Resolved, Upon Mr. Nicholson's report of the twenty-first of January, 1783, in favor of William Evans, E quire, that Council cannot consent to discharge Mr. Evans' account of expenditures, amounting to three hundred and eighteen pounds eighteen shillings and six pence in specie, but have every disposition to accommodate him with that sum in State money.
Ordered, That passports to New York be granted to Jacob Mor- ris, James Thompson, John Le Telier, and Daniel Charles Heath
Agreeably to a resolution of the General Assembly of the twenty- first of March, 1783, authorizing Council to draw an order upon the Treasurer of the State in favour of Henry Osbourne, Esquire, for as much money as they may think a proper compensation for his services in collecting evidence and other documents on the part of this State, in the late controversy with Connecticut, an order was drawn on the Treasurer in favour of the said Henry Osbourne, for the sum of sixty-eight pounds five shillings.

Ordered, That a letter be written to Nicholas Depui, Esq'r, and others, the Justices of the Peace for the said county, expressive of the wishes of Council that the referrees appointed at the September term, 1780, be requested to proceed upon the business without de- lay.

Ordered, That the Secretary of Council be directed to employ an additional clerk to continue the register of certificates given by the Receiver General, and of patents granted in consequence.
Upon the application of. Francis Lewis, Jun'r, and Michael Morgan O'Brian, a passport to New York was granted to each.
Ordered, That Mary Anderson have permission to go into New York, by the way of Dobbs' Ferry, (no fees paid.)

Ordered, 'That the remaining part of the fine adjudged to be paid by him to the State be remitted.
The Board of Property sitting to-day, the Honorable James Ir- vine was appointed to attend with the President.
Upon consideration, Samuel Miles, Esquire, was unanimously elected a Judge of the High Court of Errors and Appeals, and a commission ordered to be made out accordingly.

Ordered, That the Sheriff of the city and county of Philadel- phia be authorized to indulge Joseph Richardson in not paying the said fine untill the first day of August next, taking sufficient secu- rity for its discharge upon that day.
William Henry, Esquire, Lieutenant of the city and liberties of Philadelphia, represented to Council "that he had hitherto sup- posed himself obliged by law to superintend the elections of Pla- toon as well as field officers of the militia, and now begged the opinion of Council thereon."
Ordered, Upon taking the opinion of the Honorable the Judges of the Supreme Court, that it is the sense of Council that Mr. Henry's attention to the former is not demanded by the law.

The Comptroller General's report upon the accounts of Lieuten- ant John Cobea, late a Captain in the second regiment, was read, and approved.
Upon the petition of Anne McGreggin, convicted at the Phila- delphia county court (session of March, 1782) of having received stolen goods, knowing them to be such, and sentenced, at the Sep- tember session next ensuing, to pay a fine of twenty-five pounds to the use of the State,
Ordered, That in consideration of her age and poverty, the said fine be remitted.
Ordered, That the fine due to the State upon the forfeited re- cognizance of Richard Thomas and that of Thomas Casdrop, his bail, be remitted, upon condition that he give security to answer to the original charge of assault and battery, and notify the prosecu- tor to attend.
A letter from the Commissioners appointed to procure and direct an armament for the defence of the navigation in the bay and river Delaware, was read ; and upon consideration,
Ordered, That they be authorized to make sale of the armed vessels in the service of the State, and that they be directed to de- posit such military stores as are not perishable, in the publick maga- zine.
Passports to New York, by the way of Dobbs' Ferry, and to re- turn, were granted to William Frizby and William Potts.
A passport to Carolina was granted to William Parker, his fam- ily, and effects.
Ordered, That the fine due upon the forfeited recognizance of Isaac Cooper be remitted.

Deed dated the eleventh day of April, 1783.

Upon the petition of Hopkins Driver, convicted of larceny in the county of Philadelphia, and sentenced to pay a fine of three pounds to the use of the State,
Ordered, That in consideration of his extreme poverty and long confinement, the said fine be remitted.
Upon the petition of Elizabeth Coxwell, convicted upon two in- dictments at the Philadelphia July sessions, 1782, and sentenced to pay two fines, amounting to three pounds five shillings to the use of the State,
Ordered, That the said fines be remitted.
Note-that no fees upon the petitions of Hopkins Driver, Eliza- beth Croxwell, and Anne McGreggin, be taken.
A letter from Mr. Ezekial Robbins, of the city of New York, stating a demand made upon him by David Sproat, Esquire, for such monies as may remain in his hands upon a settlement of his accounts, and wishing to have the directions of Council upon this subject, was read ; and upon consideration,
Ordered, That the Secretary be directed to inform Mr. Robins that the demand of David Sproat, Esquire, was not authorized by any act of theirs, and that Council wish him to retain the monies remaining in his hands upon a settlement of accounts, until he re- ceive further directions.

WHEREAS, Provisional articles were signed at Paris on the thir- tieth day of November last, between the Ministers Plenipotentiary of the United States of America for treating of Peace, and the Minister Plenipotentiary of His Britannic Majesty, to be inserted in, and to constitute the Treaty of Peace proposed to be concluded between the United States of America and His Britannic Majesty, when terms of peace should be agreed upon between their Most Christian and Britannic Majesties :
And whereas, Preliminaries for restoring peace between their Most Christian and Britannic Majesties, were signed at Versailles on the twentieth day of January last, by the Ministers of their Most Christian and Britannic Majesties :
And whereas, Preliminaries for restoring peace between the said King of Great Britain and the King of Spain, were also signed at Versailles, on the same twentieth day of January last :
By which said preliminary articles it bath been agreed, that as soon as the same were ratified, Hostilities between the said Kinga,

their Kingdoms, States and Subjects, should cease in all parts of the world. And it was further agreed, that all vessels and effects that might be taken in the channel and in the North seas, after the space of twelve days from the ratification of the said prelimina- ry articles, should be restored; that the term should be one month from the channel and North seas, as far as the Canary islands, inclusively, whether in the Ocean or the Mediterranean; two months from the said Canary islands, as far as the Equinoctial line or Equator ; and lastly, five months in all other parts of the World, without any exception, or more particular description of time or place :
And whereas, It was declared by the Minister Plenipotentiary of the King of Great Britain, in the name and by the express order of the King his Master, on the said twentieth day of January last, that the said United States of America, their subjects and their possessions, should be comprized in the above mentioned suspen- sion of arms at the same epochs, and in the same manner as the three Crowns above mentioned, their subjects and possessions respec- tively ; upon condition, that on the part and in the name of the United States of America, a similar declaration shall be delivered, expressly declaring their assent to the said suspension of arms, and contain- ing an assurance of the most perfect reciprocity on their part :
