To see if the Town will vote to amend Section 3, Paragraph 4, of the Zoning By-Laws to re-zone from general residence to limited business a tract of land at the intersec- tions of Patten Road, Foster Road, and Shawsheen Streets extending 300 feet East and West from the intersection and 300 feet on both sides of Shawsheen Street; extending 300 feet from the intersection on Foster Road and 300 feet each side of Foster Road; and extending 300 feet from the inter- section along Patten Road and 300 feet each side of Patten Road, as shown on a plan filed with the Town Clerk.

REPORT OF THE SCHOOL COMMITTEE


To the Citizens of Tewksbury:


During the past year the School Committee has had not only the routine problems concerning the regular operation of the School Department, but it has also had the problems connected with the work of the Building Committee and also the work connected with the new School Building Survey Committee.


The largest single jump in the school enrollment occurred be- tween September 1952 and September 1953 when we experienced an increase of 271 new pupils. This increase is the direct result of the building boom in Tewksbury and from all indications we anti- cipate a continued increase in our enrollment for the next several years.


The present school year is now beginning to show results of the planning and work of the past few years for the education of our grade school children. We have not been able to fulfill our program in the high school because we do not have adequate facilities to allow us to improve the weaknesses in our high school program.


In the grade schools we have been able to institute a remedial reading program. We have renovated the music department and we are now beginning to enjoy the results of our elementary physical educational program.


If we can obtain the necessary facilities for the High School, we can then go forward with our Household Arts, the Science De- partment, the Manual Training Department, and a Guidance program that will raise our High School educational program to the same comparative level that our Elementary School program has reached.


This year we made major repairs at the High School on the heating system. We also painted part of the interior and all of the back section of the school and the fire escapes. We replaced the front gutters in the main roof, resurfaced the tennis courts and through the cooperation of the Highway Department put another coat of oil .

At the old Shawsheen School we repainted the building and re- placed some of the window shades. At the Foster School we had to repaint the interior on the first floor and block off the stairways lead- ing to the second floor. We made minor repairs to the stoker and also to the plumbing system in order to allow for the temporary use of this building.


The funds for the Foster School repairs were available because we had set up funds for renovation of the Household Arts Depart- ment in the High School. Permission to delay this work was ob- tained until the plans of the new Survey Committee are acted upon. This step was logical because of the tremendous increase in enroll- ment at the school.

The 1954 budget is approximately $51,500 over the 1953 budget. The largest increase occurs in the salary schedule because nine addi- tional teachers were added in 1953 and at least eight more will have to be added in 1954. The increases granted to the teaching staff were based on their years of service in order to compensate for the irreg- ularities in the schedule due to revisions of the State Laws regarding teachers' salaries.


We also had to add two more buses for school transportation and will have to add at least one or two more this coming year. The athletic estimate is decreased because we are now able to use a revolving fund and the receipts collected for the various sports events can now go toward the maintenance of the athletic program. The appropriation for the school lunch program has been reduced and this is the beginning of a long range program to put this depart- ment on a self-paying basis.


The School Committee wishes to express its sincere appreciation to all members of the School Department who have cooperated so well with us and on whose account we can now well be proud of our Tewksbury school system.


The School Committee recommends the sum of $289,385.00 to be appropriated for the schools in 1954. The estimates are listed as follows:
