TOWN MEETING WARRANT.
COMMONWEALTH OF MASSACHUSETTS, NORFOLK, SS.
To HENRY H. FRANCIS, or either of the Constables of the Town of Randolph in said County, GREETING :
You are hereby required to notify and warn the inhabi- tants of said town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall in said town, on Monday, the third day of April next, at nine o'clock in the forenoon, then and there to act on the following articles ; namely, -
ARTICLE 1. To choose a moderator to preside at said meeting. '
ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meet- ing ; also a trustee for Stetson School Fund.
ART. 3. To vote by ballot, "Yes " or " No," in answer to the question, "Shall licenses be granted for the sale of in- toxicating liquors in this town ?"
ART. 4. To hear the report of the several town officers, and act thereon.
ART. 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.
ART. 6. To raise such sums of money as may be thought proper for repairs of school buildings, and incidental ex- penses of schools.
ART. 7. To raise money for the repairs of highways, and determine the manner of expending the same.

ART. 8. To see what action the town will take in rela- tion to curbing, grading and improving the grounds around Stetson Hall, and raise and appropriate money for the same.
ART. 9. To decide upon the amount of money required to defray the general town expenses, viz., miscellaneous, alms- house, support of poor, and military-aid expenses for the ensuing year, and make appropriations thereof.
ART. 10. To see what action the town will take in rela- tion to engines, and the pay of engine-men, and raise and appropriate the same.
ART. 11. To see what action the town will take in relation to the construction of reservoirs, as recommended by the engineers, and raise and appropriate money for the same.
ART. 12. To see if the town will accept the road, as laid out by the selectmen, from Warren street to West street, as petitioned for by John T. Carey and eighty-eight others, and raise money for building the same.
ART. 13. To see if the town will accept the extension of Allen street, as laid out by the selectmen, as petitioned for by Adoniram A. Payne and sixty-one others, and raise money for building the same.
ART. 14. To see what action the town will take in rela- tion to building a sidewalk on Howard street, as petitioned for by Thomas Dolan and twenty-five others, and raise and appropriate money for the same.
ART. 15. To see if the town will vote to sell a certain por- tion of the land of the Town Farm.
ART. 16. To see if the town will instruct the selectmen to appoint special officers to enforce all laws, and appropriate money therefor.
ART. 17. To see if the town will accept the list of jurors as prepared by the selectmen, and posted according to law.
ART. 18. To see if the town will make an appropriation

for the decoration of soldiers' graves, under the direction of Captain Horace Niles, Post 110.
ART. 19. To see if the town will authorize the treasurer, with the approval of the selectmen, to borrow money in an- ticipation of taxes.
ART. 20. To see if the town will adopt certain by-laws to be reported to said town at said meeting.
ART. 21. To see what action, if any, the town will take relative to medical attendance upon the poor for the ensu- ing year.
ART. 22. To see what action the town will take in relation to raising and making an appropriation of five hundred dol- lars for the Turner Free Library ; also to see if the town will appropriate the money received for dog licenses for the ensuing year to the use of said library.
ART. 23. To see if the town will authorize and appoint the selectmen to be agents and attorneys for the town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any way engaged or interested as a party, or otherwise, for the ensuing year.
ART. 24. To see if the town will authorize the collector of taxes to use the same means which a town treasurer may use when acting as treasurer.
ART. 25. To see if the town will authorize the collector of taxes to charge interest at the rate of six per centum per annum on all taxes remaining unpaid on and after October 10, 1882.
ART. 26. To hear reports of committees, and act thereon.
And you are directed to serve this warrant by posting at- tested copies thereof at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the " Norfolk County

REPORT OF SELECTMEN.
The Selectmen of the town of Randolph respectfully sub- mit the annual report of appropriations and expenditures for the financial year end March 1, 1883.
At the annual meeting in April, 1882, the Selectmen were elected Surveyors of Highways, and commenced their duties by purchasing an " Eureka Road Scraper," at a cost of one hundred and seventy-five dollars, which we have charged to the Almshouse and Town Farm expense, for the reason that the machine is worked by and under the control of the Superintendent, and the earnings of said scraper credited to the Almshouse and Town Farm account. We are perfectly satisfied with this investment, and from our experience during the year are confident that our roads can be kept in a better condition and free from carriage ruts, at a much less expenditure of money than in the past. We desire to call the attention of the voters of the town to the present system of repairing the highways, and publish for their care- ful consideration a statement of the amount of money ex- pended by the town in the department of highways, and the amount refunded to the town earned by the Superintendent of the Almshouse with the town teams. We have paid out for general and ordinary repairs on highways twenty-eight hundred and seventy-three dollars and ninety-seven cents, in addition to the expense of five hundred and sixty-five dollars and thirty-two cents for land damage, and building new street from Warren to West streets which we have named Silver street. One hundred and fifteen dollars and ten cents for the working and grading of Allen-street exten-

sion, and one hundred and seventy-nine dollars and sixty- three cents for Howard-street sidewalk. Of this amount, Mr. Pike, with the town teams, earned and paid into the town treasury, to be placed to the credit of the Almshouse and Town Farm, six hundred dollars and eighty-five cents. It is our opinion that the Surveyors of Highways should be the Selectmen as a matter of economy, and in accordance with section 3, chapter 52, of the Public Statutes ; viz., "All money raised for repairing highways shall be faithfully and judiciously expended under the direction of the Selectmen." This would prevent any conflict of authority or shirking of responsibility.
