His Excellency JOHN DICKINSON, Esq'r, President.


The Honorable James Irvine, John Piper, and - Esquires. Christopher Hayes, Sebastian Levan,


The Comptroller General's report upon the account of the Hon'- ble Christopher Hayes, Esquire, late Sub-Lieutenant of the county of Westmoreland, were read and approved, and two orders were drawn on the Treasurer in his favor : one for forty-one pounds four- teen shillings and six pence, State money ; and the other for one hundred and forty-three pounds seven shillings and nine pence, ballance of his account as Sub-Lieutenant for said county, to be paid out of the money arising from militia fines in the county of Westmoreland.


And one other order was drawn in favor of the said Christopher Hayes, Esquire, for fifty pounds nineteen shillings and ten pence specie, in full for provisions furnished by him to the persons em- ployed in running the Temporary line between this State and the State of Virginia.


An order was drawn in favor of Hon'ble John Piper, for the sum of six pounds two shillings and six pence, in full for his attendance in Council till the fourteenth instant, and his mileage.


Frederick Phile, Esquire, agreeably to order, attended in Coun- cil, and made report of the monies in his hand, subject to the draughts of this Board.


Upon the verbal representation of Colo. Richard Humpton, that many of the recruiting accounts of the Pennsylvania line were yet unsettled, and that he had reason to believe there was a large bal- lance due to the State, for which he as Superintending officer of that duty held himself responsible,


Ordered, That the ballances due to the State by the several re- cruiting officers upon a settlement of their accounts, be deducted from the sum to be advanced to each in consequence of the resolu- tion of Assembly of the twenty-second of September, 1783, and that they be added to the fund now in the hands of the Naval officer, and appropriated to the purposes of the aforesaid resolu- tion.


Resolved, That orders be drawn agreeably to the following arrangement, as settled by the Comptroller General :

An order was drawn on the Naval Officer in favor of Major James Moore, for three hundred and fifty pounds specie, out of the monies appropriated by resolution of the General Assembly of the

Thomas Proctor, Esquire, attended, and offered John Lukens, Esquire, and Mr. William Nichols, of Philadelphia, as sureties for the faithfull performance of the duties of his office of Sheriff according to law, which the Council approve.


William Gibbons, Esquire, now offers Colonels John Hannums and Thomas Cheney, of the county of Chester, as sureties for the faithfull discharge of the duties of his office of Sheriff according to law, which the Council approve.


Thomas Edwards, Esq., now offers Peter Grubb and Robert Cole- man, of Lancaster county, as sureties for the faithfull discharge of the duties of his office of Sheriff according to law, which the Council approve.

Upon the petition of Anne Briggs,


Ordered, That the fine adjudged to be paid to the use of the State by John Briggs be remitted, on his finding security to pay the costs of prosecution, and to be of good behaviour, according to the sentence of the Court.


Upon the petition of Joseph Bohm, Junior, convicted of for- gery in the county of Philadelphia,


Ordered, That the fine adjudged to be paid to the use of the State by the said Joseph Bohm, Jun'r, be remitted.


Colonel Thomas Proctor, Esquire, Sheriff of the city and county of Philadelphia, attended in Council, and took the oaths of alle- giance and of office.


An order was drawn on the Treasurer in favor of Andrew Boyd, Esquire, for thirty-two pounds, State money, in full for waggon hire in Chester county, to be paid out of the money appropriated by resolution of Assembly dated 8th April, 1782.


The records of the conviction of John Connor of highway rob- bery, and James M'Graw and James Jones of burglary, at the Courts of Oyer and Terminer and General Gaol Delivery held for the city and county of Philadelphia the twenty-second and twenty- ninth days of September last, were read, by which it appears that they are sentenced by the said court to be hanged by the neck 'till they be severally dead; and the Council having fully con- sidered their case,


Ordered, That a warrant be issued for executing the said sen- tence upon them, the said John Connor, James M'Graw and James Jones, on Saturday the first day of November next, at the usual place of execution.


Ordered, That a like warrant be issued for executing the sen- tence of the same court upon Pietro Giacobe, (otherwise called Pietro Simone) Francisco Mesca and Matteo Bratelli, on Saturday the twenty-fifth instant, at the usual place of execution.


An order was drawn on the Naval Officer in favor of Messieurs. Hazlewood and Blakiston, for seventy-two pounds fourteen shil- lings and three pence one half penny, out of the money appropria- ted by resolution of Assembly dated twenty-second of September, 1783, for provisions furnished to the two companies of troops to be. stationed at Wyoming.
