WARRANT for ANNUAL TOWN MEETING
Middlesex, ss.
To any of the Constables of the Town of Tewksbury, in said County:
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, to meet and assemble at Town Hall in said Tewksbury on Wednesday, February 16, 1955, at 7:30 o'clock P. M., to act on the following articles, except Article 1, and you are also hereby further required and directed to notify and warn the said inhabitants of the Town of Tewksbury, who are quali- fied to vote on elections and town affairs therein, to assemble subse- quently and meet in town meeting at the polling places in said Town of Tewksbury, on Wednesday, February 23, 1955, at 10:00 A. M. then and there to act on the following Article 1.
The polls for the election of Town Officers to be opened at ten o'clock A. M. and to be closed at 8:00 P. M.
ART. 1. To choose all necessary Town Officers, to choose by ballot two Selectmen for three years, one Selectman for one year, one member for Board of Health for three years, two mem- bers for Board of Public Welfare for three years, one member for Board of Public Welfare for one year, one Assessor for three years, one member for the School Committee for three years, one Water Commissioner for three years, two Trustees for the Public Library for three years, one Road Commissioner for three years, one Park Commissioner for three years, one Trust Fund Com- missioner for three years, one Moderator for one year, one Auditor for three years, three Constables for one year, one member of the Planning Board for five years.
ART. 2. To hear reports of Town Officers and committees and act thereon.

ART. 4. To see if the Town will vote the money arising from licensing dogs, for the ensuing year to aid in support of the Public Library.

ART. 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. ,
VOTED: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Recommend Adoption.
ART. 6. To see what sum of money the Town will vote to raise and appropriate for a Reserve fund under Section 6 of Chapter 40 of the General Laws, or take any other action on same.
Recommend $10,000.00 be Raised and Appropriated.
ART. 7. To see if the Town will authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any con- tracts or agreements in behalf of the Town.
Recommend Adoption.
ART. 8. To see if the Town will vote to authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by affidavit of the Commissioner of Corporations and Taxation, any Tax Title held by the Town for more than two years, and see what sum of money the Town will vote to raise and appropriate therefor or take any other action relative thereto.
Recommend $300.00 be Raised and Appropriated.
ART. 9. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place

in the town fourteen days at least before the sale, property taken by the town under tax title procedure provided that the selectmen or whosoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto.

To see if the Town will vote to ratify and confirm the acceptance of a deed to the Town of Tewksbury by the Board of Selectmen and Board of Public Welfare from the Estate of Max Newcity in settlement of any claims by the Town against said Estate for aid previously rendered; said compromise and conveyance having been approved by the Probate Court under date of July 7, 1954 and being property conveyed to Max Newcity by Hugh Cameron dated December 14, 1921 .- ánd recorded at the Middlesex North Registry of Deeds, Book 650, at page 209, containing 8.25 acres, or take any action in relation thereto. To see if the Town will vote to authorize the Board of Selectmen to convey a parcel of land bv quitclaim deed on behalf of the Inhabitants of the Town of Tewksbury to Horace P. and Jennette T. Horne for the sum of $700.00; said parcel being on the northerly side of Andover Street containing approxi-
matelv 8.25 acres and being the same conveved to Max Newcity bv Hugh Cameron dated December 14, 1921 and recorded at the Middlesex North Registry of Deeds, Book 650 at page 209 or take any action in relation thereto. Selectmen

To see if the Town will vote to raise and appropriate the sum of $31.00 to idemnify and pav a judgment of the Lowell District Court in the amount of $31.00 entered September 7, 1954 against Francis G. Cumings as the result of the operation of a fire truck for the Town of Tewksbury on May 24, 1954 at. Livingston Street or take any action in relation thereto.

To see if the Town will vote to amend Art. 1, Section 1 of the By-Laws to read as follows: The annual town meeting for the annual election of Town officers shall be held on the fourth Wednesday of February. Polls shall be opened from 10:00 A. M. to 8 P.M. All other business shall be transacted on the first Wednesday in March commencing at 7:30 P. M. Selectmen
ART. 22. To see if the Town will vote to raise and appropriate the sum of $1,000 for the removal of snow from fire hydrants, under the supervision of the Board of Water Commissioners, or take any action in relation thereto. Water Commissioners

Said petition to contain the Act proposed by the Committee appointed under Article X of the Warrant for the 1954 Annual Town Meeting and which proposed Act is included in the printed town report for the 1955 Annual Town Meeting or to take any other action relative thereto. To see if the Town will vote to amend Section 3 of the Zoning By-Laws to change from a General Residence and Farming Area, to a Light Industry Area, the remainder of tract of land owned by Ruby F. Bruneau, on southwesterly side of Main Street between stations 200 and 204 of Massachusetts Highway Department plan dated August 11, 1904, and known as "Patten Lot" on plan on file with Town Clerk and described as follows:
Beginning at the northerly corner of the premises on the south- westerly side of Main Street at the easterly corner of the land formerly of Thomas Morev, supposed to belong now or formerly to George and Agnes Green: thence southwesterlv and southerlv bv said last mentioned land. the line being marked in part bv a fence and wall, to land formerly of John Chandler, now of owner unknown; thence southeasterlv bv said last mentioned land to a corner; thence easterly still by said last mentioned land to land formerly of Martha E. Bridges, supposed to belong now or formerly to Roscoe E. Millett; thence northeasterly by said last

Any corporation, person or persons, owner of a trailer, a closed vehicle furnished for housekeeping and designed to be pulled behind another vehicle, intending to keep trailer within the Town, shall within forty-eight hours, report same to Police Department and apply to the Board of Health for a permit. No permit for a longer period than thirty days shall be issued with- out approval of the Board of Health and in accordance with Section 17. Occupancy of any trailer is prohibited unless the vehicle is properly connected for running water and suitable sewage disposal. Planning Board
ART. 34. To see if the Town will vote to amend Zoning By-Laws by changing Section 10 to read as follows:
SECTION 10. RESIDENCE DISTRICTS
(a) In residence districts as provided in Section 4 and Section 5, land shall provide for each dwelling a minimum frontage of 200 feet and a minimum lot area of 30,000 square feet. Planning Board

In all residence districts, on all streets 40 feet or less in width, there shall be provided for any building or structure, a

set back not less than 45 feet from the center line of street or streets the lot is abutting. On streets over 40 feet in width, no set back shall be less than 25 feet from established street line. No building or structure shall be erected, moved, altered, reconstructed or enlarged so that a reduction in this set back shall result. To see if the Town will vote to raise and appropriate the sum of $3,260.00 for a drain from Hillcrest Park through the Chandler Street culvert near Hillcrest Road through James Sheehan's land to the Brook from Round Pond to relieve the condition in Hillcrest Park area or take any action relative thereto. ART. 46. To see if the Town will vote to accept the provisions of Chapter 297 of the Acts of 1954, entitled "An Act authorizing cities and towns to establish commissions to promote business and industry, and to appropriate money therefor," or take any

To see if the Town will vote to raise and appropriate a sum of money for the purpose of establishing and maintaining a business and industrial commission to promote business and industry, and determine whether the money shall be provided for by taxation or by appropriation from available funds in the treasury.
