William Montgomery, Esquire, was appointed a Commissioner for adjusting the claims of the Connecticut settlers, in the room of Daniel Hiester, Esquire, resigned.


John McNair, Jun'r, Esquire, was appointed Agent for property confiscated within the county of Northampton. An order was taken that Mr. McNair proceed under the foregoing appointment to the sale of sundry confiscated estates enumerated by the Comp- troller General, in a paper of this date, presented by him.

The Comptroller General's report upon the account of John Armstrong, Jun'r, Esquire, for his service as a Commissioner to the late Commercial Convention, and for his pay as a Delegate from this State to Congress, was read and approved, and an order for thirty pounds five shillings ballance due thereon.


A letter from the Secretary at War, advising that the Choctaw and Chickesaw Indians, late at this city, are now detained at Lan- caster by the sickness of Mr. Woods, their Conductor ; that from this cause the monies furnished them will be insufficient to trans- port them to Fort Pitt ; that Congress have directed that their ex- pences be allow'd ; and requesting that the Supreme Executive Council would be pleased to direct for them a further supply of money, was read, and an order taken that the Comptroller General be instructed to make such further allowance of money for trans- porting them to Fort Pitt as he may find necessary, charging it to the United States.


Tuesday next was assigned for taking up the memorial of Charles Simms, Esquire.


An order was drawn on the Treasurer in favor of John Arm- strong, Jun'r, Esquire, for one hundred and seven pounds fourteen shillings and four pence, in part of his salary as Secretary to Coun- cil, for which sum he is to account.

The Comptroller General reported a plan of forty-two city lots, situate on the south side of Lombard street, and between Fifth and Ninth streets from Delaware river ; upon which it was


Ordered, That the lots aforesaid be offered for public sale on the twenty-fifth of the present month.


An order was drawn upon the Treasurer in favor of Mr. Michael Moser, for the sum of two hundred pounds, payable out of the money arising from the sale of a quantity of flour, forfeited by John Rheiner to the use of the State, to be applied in mending and repairing the road from Hamburg, on Schuylkill, to Northumpber- land county line, by Conrad Minick's saw-mill, according to the act of Assembly, passed the twenty-ninth of March, 1787.


The finc imposed upon James Bray, upon conviction of an assault and battery in the county of Philadelphia, was remitted.


Upon the petition of Joshua Anderson, stating his appeal from the settlements of his accounts by the Comptroller General as late Sub-Lieutenant of Bucks county, and praying Council to allow the same, on his giving security as the law directs : an order was taken that the prayer of the said petition be granted, the petitioner enter- ing security according to law.

The petition of Edward Pickering, convicted of larceny, praying remission of his punishment, was read and rejected.


A petition from Benjamin Pittfield, stating that in the year 1784, he moved with his family from Philadelphia to Trenton, taking with him certain goods which had been imported into this State, and upon which the State duties were paid ; that on his re- turn to this State, in April last, he brought some of the same goods with him, and is now informed by the Collector that he is charge- able with the duties upon the goods so brought back, and praying Council to grant him some relief, was read ; and thereupon,


Resolved, That Council cannot grant the relief prayed for, and that the petitioner have leave to withdraw his petition, if he shall think proper.

An order was drawn upon the Treasurer in favor of the Honor- able Andrew Billmeyer, for sixty pounds fifteen shillings, in full for his attendance in Council from the sixteenth of June until the twenty-ninth of August, 1787, inclusively, and his mileage.


WHEREAS, It is represented to this Board that there are many of the line of this State intitled to land that have not yet appeared by themselves or sent orders to draw for their lots; and by resolve of this board of the thirty-first of Angust, 1786, they will be pre- cluded unless the time be prolonged so as to include one year from the commencement of drawing; therefore,


Resolved, That the lottery continue open for applicants until the first day of October next, and this resolution be published, so that all concerned may have notice thereof.


A petition from Theophilus Gardner, stating that he became bound in the sum of forty pounds to the Commonwealth for the appearance of his son at June court last, to answer to an indictment for larceny; that his recognizance is forfeited by reason that his son did not appear in due time ; and that he is unable to pay the said debt to the Commonwealth; therefore praying Council to remit the same, was read, and an order taken that the prayer of the said petition be granted. 1


Upon the petition of Andrew Hoke, praying remission of a fine imposed upon him upon conviction of a riot in the county of York, and a recommendation from the Justices of the Peace of the said county, an order was taken that the prayer of the petition be granted.


Upon a like petition and recommendation in favor of Godfrey King, who was fined fifty pounds upon being convicted of the like offence in the county aforesaid, an order was taken that the sum of forty-five pounds, in part of the said fine of fifty pounds, be re- mitted.
