SUPREME EXECUTIVE COUNCIL.


A petition from divers inhabitants of Northampton county, who are seated upon a tract of six thousand five hundred acres of land, lying on the cast side of the West Branch of Delaware river, commonly called or known by the name of the Indian Land, stat- ing that the late Proprietaries claim the said tract as part of their private estate, and praying that the Attorney General may be di- rected to take measures for ascertaining whether the said lands be. long to the Commonwealth or to the late Proprietaries, was read and the prayer of the said petition granted.


Upon the application of Samuel Meredith, Esquire, praying Council to postpone the sale of the lands advertized as the estate late of Andrew Allen, the question was put to postpone the sale of the said lands, and determined in the negative.


On motion,


Ordered, That the Secretary be directed to request the Honora- ble the Judges of the Supreme Court to meet Council in their chamber, on public business, to-morrow at half past nine o'clock in the morning.

An order was drawn upon the Treasurer in favor of Colonel Wil- liam Henry, for two hundred and twenty pounds, payable out of the militia fines of the city and county of Philadelphia, for defray- ing the expence of exercising the militia of the said city and county in the year 1787.


The Honorable the Chief Justice and Judge Bryan attended Council, and a conferrence was held upon the subject of some fresh disturbances in the county of Luzerne.

Upon the petition of John Bell, of Chester county, and a recom- mendation, an order was taken that the fine imposed upon his Negro slave Sam, upon his being convicted of horse stealing in the said county, be remitted.


Messrs. Foulke and Antes, a committee from the General As- sembly, attended and informed Council that the House was now met, and were ready to receive any business which Council may have to lay before them.

The committee were informed that a messuage was prepared which when finished should be laid before the Honorable House, accompanyed by a number of papers received during the recess of the House.


The following draft of the message from the Vice President and Council to the General Assembly, was read and approved, vizt: Message from the Vice President and the Supreme Executive Council to the General Assembly.


GENTLEMEN :- The Secretary will lay before you a letter from the Minister for Foreign Affairs of the third of July, inclosing ex- tracts of sundry letters transmitted by the Honorable Mr. Adams; two letters from Charles Thomson, Esquire, of the second and twenty-first of July, inclosing some returns of the state of repre- sentation in Congress ; an ordinance of Congress respecting public accounts which remain unliquidated, and a copy of the treaty of peace with the Emperor of Morocco ; a report of the Board of Treasury of the United States ; sundry resolutions of Congress- one of them recommending the repeal of all legislative acts repug- nant to the treaty of peace with Great Britain, one other relating to pensions due to officers in the late army, and a third allowing further time for exhibiting claims against the United States ; a transcript of the record of the conviction of Thomas Dyer, a Jus- tice of the Peace in Bucks county, for an assault and battery upon Joseph Thomas, of the said county ; a memorial from divers claim- ants of land in the county of Luzerne; and a petition from Anne Downy.


In a message from this Board to your honorable House in No- vember last, we recommended the sale of the reserved tract oppo- site to Pittsburgh. A bill for this purpose has been published for consideration, and ordered to be engrossed. We are of opinion it will be of advantage to the State if this bill be enacted into a law during this session.

Wednesday next was assigned for going into the consideration of Samuel Benezet's petition for the office of Prothonotary of Bucks county.


Michael Ruch, Esquire, was appointed and commissionated a Justice of the Peace for the township of Franklin, in the county of Westmoreland, upon a return made according to law.


Mr. Ruch was also appointed and commissionated a Justice of the Court of Common Pleas in and for the said county.


The bonds and judgment signed and executed by Whitehead Humphreys and Colonel Thomas Proctor, for securing the payment of three hundred pounds, which was loaned by the Commonwealth to said Humphreys, to enable him to prosecute his business of man- ufacturing steel, were read, and referred to the Comptroller Gene- ral to take order thereon.

A return of Burgesses elected for the borough of Bristol, in the county of Bucks, was presented to Council and read, by which it appeared that the following gentlemen were duly elected :- Doctor Amos Gregg, Chief Burgess; and Thomas Pearson, Gentleman, Second Burgess.


Doctor Amos Gregg attended, and took the oaths of allegiance and of office required by the Constitution, to qualify for the exe- cution of his office of Chief Burgess.

Monday next was assigned for going into the consideration of the return of the proposed road through the western counties of the State to Pittsburgh, together with the several petitions against it; and the Secretary was directed to request the members of the Gene- ral Assembly from the counties of Bedford, Westmoreland, Wash- ington and Fayette, to meet Council on that day, to give them some information upon the subject.


Upon an application from the Wardens of the city of Phila- delphia, an order was taken that the lots of ground, situate between Tenth and Twelfth streets on the south side of Lombard street, and bounded southward by ground of Baron Hurst and Company, be appropriated as a burial ground for the interment of strangers and others, who may not have been in communion with a religious society at the time of their decease, according to the directions of an act of General Assembly dated the eighth day of April, 1786, intitled "An Act for directing the sale of such of the city lots as remain the property of the State, and for disposing of the house and lots in High street, late the estate of Joseph Galloway, and forfeited to this Commonwealth.

Several papers containing intelligence of an armed banditti hav- ing assembled at Tioga, within this State, in a riotous manner, with an intention to resist the Government, were laid before Council ; and


On consideration,


The President was desired to write a letter to the Governor of . the State of New York, inclosing the said papers and requesting the concurrence of the government of that State in concerting measures for effectually suppressing the said rioters ; and also that our Delegates in Congress may be permitted to hold a conference with him for that purpose.


A letter was written to the Delegates of this State in Congress upon the same subject.
