Statement of Money Paid the Town Treasurer and to the Division of Fisheries and Game.
WARRANT FOR ANNUAL TOWN MEETING
Middlesex, ss:
To either of the Constables of the Town of Tewksbury, in said County:
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, to meet and assemble at Town Hall in said Tewksbury on Wednesday, February 15, 1950 at 7:30 o'clock, P. M. to act on the following articles, except Article 1, and you are also hereby further required and directed to notify and warn the said inhabitants of the Town of Tewksbury, who are qualified to vote on elections and town affairs, to assemble subsequently and meet in town meeting at the polling places in said Town of Tewksbury, on Thursday, February 23, 1950 at 10 o'clock A. M., then and there to act on the following Article 1.
The polls for the election of Town Officers to be opened at ten o'clock A. M. and to be closed at 8 P. M.
ART. 1. To choose all necessary Town Officers, to choose by ballot three Selectmen, three members of the Board of Public Welfare, a Moderator, an Auditor, three Constables, one Assessor, one Treasurer, all to serve one year. One member of the Board of Health, one Road Commissioner, two Trustees of the Public Library, one Park Commissioner, one Assessor, one member of the School Committee, one Commissioner of Trust Funds, all to serve three years. Two members of the Planning Board, one to serve one year and one to serve five years.
ART. 2. To hear reports of Town officers and committees and act thereon.

ART. 3. To see what sums of money the Town will vote to raise by taxation to defray necessary expenses for the current year, and make appropriations for the same. Board of Selectmen.
ART. 4. To see if the Town will vote the money arising from licensing dogs, for the ensuing year to aid in support of the Public Library. Board of Selectmen. ART. 5. To see if the Town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. VOTED. That the town treasurer, with the approval of the select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the finacial year beginning January 1, 1950, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ART. 6. To see what sum of money the Town will vote to raise and appropriate for a reserve fund under Section 6 of Chapter 40 of the General Laws, or take any other action on same. Board of Selectmen.
ART. 7. To see if the Town will authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town. Board of Selectmen.
ART. 8. To see what sum of money the town will vote to raise and appropriate to foreclose any tax title held by the town for more than two years. Board of Selectmen.
ART. 9. To see if the Town will vote to authorize the Town Treasurer with the approval of the Board of Selectmen to sell any parcel or parcels of land acquired by the Town through Tax Title foreclosure proceedings for whatever sum it may be in their judgment to the best interest of the Town, or take any other action relative thereto. ART. 10. Shall the Town accept the provisions of Chapter 588 of the Acts of 1948 which authorizes increases of the amounts of pensions payable to certain public employees who have

been retired and to beneficiaries of certain retired public em- ployees. Board of Selectmen.
ART. 11. To see what sum of money the Town will raise and appropriate for Band Concerts to be held on the Common or take other action relative thereto. Harold Vinecour.
ART. 12. To see what sum the Town will vote to raise and appropriate for the Fire Department to buy new equipment. Chief of the Fire Department.
ART. 13. To see what sum of money the Town will appropriate to buy a 1000 gallon High Pressure Piece of Apparatus or take any other action relative thereto. Chief of Fire Department.
ART. 14. To see what sum of money the Town will appropriate for a Mobile Radio for the South Tewksbury Fire Truck. Chief of Fire Department.
ART. 15. To see what sum of money the Town will appropriate to purchase Portable Generator and Flood Light set. Chief of Fire Department.
ART. 16. To see what sum of money the Town will appropriate to buy new Fire Hose to replace that burst through operation. Chief of Fire Department.
ART. 17. To see if the Town will vote to continue the Highway Machinery fund as established at the last annual Town Meeting and to appropriate an additional sum including the unexpended balance of the 1949 Highway Machinery account to be added to the amount already accredited to this fund for Highway Machinery purposes or take any other action thereto. ART. 18. To see what sum of money the Town will vote to appropriate from the Highway Machinery Fund for the pur- chase, repair and maintenance of road machinery equipment for 1950 or take any other action relative thereto. Board of Road Commissioners.
ART. 19. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the Maintenace of Chapter 90, "Highways;" said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose or take any other action relative thereto. ART. 20. To see if the Town will vote to raise and appropriate the sum of $3,000.00 or any other sum for the improvement of Whipple Rd .; said money to be used in conjunction with any money which may be allotted by the State or County, or both,

To see what action the Town will take relative to amendments or repeal of any of its Zoning By-Laws and to hear the report of the Planning Board as directed by Artick' XXIV of the Town Meeting of February 16, 1949 which report is - The present Zoning By-Laws are being violated and disregarded so frequently because of misunderstanding and lack of enforcement authority that they are of very little value to the Town. The Planning Board recommends that the present Zoning By-Laws be repealed and new Zoning By-Laws be enacted.
ART. 29. To hear the report of the Planning Board on a simplified code of building laws and provisions for their enforcement as requested in Article XLVII of the Town Meeting of February 18, 1949 which report is that a code of building laws be enacted.

ART. 30. To see if the Town will vote to repeal the present zoning by-laws which were adopted at the annual town meet- ing of February 19, 1947. Phaida J. Roux. ART. 31. To see if the Town will vote to establish the weekly collection of rubbish in the Town of Tewksbury through the negotiation of a rubbish collection contract to be administered by and subject to the performance specifications of the Board of Health, with the initial date of collection no later than May 1, 1950, said contract to provide for as complete coverage of the Town as practicable, and to be re-negotiated annually, or take any other action relative thereto.

ART. 51. To see if the Town will amend Sec. 2 of Art. 1 of the Town By-Laws by striking out the words: "500 extra copies," and inserting the words, "100 extra copies," and leaving out all after the words, "Town Hall," or take any other action relative thereto. Everett H. King.

To see if the Town will vote to amend Sec. 12 of Art. 1 of the Town By-Laws to read as follows: "The proceedings of the meeting shall be governed by Cushing's Manual," except as follows, "when several different sums of money have been proposed, the smaller shall always be voted on first," or take any other action relative thereto. To see if the Town will vote to raise and appropriate the sum of $500 and the present 1949 cruiser, for a 1950 Ford Tudor, this sum of money will also cover the rebuilding of the present generator to meet with changes on the 1950 model Ford, and transfer radio or take any other action relative thereto. ART. 54. To see if the Town will vote to amend Sec. 5 of Art. 1 of the Town By-Laws, by striking out the words "5% of the registered voters" and inserting, "5% of the voters, voting at the last Town election," or take any other action relative thereto. Everett H. King.

To see if the Town will vote to amend Art. 1, Sec. 1 of the Town By-Laws so as to read: The annual Town Meeting shall be held the third Saturday in February, and the polls for the election of the town officers shall be open from 10:00 A. M. to 8:00 P. M., all other business shall be transacted on the fourth Saturday of February, commencing at 1:00 P. M., or take any other action relative thereto. Everett S. Haines.

To see if the Town will vote to authorize a committee consisting of six (6) members, two (2) members each to be selected respectively by the Planning Board, Finance Com- mittee. and the School Committee, to investigate the general school building situation, and to report to the Town as soon as possible on the following:
1. The advisability of replacing the Foster School on the present or a new location.
2. The advisability of adding on to the Shawsheen School.
3. The advisability of a central grade school.
4. The recommendation of an architect for the project recom- mended by this committee.
5. Any other subject relative to this general condition. Ralph S. Battles.
ART. 69. To see if the Town will vote to appropriate the sum of $5.000.00 for any necessary expenses of the committee under the preceding article. with the understanding that anv monev for preliminary sketches or drawings will be considered part of the architect's fee on any building project that may be voted bv the Town upon recommendation of this committee.

And you are directed to serve this warrant by posting up attested copies thereof. one at each of the Public Meeting Houses, one at the Town Hall, one at each of the Post Offices. and leave five hundred copies for the use of the citizens at the Post Offices in said Town, 8 days at least, and over two Sundays, before the time of holding said meeting.

I have served the within warrant by posting up attested copies thereof, one at each of the public meeting houses, one at Precinct 1, one at Precinct 2, one at each of the Post Offices, and by leaving 500 copies for the use of the citizens at the post offices in said town, 8 days at least and over 2 Sundays, before the time of holding said meeting.
