Dr. H. M. Larrabee, School Doctor, examined the children in the two elementary schools in the spring of 1951. A number of children needed to be referred to their family physican for question- able physical defects. The doctor commented on the decline in the number of undernourished children and our school lunch program has been desponsible to a great degree for this.

REPORT ON DENTAL CLINIC
To the Superintendent of Schools in the Town of Tewksbury.
The Tewksbury Board of Health Dental Clinic was started in October 1950. It is held on Wednesday, from eight to two, in the new wing of the High School. The fee is fifty cents per visit. The Massachusetts State Department on Dental Health advised us to work on just first grade and so we have limited to that as much as possible. Sixth grade pupils have been taken because of the assistance they can give in solving transportation problems.

Dr. Paul Fitzgerald, Board of Health Dentist, surveyed the condition of the children's teeth in the elementary schools in September. A total of 615 pupils were examined and only 137 of that number had teeth in satisfactory condition.
There is so much restorative work to be done among the children that the clinic does not have time to clean teeth. However, the children have an opportunity to go to Forsyth Dental School in Boston. The fee is $1.00, which includes transportation plus cleaning. The total number of children taken to Boston was 169.

WARRANT FOR ANNUAL TOWN MEETING
Middlesex, ss:
To either of the Constables of the Town of Tewksbury, in said County:
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, to meet and assemble at Town Hall in said Tewksbury on Wednesday, February 20, 1952 at 7:30 o'clock P.M., to act on the following articles, except Article I, and you are also hereby further required and directed to notify and warn the said inhabitants of the Town of Tewksbury, who are qualified to vote on elections and town affairs therein, to assemble subsequently and meet in town meeting at the polling places in said Town of Tewksbury, on Wednesday, February 27, 1952 at 10 o'clock A. M., then and there to act on the following Article 1.
The polls for the election of Town Officers to be opened at ten o'clock A. M. and to be closed at 8 P. M.
ART. 1. To choose all necessary Town Officers, to choose by ballot one Selectman for three years, one member for Board of Health for three years, one member for Board of Welfare for three years, one Assessor for three years, one member for the School Committee for three years, two Trustees for the Public Library for three years, one Road Commissioner for three years, one Park Commissioner for three years, one Trust Fund Com- missioner for three years, one Moderator for one year, one Auditor for one year, one Trustee of the Public Library for one year, three Constables for one year, one member of the Planning- Board for five years, one member for the Planning Board for two years.
ART. 2. To hear reports of Town officers and committees and act thereon.
ART. 3. To see what sums of money the Town will vote to raise by taxation to defray necessary expenses for the current year, and make appropriations for the same.
ART. 4. To see if the Town will vote the money arising from licensing dogs, for the ensuing year to aid in support of the Public Library.

To see if the Town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
VOTED: That the town treasurer, with the approval of the select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ART. 6. To see what sum of money the Town will vote to raise and appropriate or transfer from everlay reserves or E & D Ac- count for reserve fund under Section 6 of Chapter 40 of the General Laws, or take any other action on same.
ART. 7. To see if the Town will authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.
ART. 8. To see if the Town will vote to authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by affidavit of the Commissioner of Corporations and Taxation, any Tax Title held by the Town for more than two years, and see what sum of money the Town will vote to raise and appropriate therefor or take any other action relative thereto.
ART. 9. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the town under tax title procedure provided that the selectmen or whosoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto.
ART. 10. To see if the Town will vote to authorize the Selectmen to appoint a Town Accountant in accordance with the provi- sions of Section 55, Chapter 41, General Laws, or take any other action relative thereto. Board of Selectmen

ART. 16. To see if the Town will vote to raise and appropriate the sum of $1,000 to be used in the Dental Clinic sponsored by the Parent Teacher's Association in the Public Schools, such sum to be administered by the Board of Health.

To establish an additional heavy industry area described as follows: Beginning at a point 2000 feet West of North St. on the B & M main line; thence along the B & M track in an Westerly direction to the Easterly side of the New England Power Co. transmission lines; thence South by the transmission lines to the B & M spur track; thence Westerly by said spur track to Old Main St .; and thence Northwesterly along Old Main St. to Trull Road; thence Northeasterly by Trull Road to a point of intersection of Trull Road and a line running parallel to and 2000 feet from the B & M line; thence Easterly by said line to the intersection of this line and a line perpendicular to the B & M main track and passing through the point of begin- ning; thence Southerly 2000 feet to the point of beginning. ART. 33. To see if the Town will vote under authority granted by Chapter 40, Section 21 of the General Laws, to amend the Town By-Laws by adding the following section to Article VI.
"Section 8. All residential units and business establish- ments in the Town shall be numbered in the manner herewith provided. Every owner, agent or tenant shall be required to place at his own expense in a plainly visible location, at or near the entrance of the property concerned, a number assigned by the Town Planning Board, said number to be at least three inches in height. The Planning Board shall assign all numbers as far as practicable in accordance with the numbering system previously established and on file in the Town Hall. Wescott et als, whereby easements and rights of way for the Town Water System are granted to the town, in exchange for services, in accordance with the duplicate of said agreement, now on file at the office of the Town Clerk, or take any other action relative thereto.

ART. 43. To see if the Town will vote to ratify and confirm an agreement entered into the fourteenth day of July, 1951 by the Board of Selectmen and Board of Water Commissioners with Wilbur R. Caulkins, whereby a title in fee to 22 acres of land at the well field are granted to the town in exchange for services, in accordance with the duplicate of said agreement now on file at the office of the Town Clerk, or take any other action in relation thereto.
ART. 44. To see if the Town will decide by vote of those as- sembled at the Town Meeting in February 1952, or in some other manner, whether the responsibility of the destruction and/or the rebuilding of the sidewalk on Chandler Street is the responsibility of the Board of Selectmen or the Board of Road Commissioners. To see if the Town will vote to direct the Representa- tives in the General Court, Mr. Brox and Mr. Ferguson to file and support Legislation, granting to the Town of Tewksbury the right to determine on the official ballot at the next annual election the question of whether or not the Town should revoke by majority vote the acceptance of Chapter 2 Acts of 1937, whereby the office of Chief of Police of the Town of Tewksbury was placed under Civil Service or take any other action relative thereto.
ART. 52. To see if the Town will vote to accept Chapter 143, Section 3 to 12 inclusive of the General Laws as ammended, pertaining to the establishment of a code of Building Laws.
ART. 53. To see if the Town will vote to adopt a code of Build- ing Laws and provisions for their enforcement, in accordance with Chapter 143, Section 3 of the General Laws.
BUILDING LAWS Town of Tewksbury, Massachusetts
Section 1. This By-Law shall be known and cited as the Building Law as provided under Chapter 143, Section 3-12, of the General Laws.
INSPECTOR OF BUILDINGS
Section 2. An inspector of buildings shall be appointed annu- ally by the Selectmen for a term of one year or until his successor has been appointed and qualified.
Section 3. The Inspector shall examine all buildings in the course of construction, alteration, and repair, or which are to be moved or razed, and see that the zoning law and all By-Laws of the Town in relation thereto are complied with, and when necessary shall take proper measures to secure such compliance. He shall keep a record of the business of his office and make all returns required by law, notify the assessors of all permits issued, and shall make periodic and annual reports of his work to the Selectmen with such recommendations as he may deem necessary. None of the provisions of these By-Laws shall be construed so as to conflict with the requirements made by the Department of Public Safety under the authority of Chapter 143 of the General Laws.
Section 4. No building within the limits of the Town of Tewksbury shall be erected, razed or moved, and no addition or alteration of a building shall be made by any person unless he shall first file with the Inspector plans and specifications and a full description of the proposed work. If the plans, specifications or descriptions so filed shall be in compliance with the building limi- tations prescribed in the zoning and By-Laws, the Inspector shall forthwith issue a permit therefor.

Ordinary repairs, additions or alterations may be made up to the value of fifty ($50.00) dollars after notice to the Building Inspector, without permit or fee, but such repairs, additions or alterations shall not be construed to include the cutting away of any stone, concrete or brick wall, or any portion thereof, the removal or cutting of any beam or support, or the removal, change or closing of any staircase, or exit.
Section 5. To obtain a permit, the person intending to erect, altar, raze or move a building shall, before any work is to begin, file with the Inspector a notice of the intention with plan, together with specifications or a full description of the proposed work. No building hereafter erected, altered, added to or repaired, that is to be finished in whole or in part, shall be lathed, plastered or sheathed until the builder or mechanic shall have notified .the Inspector of Buildings to inspect the same and shall have received from said Inspector of Buildings a notice that the work is approved. The Inspector of Buildings on receipt of a notice from the builder that any building or alterations, additions, or repairs to any build- ing are ready for inspection, shall, as soon as possible, inspect the premises. but shall not approve the work until all the requirements of these By-Laws shall have been complied with, and no building shall be occupied until final approval. The Inspector shall require that all permanent piers, or columns needed under girders, trim- mers, etc., shall be in place before the building is lathed or plastered.
Section 6. The Inspector of Buildings shall examine every building or other structure which he has reason to believe unsafe or dangerous, and if he finds it unsafe or dangerous he shall, in writing, notify the owner, agent or any person having an interest therein, to remove it or make it safe and secure, and such person shall thereupon immediately remove it or make it safe.
Section 7. The Building Inspector, or an employee charged with the enforcement of this code shall not be personally liable while acting for the town, and he is hereby relieved from all personal liability for any damage that may accrue to persons or property as a result of any acts required or permitted in the discharge of his official duties.
