ART. 33. To see if the Town will vote under authority granted by Chapter 40, Section 21 of the General Laws, to amend the Town By-Laws by adding the following section to Article VI.
"Section 8. All residential units and business establish- ments in the Town shall be numbered in the manner herewith provided. Every owner, agent or tenant shall be required to place at his own expense in a plainly visible location, at or near the entrance of the property concerned, a number assigned by the Town Planning Board, said number to be at least three inches in height. The Planning Board shall assign all numbers as far as practicable in accordance with the numbering system previously established and on file in the Town Hall. The annual town meeting was called to order at 7:30 P. M. by Moderator James J. Gaffney, Jr. The necessary quorum was found to be present and Father James B. McCartin, pastor of St. William's Church opened the meeting with prayer. Gordon L. Jackson and Jesse J. French acted as tellers.
The following business was transacted.
It was moved and seconded that the reading of articles by the Moderator be waived.

Amendment: To refer the question to a committee consisting of one member of Board of Water Com- missioners, one member of Library Trustees, one member of Planning Board, one member of Finance Committee, Chief of Police and one member of the Board of Public Welfare, in order to determine (1) the money now available for the construction of a new building for the Water Dept. and Police Dept. (2) the advisability of remodeling the pres- ent Foster School and Library in order to provide suitable quarters for the Water Dept., Police Dept., Board of Public Welfare and the Town Library; (3) the estimated cost of the same; (4) the advis- ability of using established funds to pay the in- terest or hydrant rental due in 1952; (5) make any further recommendations on this subject for the best interests of the Town; (6) report to a Special Town Meeting to be held prior to May 1, 1952.
ART. 4. Voted to use money arising from licensing dogs, for the ensuing year to aid in the support of the Public Library.
ART. 5. Voted to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chap. 44, General Laws.
ART. 6. Voted to transfer from overlay reserves or E & D Account for reserve fund under Sec. 6 of Chap. 40 of the General Laws, the sum of $10,000.
ART. 7. Voted: to authorize the Selectmen to institute suits or behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agree- ments in behalf of the Town.
ART. 8. Voted: to authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by affidavit of the Commissioner of Corporations and Taxation, any Tax Title held by the Town for more than two years, and to raise and appropriate $300 for this purpose.
ART. 9. Voted to authorize the Selectmen to sell, (after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the town under

tax title procedure provided that the selectmen or whosoever they may authorize to hold such public auction may reject any bid which they deem inadequate.
