Beginning at the Southeast corner of the premises at the road leading from Tewksbury to Billerica called Pleasant Street at land of the First Parish in Tewksbury known as the parsonage and thence running on the last named 11 rods, 4 feet, 6 inches to a stake; thence Northerly by land now or formerly of one Foster 9 rods, 13 feet, 9 inches to a private way 33 feet wide which to be forever kept open so far as the premises

hereby conveyed about thereon; thence Easterly by said private way 13 rods, 14 feet, 4 inches to said Street; thence Southerly by said Street 10 rods, 3 feet, 6 inches to point of beginning. Excepting, however, from the above described premises the land conveyed to the Inhabitants of the Town of Tewksbury recorded in Book 727 Page 411 Middlesex North District Registry of Deeds. ANNUAL TOWN MEETING


Town Hall, Tewksbury, Mass., February 21, 1951


The annual town meeting was called to order at 7:30 P. M. by moderator James J. Gaffney, Jr. John K. Eaton and James C. Oliver were sworn in as tellers and the necessary quorum was found to be present. Rev. Hugo A. Bourdeau, pastor of the Con- gregational Church opened the meeting with a prayer and requested that the assembly stand a moment in silence in memory of H. Russell Gourley who passed away during the past year.


The following business was transacted.


It was moved and seconded that the reading of articles by the moderator be waived.

Art. 4. Voted: That the money from licensing dogs for the en- suing year be used to aid in the support of the public library.


Art. 5. Voted: That the town treasurer, with the approval of the selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec. 17, Chap. 44, General Laws.


Art. 6. Voted: To raise and appropriate the sum of $5,000 from Free Cash to Reserve Fund under Sec. 6 of Chap. 40 of the General Laws.


Art. 7. Voted: To authorize the selectmen to institute suits on behalf of the town or defend any suits that are, or may be

brought against the town, and to sign any contracts or agree- ments in behalf of the town.


Art. 8. Voted: To authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by affidavit of the Commissioner of Corporations and Taxation, any Tax Title held by the Town for more than two years and to appropriate $300 for this purpose.


ART. 9. Voted: To authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the town under tax title procedure provided that the selectmen or whosoever they may authorize to hold such public auction may reject any bid which they deem inadequate.

Voted: To authorize the School Building Committee, re- ferred to in the previous article, to proceed with the detail plans and specifications for the construction of the school buildings as referred to in the report of this Committe. This authorization will allow the Committee to call for certified bids on the plans and specifications, to accept or reject any or all bids, and to present the final bids accepted by the Committee to a Special Town Meeting for acceptance by the town.


Art. 39. Voted: To transfer $21,885 from Free Cash for the pur- poses outlined in this article.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Tewksbury, qualified to vote in Town affairs, to meet and assemble at Town Hall in said Tewksbury,


ON MONDAY, THE 15th DAY OF JANUARY 1951


at eight o'clock P. M. to act on the following Articles-


ART. 1. To see if the Town will vote to choose by ballot at the Annual Town Meeting in February, 1951, three selectmen and

three members of the Board of Public Welfare, one each to serve one year, one each to serve two years and one each to serve three years, and each succeeding year choose by ballot one Selectman and one member of the Board of Public Welfare to serve three years or take any other action relative thereto.


ART. 2. To see if the Town will adopt the following Ordinance:


Section 1. Department of Civil Defense. There is hereby es- tablished a department of Civil Defense (hereinafter called the "department"). It shall be the function of the department to have charge of civil defense as defined in Section 1, Chapter 639, Acts of 1950 and to perform civil defense functions as authorized or directed by said chapter or by any and all execu- tive orders or general regulations promulgated thereunder, and to exercise any authority delegated to it by the governor under said Chapter 639.


Section 2. Director of Civil Defense. The department shall be under the direction of a director of civil defense (hereinafter called the "director") who shall be appointed by the board of selectmen. The director shall have direct responsibility for the organization, administration and operation under the direction and control of the board of selectmen, and shall receive such salary as may be fixed from time to time by the board of select- men. The director may, subject with the approval of the board of selectmen, and within the limits of the amount appropriated therefor, appoint such experts, clerks and other assistants as the work of the department may require and may, subject to the approval by the board of selectmen, remove them, and may make such expenditures as may be necessary to execute effectively the purposes of Chapter 639, Acts of 1950.
