WARRANT FOR ANNUAL TOWN MEETING AND ACTION THEREON

To either of the Constables of the Town of Tewksbury, in said County:
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in town affairs, to meet and as- semble at Town Hall in said Tewksbury on Wednesday, February 18, 1953, at 7:30 o'clock P.M., to act on the following articles, except Article I, and you are also hereby further required and directed to notify and warn the said inhabitants of the Town of Tewksbury, who are qualified to vote on elections and town af- fairs therein, to assemble subsequently and meet in town meeting at the polling places in said Town of Tewksbury, on Wednesday, February 25, 1953, at 10:00 o'clock A.M., then and there to act on the following Article I.
The polls for the election of Town Officers and Town af- fairs to be opened at ten o'clock A.M. and to be closed at 8:00 P.M.

The annual Town Meeting was called to order at 7:30 P. M. by Moderator James J. Gaffney, Jr. Rev. Jack Tuell, pastor of the South Tewksbury Methodist Church opened the meeting with a prayer which was followed by a moment of silence in memory of our departed Tree Warden, Harris M. Briggs.
The necessary quorum being present Harry A. Treadwell and Malcolm D. Buchanan were sworn in as Tellers by the Moderator.
Motion was made and seconded that reading of the articles by Moderator be waived.
ART. 1. To choose all necessary Town Officers, to choose by ballot one Selectman for three years, one member for the Board of Public Welfare for three years, one member for the Board of Health for three years, one Assessor for three years, one member of the School Committee for three years, two Library Trustees for three years, one Trust Fund Commis- sioner for three years, one Highway Commissioner for three years, one Park Commissioner for three years, one Water Commissioner for three years, one Moderator for one year, one Auditor for one year, three Constables for one year, one Tree Warden for one year, and one member of the Planning

Board for five years, and to vote yes or no on the following question : "Shall the acceptance by the Town of Tewksbury of an act passed by the General Court in the year 1937, being Chapter 2 of the Acts of 1937, entitled, 'An Act Placing Under the Civil Service Laws the Office of Chief of Police of the Town of Tewksbury, be revoked'?" All on the sarne ballot.
It was moved and seconded that only so much of this Article as pertains to election of officers and members of boards be adopted and that the last six lines be stricken out. However, it was ruled by the Town Counsel that the question of Civil Service for the Police Chief be placed on the ballot.
ART. 2. To hear reports of Town officers and committees and act thereon.
Voted to accept this article and that reports of town officers and committees be accepted.
ART. 3. To see what sums of money the Town will vote to raise by taxation to defray necessary expenses for the current year, and make appropriation for the same.

ART. 4. To see if the Town will vote the money arising from licensing dogs, for the ensuing year to aid in support of the Public Library.

To see if the Town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow mon- ey from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

ART. 7. To see if the Town will authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.

No person shall enter upon the premise of another for the purpose of commiting any wanton or malicious act, nor

for the purpose or with intention of invading the privacy of another by peeping into windows of a house or spying upon any person or persons therein, and no person, being on the premise of another, shall peep into the window of a dwelling house thereon nor spy upon any person or persons resident therein.
Nothing contained in this by-law shall be construed to abridge, nor in any way limit, the right of a Police Officer to enter upon private property nor to perform any act necessary in the performance of his official duties.
Violations of this by-law shall be punished by a fine of $20.00 for each and every offense.
This by-law shall take effect upon its passage in accord- ance with provisions of Chapter 43 of the General Laws.
