The Comptroller General's report upon the account of John Gloningher, Esquire, Lieutenant of Dauphine county, from April, 1785, until the 15th of March, 1787, was read and approved.


The following deeds were examined and signed, vizt :


To Henry Haller, Esquire, for two tracts of land on Cold Run, in Brunswick township, in the county of Berks, one of them con- taining two hundred and eighty-three acres and one hundred and seventy-seven perches, and the other three hundred and six acres and fifty-five perches of land and allowance, late the estate of Christian Huck, an attainted traitor. Consideration money two thousand three hundred and sixty pounds. Deeds dated the 16th instant.


To Henry Bidkin, for lots No. 40, 48, 49, 50 and 51, being part of the Barrack ground sold for two hundred and sixty pounds 10s. Deed dated the 15th instant.


A letter was written to the Governor of the State of New York upon the subject of resuming the business of the partition line be- tween that State and Pennsylvania, informing him that the Com- missioners from this State will attend at New York on the 25th of this month on the business.

An order was drawn upon the Treasurer in favor of the Hon- orable Andrew Billmeyer, for forty-nine pounds ten shillings, in full for his attendance in Council until the 20th instant, inclusively, and his mileage.


An order was drawn upon the Treasurer in favor of the Honor- able David Redick, Esquire, for forty-four pounds five shillings, in full for his attendance in Council until this day, inclusively.


A petition from sundry inhabitants of Doe Run district, in the county of Chester, stating some irregular proceedings at the late election for Justices in the said district, and praying to be heard touching the same, was read, and an order taken, that William Clingan, John Culbertson and Isaac Taylor, Esquires, living near the said district, be authorized to make enquiry into the facts stated in the remonstrance aforesaid, and report to this Board in manner and form prescribed by an act of Assembly intituled An Act to remedy the defects of the several acts of Assembly hereto- fore made for regulating the election of Justices of the Peace, throughout this State.

The fine of five pounds imposed on Solomon Hays, at the same court, on conviction of an assault and battery, was also remitted.


A draft. of a letter to the Governor of Massachusetts, inclosing a copy of the late law for co-operating with the said State, in ap- prehending certain proclaimed rebels, and of the proclamation of Council founded thereon, was read and approved.


A letter from General St. Clair, on the subject of his accounts as Auctioneer of the city, was read.


David Watson, Esquire, was commissioned a Justice of the Peace for the district of Leacock, Lancaster county, upon return made agreeably to law, and Justice of the Court of Common Pleas of the said county.


The petition of John Steen, praying the remission of a fine of three pounds, imposed upon him on being convicted of larceny at the November term of the Court of Quarter Sessions for the county of Chester, was read and granted.

The fine and corporal punishment imposed upon William McCor- kill, upon conviction of perjury in the county of Chester, was re- mitted.


An order was drawn upon the Treasurer in favor of the guardian of. Catharine Reinick, of Lancaster county, for twenty-two pounds sixteen shillings and three pence, being due for her pension from the 21st of June, until the 21st of September, 1786, according to the Comptroller General's report and act of Assembly dated 1st March, 1780.


A deed was examined and signed by the Honorable tlie Vice President to Alexander Power, for a tract of land situate in Tur- bitt township, in the county of Northumberland, containing two hundred and forty-seven acres and thirty-nine perches of land and allowance, late the estate of Alexander Bartram, and forfeited to the use of this Commonwealth by his attainder of high treason. Consideration fifty-one pounds. Deed dated 24th inst.


An order was drawn upon the Treasurer in favor of Mrs. Mary Fullerton, for one hundred and eleven pounds fifteen shillings, in full of her account for her pension during her widowhood, accord- ing to the Comptroller General's report, and an act of Assembly dated 1st March, 1780.

The Comptroller General's report upon the account of John Mease, Esquire, Auctioneer for the district of Southwark, for duty of sales at Southwark auction, from the 4th of December, 1786, until the 28th of February, 1787, inclusively, was read and ap- proved.

In favor of John Piper, Esquire, for thirty-seven pounds eigh- teen shillings and six pence, being due to him upon a settlement of his account as late Lieutenant of the county of Bedford, ac- cording to the Comptroller General's report, to be paid out of the monies arising from militia fines.


In favor of the Managers of the Pennsylvania hospital, for three hundred and twenty pounds eight shillings, in full of their ac- count for boarding and cloathing Dennis Ford and David Grady, (two wounded soldiers,) from the 1st of January, 1782, until the 15th of March, 1787.

In favor of John Dunlap, for ninety-one pounds sixteen shillings and three pence, amount of his account for newspapers furnished, and printing work done for Council, between the 16th of April, 1778, and 31st of December, 1779, according to the Comptroller General's report.


In favor of the Honorable Nathan Denisen, Esquire, for twelve pounds, in full for his attendance in Council from the 23d of March, until the eighth day of April, 1787, inclusively.


Upon consideration of the petition of David Neiss,


Ordered, That the Sheriff of the city and county of Philadel- phia, be directed to postpone the sale of one hundred barrels of flour, part of the flour forfeited to the use of the State, late the property of John Rheiner, until the fourteenth of this month.


The commission of Judge of the Court of Admiralty of this State, held by Francis Hopkinson, Esquire, having expired agreeably to the Constitution and laws of the State, Council proceeded to the filling up of that office, when the Honorable Francis Hopkinson, Esquire, was unanimously reappointed.


U'pon the petition of John Hughes, of the county of Westmore- land,


Ordered, That the Land Officers be directed to issue a patent to the said John Hughes, for a tract of land purchased by him of a certain Joseph M"Dowell, situate in. Hempfield township, in the county aforesaid. It appearing to Council that the right of the same is vested in said John Hughes, being prior to the claim set up by the Agents of Westmoreland county, in behalf of the Com- monwealth, under the attainder of Alexander Ross.


Charles Campbell, of Westmoreland county, and James Harris of Cumberland county, Surveyor, and Solomon . Adams, of Bedford county, were appointed Commissioners to lay out a highway, be- tween the navigable waters of Frankstown branch of Juniata, and the river Conemaugh, agreeably to act of Assembly dated 29th of March last.

A letter from the Secretary of Congress, inclosing an act of that body for reducing the expences of the civil list department, with a state of the representation in Congress, was read.


The petition of John Mann, Frederick Conrad and Benjamin Markley, Esquires, Commissioners of the county of Montgomery, were read ; and an order taken that the fines imposed on the said Commissioners for their not having transmitted transcripts of their assessments for the year 1786, to the Comptroller General's office, within the time limitted by law, be remitted.


A copy of the bye-laws and regulations or ordinances, which have been made for the government of the Bank of North Ameri- ca, under the hand of the President, and that of the corporation, was this morning presented to Council by the President and Direc- tors.


Matthew Irvine, Esquire, Recorder of Deeds, &ca., was appointed a Justice of the Court of Common Pleas for the city and county of Philadelphia.


An order was taken that two old and broken cannon, (French nine pounders,) the property of the Commonwealth, and now lying at Billingsport, be delivered to Henry Hill, Esquire, or his order.


A petition from Captain Robert Coltman, purchaser of a tract of land in Chetenham township, in' Montgomery county, late of Alexander Bartram, an attainted traitor, stating that one


Siddous, a tenant under Bartram, living on the premises, refuses to deliver up the possession thereof, and praying this Board to cause possession to be given him according to the act of attainder, was read; and an order taken, that the Sheriff of the county of Montgomery be directed to give possession of the premises afore- said, to the said Robert Coltman in due form of law, he paying the . incidental expences.

Ordered, That the Comptroller General be directed to give pub- lice notice in some of the newspapers of this city, that the estate and interest of the Commonwealth, in and to the said tract of land, sold to the said Charles Syng, will be supported by government, against any person or persons that may become purchasers at the sale proposed to be made, on the first day of May next, by the Sheriff of said county.

MINUTES OF THE


An order was drawn upon the 'Treasurer in favor of the Hon'ble Evan Evans, Esquire, for sixteen pounds ten shillings, in full for his attendance 19 days until this day, included, and his mileage.


The following resolution was presented by Mr. Redick, read and postponed for farther consideration, vizt :


That within five weeks after the election of President and Vice President, the Council shall annually appoint and commissionate all officers of this government who are in the appointment of Coun- cil, and whose times of continuance in office are not fixed by law, (Law Officers, Master of Rolls, Prothonotaries, Attorney General only excepted,) and such officers as shall be reappointed shall renew their bail, where bail is required by law, and the Secretary of Council shall be appointed on the eighth day after the election of President and Vice President annually, and that all officers of this govornment, who are by law appointed by Council, and whose time of continuance in office are not fixed by law, are respectively deemed to hold such offices at the discretion of Council.
