COMMONWEALTH OF MASSACHUSETTS,


NORFOLK, SS.


To either of the Constables of the Town of Randolph in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Randolph qualified to vote in town affairs to assem- ble at Stetson Hall in said town, on Monday the second day of April next, at eight o'clock in the forenoon, then and there to act on the following articles ; namely, -


ARTICLE 1. To choose a moderator to preside at said meeting.


ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meet- ing ; also, two trustees for " Stetson School Fund," one for two years and one for three years ; also one water commis- sioner for three years.


ART. 3. To vote by ballot "yes " or " no " in answer to the question, Shall license be granted for the sale of intoxi- cating liquors in this town ?


ART. 4. To hear the report of the several town officers, and act thereon.


ART. 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.


ART. 6. To raise money for the repairs of highways and determine the manner of expending the same.

ART. 7. To raise money to defray the general town expenses for the ensuing year and make appropriations thereof.


ART. 8. To see what action the town will take in relation to engines and pay of engine-men, and raise and appropriate money for the same.


ART. 9. To see if the town will accept the list of jurors as prepared by the selectmen and posted according to law.


ART. 10. To see if the town will make an appropriation for the decoration of soldiers' graves under direction of Capt .. Horace Niles Post No. 110, G.A.R.


ART. 11. To see what action the town will take relative to medical attendance upon the poor for the ensuing year.


ART. 12. To see what action the town will take to erect and maintain " guide posts," as required under Chap. 53 of the Public Statutes, and to place the names of the streets thereon.


ART. 13. To see if the town will authorize the selectmen to locate anew Liberty street, and what sum of money it will appropriate therefor, as petitioned for by James Dowd and others.


ART. 14. To see if the town will accept the location of the extension of Allen street, as laid out by the selectmen, and raise and appropriate money to build the same.


ART. 15. To see if the town will accept the provisions of Chap. 382 of the Acts of 1871 in relation to betterments. .


ART. 16. To see what action the town will take relative to purchasing the Mathew Clark estate adjoining the Town House lot.


ART. 17. To see if the town will instruct the selectmen to appoint special officers to enforce the laws and raise and appropriate money therefor.

ART. 18. To see what sum of money the town will raise and appropriate for the payment of interest on the " Randolph Water Loan " issued under authority of Sect. 5, Chap. 217, of the Acts of the year 1885, and by vote of the town, September 15, 1886.


ART. 19. To see what sum of money the town will raise and contribute to the sinking fund, as required under Sect. 8, Chap. 217, of the Acts of 1885, to meet the payment of the " Randolph Water Loan " when due.


ART. 20. To see what sum of money the town will raise and appropriate for water, for hydrants, street service, pub- lic buildings, and drinking fountains.


ART. 21. To see if the town will accept the act entitled " An act to authorize the town of Randolph to make an additional water loan" (approved March 16, 1888).


ART. 22. To see what action the town will take in refer- ence to the extension of its present system of water works, and in reference to matters appertaining thereto, under the provisions of Chapter 217 of the Acts of the Legislature of Massachusetts passed in the year 1885, and what appropri- ations the town will make for defraying the expense of such extension.


ART. 23. To see what action the town will take in refer- ence to the issue from time to time of bonds, notes, or scrip to an amount not exceeding twenty thousand dollars in addi- tion to the amounts heretofore authorized by law, for the purpose of raising money to pay the necessary expenses and iabilities incurred in extending its system of water works in accordance with the provisions and for the purposes mentioned in Chapter 217 of the Acts of 1885, and in man- ner and form designated in said Act, and as authorized under Chapter 138 of the Acts of 1888.

ART. 24. To see what action the town will take in rela- tion to establishing a sinking fund, or otherwise for the pay- ment of its water bonds as required in Chapter 217 of the said Acts of 1885, and authorized under Chapter 138 of the Acts of 1888 ; also what action it will take in reference to the payment of interest on said bonds.


ART. 25. To see what action the town will take in rela- tion to the introduction of a system of drainage and sewer- age.


ART. 26. To see if the town will raise and appropriate a sum not exceeding one thousand dollars for fine gravel or concrete sidewalks, with stone curbing, also for stone street crossings, when the abutters or other parties will pay one- half the expense of making the same.


ART. 27. To see if the town will permit the use of land adjoining St. Mary's Cemetery, North street, belonging to John J. Williams, of Boston, trustee, for the purpose of burial.


ART. 28. To see if the town will authorize the selectmen to release and convey all its right in the old Pound lot on South street.


ART. 29. To see if the town will authorize and appoint the selectmen to be the agents and attorneys for the town to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be in any way engaged or interested as a party or otherwise for the ensu- ing year.


ART. 30. To see if the town will authorize the collector of taxes to use the same means which a town treasurer may use when acting as collector.


ART. 31. To see if the town will authorize the collector of taxes to charge interest at the rate of six per centum per

annum on all the taxes remaining unpaid on and after Octo- ber 10, 1888.


ART. 32. To see what action the town will take in rela- tion to the pay of laborers employed by the town.


ART. 33. To hear and act on the report of any committee, and to chose any committee the town may think proper.


And you are desired to serve this warrant by posting attested copies thereof at five or more public places in said town seven days, at least, before the time of holding said meeting.


Hereof fail not, but make due return of this warrant with your doings thereon, to the town clerk, on or before the time and hour of said meeting.
