ART. 1. To choose all necessary Town Officers, to choose by ballot one Selectman for three years, one member for the Board of Public Welfare for three years, one member for the Board of Health for three years, one Assessor for three years, one member of the School Committee for three years, two Library Trustees for three years, one Trust Fund Commissioner for three vears, one Highway Commissioner for three years, one Park Commissioner for three years, one Water Commissioner for three years, one Moderator for one year, one Auditor for one year, three Constables for one year, one Tree Warden for one year, and one member of the Planning Board for five vears, and to vote yes or no on the following question: "Shall the acceptance by the Town of Tewksbury of an act passed by the General Court in the year 1937, being Chapter 2 of the Acts of 1937, entitled, "An Act Placing Under the Civil Service Laws the Office of Chief of Police of the Town of Tewksbury, be revoked?" All on the same ballot.


ART. 2. To hear reports of Town officers and committees and act thereon.


ART. 3. To see what sums of money the Town will vote to raise by taxation to defray necessary expenses for the current year, and make appropriation for the same.

ART. 4. To see if the Town will vote the money arising from licensing dogs, for the ensuing year to aid in support of the Public Library.


ART. 5. To see if the Town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


VOTED: That the town treasurer, with the approval of the select- men, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes threfor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


ART. 6. To see what sum of money the Town will vote to raise and appropriate or transfer from overlay reserves or E & D Account for reserve fund under Section 6 of Chapter 40 of the General Laws, or take any other action on same.


ART. 7. To see if the Town will authorize the Selectmen to institute suits on behalf of the Town or defend any suits that are, or may be brought against the Town, and to sign any contracts or agreements in behalf of the Town.


ART. 8. To see if the Town will vote to authorize the Board of Selectmen and the Treasurer to foreclose either through the Land Court or by affidavit of the Commissioner of Corporations and Taxation, any Tax Title held by the Town for more than two years, and see what sum of money the Town will vote to raise and appropriate therefor or take any other action relative thereto.


ART. 9. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the Town under tax title procedure provided that the Selectmen or whosoever they may authorize to hold such public auction may reject any bid which they deem inadequate, or take any action relative thereto. ARTICLE 9, SECTION 8


No person shall enter upon the premise of another for the purpose of commiting any wanton or malicious act, nor for the purpose or with intention of invading the privacy of another by peeping into windows of a house or spying upon any person or persons therein, and no person, being on the premise of another, shall peep into the window of a dwelling house there- on nor spy upon any person or persons resident therein.


Nothing contained in this by-law shall be construed to abridge, nor in any way limit, the right of a Police Officer to enter upon private property nor to perform any act necessary in the performance of his official duties.


Violations of this by-law shall be punished by a fine of $20.00 for each and every offense.


This by-law shall take effect upon its passage in accordance with provisions of Chapter 43 of the General Laws.

To see if the Town will vote to ratify and confirm an agreement made by the Board of Water Commissioners and Board of Selectmen and the Saint Francis Seraphic Seminary dated December 5, 1952, relative to supplying said Seminary with water from the Tewksbury water system, the copy of which agreement is on file at the office of the Town Clerk or take any action in relation thereto. To see if the Town will vote to raise and appropriate or transfer from available funds in the Treasury, a sum of money to purchase from the Saint Francis Seraphic Seminary, 1050 feet of water main installed in River Road, or to authorize and em- power the Board of Water Commissioners to purchase said 1050 feet of water main from the Bond Issue, or take any action in relation thereto. ART. 66. To see if the Town will vote to ratify and confirm an agreement made by the Board of Selectmen and the Board of Water Commissioners with Herbert L. This committee shall be established as follows: two mem- bers each, to be selected from the Planning Board and Finance Committee by the respective members of said Board and said Committee; two members to be appointed by the Moderator, and three members of the School Committee.


The report pertaining to this investigation and the recom- mendations based thereon shall constitute articles of business at the next Annual Town Meeting, but may be brought in to a Special Town Meeting at an earlier date if deemed advisable by the said committee.


The Committee is further authorized to engage the services of an architect for consultation, advice, and preliminary sketches and drawings of any proposed construction to be recommended. Or take any other action relative thereto.

To see if the Town will vote to appropriate the sum of $5,000.00 for any necessary expenses of the committee established under the preceding article, with the understanding that any money paid for preliminary sketches or drawings shall be con- sidered part of the architect's fee on any building project that may be voted by the Town upon recommendation of this committee.
