persons who shall apprehend and secure them, or any of them : And over and beside the said reward, we do hereby promise free and full pardon to any one of the said robbers, their aiders, abet- tors, or comforters, who shall discover, apprehend, and secure, any other or others of the said robbers, so that he or they shall be con- victed as aforesaid : And all Judges, Justices, Sheriffs, and= Con- stables, are hereby strictly enjoined and required, to make diligent search and inquiry after, and to use their utmost endeavours to ap- prehend and secure the said robbors, their aiders, abettors, or com., and every of them, so that they may be dealt with according to law.

The judges of the election, and such others as Mr. Henry may think necessary, are also to attend. Eleven o'clock is the hour appointed by Council.


Upon the resignation of Robert Levers, Esquire,


Resolved, That Colonel Thomas Craig be appointed Lieutenant of the county of Northampton.


Ordered, That the Secretary be directed to call upon the Pro- thonotary of the. Supreme Court, for a state of all monies decreed by the said court out of confiscated estates.


A letter from the Reverend James Finley, stating his proceedings under the directions of Council, in the western counties of this State, was read, and the Secretary directed to express the approba- tion of the Board.


A letter from Brigadier General Irvine was read.


1 Ordered, That the Secretary be directed to advise the Surveyor General of the intelligence contained in General Irvine's letter, and that it is the order of Council that all abuses of trust in laying out the land beyond the Ohio, or any encroachments upon the tract set apart for the accommodation of the Pennsylvania line, be guarded against with the utmost assiduity.


The Comptroller General's report upon the account of John Ir- vine was read, approved, and an order drawn for the sum of nine- teen pounds ten shillings State money, upon the Treasurer.

A letter from the Superintendant of Finance, inclosing a resolve of Congress of the seventeenth day of June, 1783, was read.


The report of the committee of Congress appointed to confer with Council upon the subject of the late disturbances in this city, was transmitted by the Delegates of the State, and read.


The Council resumed the consideration of the complaint against the late militia appointment of Captain Adam Esler, Lieutenant Abraham Hargis, and Ensign Anthony Fanan, of Colonel Dean's battalion ; and thereupon,


Ordered, That the return made by Colonel Henry be accepted, and commissions issue accordingly.


Ordered, That the fine adjudged to be paid to the use of the State by John Buller, upon conviction of misdemeanor in the county of Chester, be remitted.


The Honorable the Chief Justice and Mr. Justice Bryan, the Judges of the Court of Common Pleas, Prothonotary of the county of Philadelphia, and Attorney General of the State, attending in Council, agreeably to the order of Wednesday last, a conference was held on the representation from Monsieur Marbois, respecting his Consular powers.

An order was drawn on the Treasurer in favour of Philip Green- walt, Esquire, for seventy pounds four shillings and six pence, in full for his services as Town Major at Lebanon, in Lancaster county, agreeably to the Comptroller General's report of this day, to be paid out of the money arising from militia fines in said county.

An order was drawn upon the Treasurer in favour of John Nichol- son, Esquire, Comptroller General, for the sum of one hundred and twenty-five pounds specie, being one quarter's salary as Comptrol- ler General, commencing the thirteenth of April and ending the twelfth day of July, 1783.


An order was drawn upon the Treasurer in favour of the Hon- orable John Montgomery, Esquire, for one hundred and six pounds ten shillings specie, amount of his account for attendance in Con- gress as a delegate from this State 'till the fourteenth instant.


The report of the Comptroller General upon the account of the Secretary of this Board, for fees received in his office from the twenty-fifth day of March 'till the twenty-fifth day of June, 1783, inclusively, and sundry disbursements by him, was read and ap- proved.


The return of Justices for the district, containing the townships of Upper Dublin and Horsham, and the Manor of Mooreland in the county of Philadelphia, was read and considered, by which it appears that William Dean and Robert Lollar were duly elected.


Ordered, That William Dean, Esquire, be appointed a Justice of the Peace for the county of Philadelphia, and commissioned accordingly.


The Comptroller General's reports on the accounts of John Nix- on, Benjamin Fuller and John Maxwell Nesbitt, late Auditors of Accounts of this State, for their pay, were read and approved.

The petition of Thomas Norton, late an officer in Colonel Stew- art's regiment, or the second Pennsylvania regiment, praying an allowance of depreciation, was read, and referred to the Comp- troller General. -


The Comptroller General's report upon the account of Franklin Reed, for sundry carpenter's tools furnished by his father, John Reed, for the use of the State, was read and approved.


A letter from the Superintendant of Finance, inclosing a State of his accounts brought up to the last day of June, 1783, was read.


A petition from John Harvey, convicted of perjury in the county. of Bucks, was read and rejected.

On the application of a number of respectable inhabitants of the district of Southwark, representing that the health of this city and neighborhood is greatly endangered by a number of sickly . persons lately arrived in the Brigg Congress, Alexander Davidson now Master, and by the ballast of the said vessel being thrown out upon a wharf. 6


Ordered, That the Health Officer take effectual measures imme- diately to remove the said vessel one mile below the southern bounds of the said district, to have the ballast remaining on board there discharged ; that which has been already thrown out carried away to a proper distance, and the vessel thorowly cleansed and purified according to law; that, in like manner, he take measures to have the sickly persons aforesaid, distempered with any infec- tious disease, immediately removed to the Pest houses on the State Island. 4
