TOWN MEETING WARRANT.


COMMONWEALTH OF MASSACHUSETTS. NORFOLK. SS.


To HENRY H. FRANCIS, or either of the Constables of the Town of Randolph in said County. GREETING :


You are hereby required to notify and warn the inhabi- tants of said town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall in said town, on Monday, the second day of April next. at nine o'clock in the forenoon. then and there to act on the following articles ; namely. -


ARTICLE 1. To choose a moderator to preside at said meeting.


ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meet- ing ; also a trustee for Stetson School Fund.


ART. 3. To vote by ballot. "Yes" or " No." in answer to the question, "Shall license be granted for the sale of intox- icating liquors in this town ?"


ART. 4. To hear the report of the several town officers, and act thereon.


ART. 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.


ART. 6. To raise such sums of money as may be thought proper for repairs of school buildings and incidental expenses of schools.


ART. 7. To see if the town will raise and appropriate

money for repairs of Stetson Hall as recommended by trustees.


ART. 8. To raise money for the repairs of highways, and determine the manner of expending the same.


ART. 9. To see what action the town will take in relation to the widening and building of Union street as ordered by the County Commissioners, and raise and appropriate money for the same.


ART. 10. To decide upon the amount of money required to defray the general town expenses, viz., miscellaneous, alms- house, support of poor, and military-aid expenses, for the ensuing year, and make appropriation thereof.


ART. 11. To raise such amount of money as may be deemed advisable for the reduction of the town debt, and make appropriation for the same.


ART. 12. To see what action the town will take in relation to engines, and the pay of engine-men, and raise and appro- priate the same.


ART. 13. To see what action the town will take in relation to the construction of reservoirs, as recommended by the engineers, and raise and appropriate money for the same.


ART. 14. To see if the town will accept the list of jurors as prepared by the selectmen, and posted according to law.


ART. 15. To see if the town will instruct the selectmen to appoint special officers to enforce the by-laws, and raise and appropriate money therefor.


ART. 16. To see if the town will make an appropriation for the decoration of soldiers' graves, under the direction of Captain Horace Niles, Post 110.


ART. 17. To see if the town will authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of taxes.

ART. 18. To see what action, if any, the town will take relative to medical attendance upon the poor for the ensuing year.


ART. 19. To see what action the town will take in relation to raising and making an appropriation of three hundred dollars for the Turner Free Library ; also to see if the town will appropriate the money received for dog licenses the en- suing year to the use of said library.


ART. 20. To see if the town will authorize and appoint the selectmen to be agents and attorneys for the town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any way en- gaged or interested as a party, or otherwise, for the ensuing year.


ART. 21. To see if the town will authorize the collector of taxes to use the same means which a town treasurer may use when acting as collector.


ART. 22. To see if the town will authorize the collector of taxes to charge interest at the rate of six per centum per annum on all taxes remaining unpaid on and after October 10, 1883.


ART. 23. To see if the town will authorize the selectmen to repair and erect guide-boards where deemed necessary, and raise and appropriate money for the same.


ART. 24. To hear reports of committees, and act thereon.


And you are directed to serve this warrant by posting at- tested copies thereof at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the "Norfolk County Register and Holbrook News," a newspaper published in said Randolph.


Hereof fail not, but make due return of this warrant, with

REPORT OF SELECTMEN.


The annual report of the Board of Selectmen for the year ending March 1, 1884, upon the financial affairs of the town, is herewith respectfully submitted.


The appropriations in all the departments under our special supervision have been found fully sufficient.


HIGHWAYS.


The repairing of highways having been again assigned to our charge by vote at the last annual meeting, we have made general repairs throughout the town. In pursuing this work, we find the road scraper of valuable assistance, and its use a matter of economy, and we believe the streets are in much better condition than usual at this season of the year.


UNION STREET.


By vote of the town we proceeded to the widening and rebuilding of Union street as ordered by the county com- missioners. This we found a most difficult and expensive undertaking, consisting largely in removing ledges, and building retaining walls. After calling the attention of the County Commissioners to certain changes in location which we thought advisable, but were not allowed, we felt com- pelled to proceed with the work, which was continued under the able superintendence of Martin P. Pike, but was not completed, owing to the lateness of the season. We have expended in the prosecution of this work the sum of twenty- seven hundred dollars and sixty-seven cents, and estimate

that it will require a further sum of three hundred dollars for its completion.


GUIDE POSTS.


Guide posts have been erected and maintained within the town in accordance with Chapter 53 of the Public Statutes.
