Two deeds were examined and signed to Robert Morris, Esquire, for a three story brick messuage and other buildings, and two lotts of ground, one of them containing in breadth sixty feet on the south side of Market street, and in length one hundred and eighty feet on the east side of Sixth street from Delaware river to Minor street; and the other of them containing in breadth eighty-six feet on the east side of said Sixth street, and in length or depth sixty feet on the south side of Minor street aforesaid, the whole subject to the payment of a yearly ground rent of forty-four Spanish milled dollars, to the heirs and assigns of Israel Pemberton, deceased.


Consideration for the former fourteen thousand one hundred pounds, and for the latter two thousand seven hundred and twenty- five pounds. Deeds dated the 20th instant.


The fine imposed upon James Anslow, now confined in the jail of this city under a conviction of larceny, was remitted.


A draft of. city lots, numbered from 2145 to 2162, inclusively, situate between Arch and Race streets, and Seventh and Eighth streets from Delaware, and Market and . Chesnut, Second and Third streets from Schuylkill, was laid before Council ; upon which it was


Ordered, That the Receiver General be directed to advertize a sale of the said lots, to be held at the old Coffee House in this city, on Wednesday the fourteenth day of February next.

tract of land, situate in Buffalo township, in the county of Northum- berland, containing two hundred and seventy five acres and thirty- eight perches, late the estate of Thomas Mackeness, and forfeited to the use of the Commonwealth by his attainder of high treason. Consideration two hundred and sixty-seven pound in depreciation certificates. Deed dated the 22d instant.


A draft of an advertisement of the sale of sundry tracts of land, late of Alexander Bartram, John Meredith and Isaac Taylor, at- tainted of high treason, to be held at Norristown, in the county of Montgomery, on the 28th of March next, was read, and the sale allowed.


Ordered, That Colonel George Smith be appointed an Agent to superintend the said sale, and report to Council.

Council taking into consideration the report of the Comptroller General on the accounts of Arthur St. Clair and John Measc, Vendue Masters,


Ordered, That a committee be appointed to take up the said accounts, &c., &c., and as soon as possible, report to this Board some general principles of proceedings against all such officers of revenue as shall be delinquents in paying into the Treasury such public monies as come into their hands.


Mr. Whitehill, Mr. Maclay and Mr. Smilie, were appointed a committee under the preceding resolution.


A letter from Tench Francis, Esquire, requesting the delivery of a number of counterparts of patents for lands within the Manor of Springetsbury, granted by the late Proprietaries of Pennsylvania, now in the keeping of the Secretary of the Land Office, was laid before Council ; and, on consideration, an order was taken, that the Secretary of the Land office be authorized and instructed to deliver to John Penn and John Penn, junior, or their attorney, the counterparts of all such patents for lots within the Manor of Springetsbury, as upon examination shall appear to be entered in the Roll's office, taking their receipt for the same.

And whereas, The neglect of revenue officers in delaying the payment of publick money into the Treasury, agreeable to law, is productive of manyfold embarrassments to Government :


Resolved, therefore, unanimously, That every public officer hold- ing his appintment from Council, who shall neglect to settle his account and render any public money in his hands into the Trea- sury within the space of days over and above the time limitted by law, shall be forthwith displaced and discharged from his said office.

Ordered, That the preceding report be laid on the table for far- ther consideration.


The Comptroller General's reports upon the accounts of Captains Conrad Kerr and Joseph Bright, for militia services in the eighth Battalion of militia of Lancaster county, in the years 1777, 1778, and 1779, were read and approved, and orders drawn for the sums due upon the same, being seven pounds fourteen shillings and five pence to each.


An order was drawn upon the Treasurer in favor of the Mana- . gers of the Pennsylvania Hospital, for one hundred and fourteen pounds two shillings and five pence, being due to Messieurs Wil- liam Smith, James Bayard, Francis Wade, John Taylor, James Collins, John Rhea, George Lattimore, Edward Fox, Joseph Red- man, Stacy Hepburn, Samuel Murdock, William Turnbull, Andrew Pettit, and John Duffield, for signing Bills of Credit of this State, of the last emission, according to the Comptroller General's report.

A letter from Matthew Clarkson, Esquire, (stating that the drawing of the State lottery has been postponed under the absence of one of the managers, and the illness of the other, and praying the instructions of the Board under these circumstances,) was read, and order taken that Mr. Peter Baynton, be appointed a mana- ger of the said lottery during the indisposition of Mr. Fuller.

An order was drawn upon the Treasurer in favor of the Honora- ble Samuel Dean, Esquire, for twenty-four pounds, in full for his attendance in Council untill this, inclusively.


The fine imposed upon John Philips, now confined in the jail of the city and county of Philadelphia, for larceny, was remitted.


Council took into consideration the case of Jacob Drier, now confined in the jail of the city and county of Philadelphia, under sentence of death, for burglary, and determined that a warrant for his execution shall not issue.


The Council met.

The fine and forfeiture to the State incurred by Mary Calverty and Margaret McMullen, for neglecting to enter in the Excise of- fice a barrel of rum purchased by them, were remitted on their petition and a recommendation accompanying it.


An order was drawn on the Treasurer in favor of Matthew Irwin, Esquire, for two hundred and thirty-six pounds six shillings and eleven pence, amount of his account for enrolling the laws of this Commonwealth passed since February 5th, 1785, recording proclamations of attainder, &ca., according to the Comptroller General's report of the 10th inst.


The Comptroller General's report upon the account of John Mease, Esquire, Auctioneer for the district of Southwark, for du- ties arising from sales at auction, from the fourth of September until the 29th of November, 1786, was read and approved.
