TOWN MEETING WARRANT.
COMMONWEALTH OF MASSACHUSETTS, NORFOLK, SS.
To HENRY H. FRANCIS, or either of the Constables of the Town of Randolph, in said County, GREETING:
You are hereby required to notify and warn the inhabitants of said town of Randolph, qualified to vote in town affairs, to assem- ble at Stetson Hall, in said town, on Monday, the second day of April next, at nine o'clock in the forenoon, then and there to act on the following articles, namely : -
ARTICLE 1. To choose a moderator to preside at said meeting. ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meeting. Also, a trustee for Stetson School Fund.
ART. 3. To raise such sums of money as may be deemed neces- sary for the support of schools, and appropriate the same.
ART. 4. To raise such sums of money as may be thought proper for repairs of school buildings and incidental expenses of schools.
ART. 5. To decide on the amount of money required to defray the general town expenses of the ensuing year, and make appro- priation thereof.
ART. 6. To raise such amount of money as may be deemed advisable for the reduction of the town debt, and make appropria- tion of the same.
ART. 7. To raise money for the repairs of highways, and determine the manner of expending the same.

ART. 8. To see what action the town will take in relation to engines and the pay of engine men, and raise and appropriate money for the same.
ART. 9. To see if the town will authorize the construction of one or more reservoirs, as recommended by the engineers.
ART. 10. To see if the town will accept the list of jurors, as prepared by the selectmen and posted according to law.
ART. 11. To see if the town will make an appropriation for the decoration of soldiers' graves, under the direction of Captain Horace Niles Post, No. 110.
ART. 12. To see if the town will authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of taxes.
ART. 13. To see if the town will authorize the treasurer to pay to the committee chosen by the town at its last annual meeting, the amount of money expended and paid by them in excess of the appropriation, in celebrating the one hundredth anniversary of American independence, amounting to about two hundred and fifty dollars.
ART. 14. To see what action the town will take in relation to raising money and making an appropriation for the Turner Free Library. Also, to see if the town will appropriate the money received for dog licenses, and the balance which may remain from the appropriation for a portrait of Royal Turner, Esq., deceased, to the use of the public library.
ART. 15. To see if the town will permit, for burial purposes, the use of the land now enclosed for burial-grounds on North Street, the one called the Central Cemetery, and the other the St. Mary's Catholic Cemetery, and if they will permit R. T. and E. Mann to add to the old cemetery at West Corners land of theirs which adjoins the same.
ART. 16. To see if the town is in favor of the granting the use of Stetson Hall for temperance meetings free of charge.
ART. 17. To see if the town will authorize and appoint select- men to be agents and attorneys for the town, to prosecute, defend,

compromise, and settle any and all suits and proceedings in which the town may be in any way engaged or interested, as a party or otherwise, for the ensuing year.
ART. 18. To see if the town will authorize the collector of taxes to use the same means which a town treasurer may use when acting as collector.
ART. 19. To see if the town will authorize the collector of taxes to charge interest at the rate of twelve per cent per annum on all taxes remaining unpaid on and after Oct. 10, 1877.
ART. 20. To hear reports of committees, and act thereon.
ART. 21. To act any other business which may legally come before said meeting.
And you are directed to serve this warrant by posting attested copies thereof at five or more public places in said town, seven days at least before the time of holding said meeting.
Hereof fail not, and make due return of this warrant, with your doings thereon, to the town clerk, on or before the day and hour appointed for said meeting.

REPORT OF SELECTMEN.
In accordance with their duty, the Selectmen of the town of Randolph respectfully submit the annual report of appropriations and expenditures for the financial year ending March 1, 1878.
In addition to the duties annually incumbent upon the Board, it has, this year, been called upon, in conjunction with the Selectmen of adjoining towns, to perambulate and determine the bounds of the town lines ; also, in conformity with legislative acts of last year, to exercise a general supervision over the repairs of highways, and to prepare a register of all voters, with their places of residence, occupation, and such other facts as would tend to establish the com- plete identity of all persons qualified to vote at elections.
