ART. 37. Voted to transfer $10,108 from Highway Machinery Fund for the purchase, repair and maintenance of road machi- nery equipment for 1952.
ART. 38. Voted to raise and appropriate the sum of $1000 for the maintenance of Chap. 90 Highways, said money to be used in conjunction with any money which may be allotted by the State and County or both for this purpose, and further vote to transfer the sum of $2000 from the excess and deficiency account in anticipation of reimbursement from the State and County.

ANNUAL TOWN ELECTION
Tewksbury, Massachusetts, February 27, 1952
At a meeting of the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, held this day at the Town Hall and the Shawsheen School, the following business was transacted.
Warrant was duly read by presiding officers in Precincts 1 and 2. Registers in ballot boxes showed 0000 and check lists were in order. Polls opened officially at 10 o'clock A. M. and closed at 8 P. M. There were 403 votes cast in Precinct 2 and 988 votes in Precinct 1, a total of 1391.

WARRANT FOR SPECIAL TOWN MEETING
THE COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss:
To either of the Constables of the Town of Tewksbury in the County of Middlesex:
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and in Town affairs, to meet at the Town Hall in said Tewksbury on Wednesday the Ninth day of April next, at 7:30 o'clock in the afternoon, then and there to act on the following articles:
ART. 1. To see if the Town will vote to rescind that part of Article 3, of the last Annual Town Meeting which provided as follows: That $150.00 of the Auditor's salary be paid by the Water Department, that $225.00 of the Treasurer's salary be paid by the Water Department, that $154.00 of the Collector's salary be paid by the Water Department.
ART. 2. If the vote under the previous article is to rescind said action, to see if the Town will vote to raise and appropriate the same sums for the Salaries of the Treasurer, Auditor and Collector as were voted at the Annual Town Meeting or take any other action relative thereto.
ART. 3. To see if the Town will vote that any pay increases granted to elected officials at this or the Annual Town Meeting shall be retroactive to January 1st, 1952 or take any other action relative thereto.
ART. 4. To see if the Town will vote to increase the amount appropriated for legal expenses or take any other action rela- tive thereto.
ART. 5. To see if the Town will vote to increase the amount appropriated for Selectmen's salaries or take any other action relative thereto.
ART. 6. To hear a report of the Committee voted for at the Annual Meeting on the advisability of remodeling the Foster School.
ART. 7. To see if the Town will vote to accept Temple Street as laid out by the Road Commissioners with the Boundaries and measurements as shown on a plan on file with the Town Clerk.

ART. 8. To see if the Town will vote to raise and appropriate a sum of money to purchase an adding machine for the use of the Town Treasurer, or take any other action relative thereto.
ART. 9. To see if the Town will vote to amend Article 1 of the Town By-Laws by adding the following section, or otherwise acting thereon: Article 1, Section 14: No appropriations or transfers of money in excess of $10,000 by the Town at an Annual or Special Meeting shall be valid, when the Finance Board has recommended a lesser amount than the Department head has submitted to said Board, unless the vote for said appropriation or transfer be taken by secret ballot.
ART. 10. To see if the Town will vote to amend Article 1 of the Town By-Laws by adding the following section or otherwise acting thereon: Section 15: Any article calling for the accept- ance of any section of the General Laws, or any special act shall be voted on by secret ballot at the annual election of Town officers.
ART. 11. To see if the Town will vote to allow the Fire Chief to trade the 1931 Pierce Arrow, and the two obsolete portable pumps towards the purchase of the equipment voted under Article 26 of the last Annual Town Meeting.
ART. 12. To see what additional sum the Town will vote to raise and appropriate for the improvement of the Town Hall Kitchen or take any other action relative thereto.
ART. 13. To see if the Town will vote to set the rate of reimburse- ment at .07 per mile for all employees of the town, where reimbursement is claimed for the use of privately owned automobiles or take any other action relative thereto.
ART. 14. To see if the Town will vote to sell at Public Auction the Spaulding School Lot, or take any other action relative thereto.
ART. 15. To see if the Town will vote to raise and appropriate the sum of $5,900.00 for a tractor with a front end loader, for the use of the Highway Department.
ART. 16. To see if the Town will vote to authorize the Board of Selectmen to dispose of the Town Scales or act in any other way relative thereto.
ART. 17. To see if the Town will vote to transfer $17,000 voted under Article 13 of the Special Meeting held on July 1, 1951 back into the General Treasury.

ART. 18. To see if the Town will vote to authorize the Board of Selectmen to sell the land on Main Street that was formerly purchased for a dump in South Tewksbury, or take any other action relative thereto.
ART. 19. To see if the Town will vote to raise and appropriate the sum of $71.11 to pay unpaid bills of the Stadium Com- mission for 1951, or take any other action relative thereto.
ART. 20. To see if the Town will vote under authority granted by Chapter 40, Section 21 of the General Laws, to amend the Town By-Laws by adding the following Sections to Article VI.
Section 8. All residential units and business establish- ments in the Town shall be numbered in the manner herewith provided. Every owner, agent or tenant shall be required to place at his own expense in a plainly visible location, at or near the entrance of the property concerned, a number assigned by the Town Planning Board. The Planning Board shall assign all numbers as far as practicable in accordance with the numbering system previously established and on file in the Town Hall. All assigned numbers must be placed in position within ninety days after notification.
ART. 21. To see if the Town will raise and appropriate the sum of $1,000.00 or any other sum to carry out the preceding Article.
ART. 22. To see what sum the Town will vote to raise and appro- priate to use for paying the Building Inspector or take any other action relative thereto.
And you are directed to serve this Warrant, by posting up attested copies thereof at and upon the Town Hall, and in each of the Post Offices and at least five hundred extra copies shall be left at these places in said Town, eight days at least before the time of holding said meeting.
HEREOF FAIL NOT, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

Special Town Meeting was called to order by Moderator James J. Gaffney, Jr., at 7:30 P. M. Necessary quorum was found to be present and Malcolm D. Buchanan and Gordon L. Jackson were appointed to act as tellers. Warren W. Allgrove, Town Counsel was permitted to remain during the meeting by unanimous consent of those present.
ART. 1. Voted: To adopt this article and rescind that part of Art. 3, of the last Annual Town Meeting which provided as follows: That $150 of the Auditor's salary be paid by the Water Department, that $225 of the Treasurer's salary be paid by the Water Department, that $142 of the Collector's salary be paid by the Water Department.

ART. 4. To see if the Town will vote to ratify and confirm an agreement made by the Board of Selectmen and the Board of Water Commissioners with Elias A. Deveres, whereby the Town of Tewksbury has granted services in exchange for a conveyance of the fee in certain land used for the transporting of water to South Tewksbury in accordance with the agree- ment on file with the Town Clerk or take any other action thereto.
And you are directed to serve this Warrant, by posting up attested copies thereof at the Town Hall, and in each of the Post Offices and at least five hundred extra copies shall be left at these places in said Town, 8 days at least before the time of holding said meeting.
