'The undersigned, Selectmen of the town of Randolph, have made an examination of the accounts of the trustees of the Stetson School Fund, as represented, and find them correct.


The investments remain in the bank stock reported by the trustees, same as last year, the par value of which is $10.600, the certificates re- maining in the hands of the secretary.


We also find in the hands of the secretary a $1,000 bond, the invest- ment for the Turner Fund, the same as reported by the trustees.

In compliance with article 3 of the by-laws of the Turner Free Library, the twelfth annual report is herewith sub- mitted, showing the condition of the trust, the building, library, and funds, with extracts from the reports of different committees, and of the librarian, presented to the trustees, for the year ending December 31, 1887.

TRUST.


The trust, which consists of the library building, library, funds invested, and the income arising therefrom, remains the same as last year.


BUILDING.


The committee on building (consisting of Royal W. Tur- ner, Rev. J. C. Foster, and John B. Thayer) report the total amount expended for the year ending December 31, 1887, has been $606.75 : - gasoline and fuel, $355.67 ; express- ing, $23.08 ; janitor, $126.60; insurance, $43.75 ; repairs, $38.66 ; other sundry supplies, $18.99. The parties who have been supplied with light and heat have paid their pro- portionate part of the same, as assessed by the committee. The building and contents are in good order and condition, and no large expense for the present year is anticipated. .


LIBRARY.


The annual examination of the library has been made by the library committee (consisting of Rev. J. C. Labaree, Rev. J. C. Foster, J. White Belcher, William H. Balkam, Jr., and Edwin N. Lovering), and the books were found in the same excellent condition as in former years.


The general work of the library varies but slightly from year to year, and beyond the usual statistics prepared by the librarian and the reports of the various committees there is but little of importance to communicate.

The committee on finance (consisting of John V. Beal, Nathaniel Howard, J. Winsor Pratt, and Peter B. Hand) " report that they have examined the accounts of the treas- urer, and find that the bills and orders for expenditures which have been presented for payment have been paid by the treasurer, upon the approval of the proper committee of the library, and proper vouchers therefor, by him retained and placed on file, and that his accounts are in all respects true

and accurate ; that a cash balance of $269.31 is now in the treasury. They further find that all the rents, the interest, and all the revenues from whatsoever source, have been duly collected and properly secured. The remaining funds of the library, exclusive of the balance before mentioned, consist of $5,000 invested in a promissory note of the inhabitants of the town of Randolph, and the farther sum of $10,000, known as the 'Turner Fund,' invested as follows : -

May 24, 1887, 12.30 A.M., alarm for fire in dwelling on North street, owned and occupied by Michael Lee. House nearly destroyed, and barn damaged about $100; loss on house $900; insured $600 ; barn insured $250.


May 24, 1887, 9.30 A.M., members of the department re- sponded to a still alarm for a slight fire in dwelling in rear of A. J. Gove's stable owned by heirs of John Long.


Jan. 15, 1888, 8 P.M., a slight fire was discovered in the basement of the 1st Congregational Church, the chief engineer being called with members of the department extinguished the same with very little damage ; overheated furnace.

APPARATUS.


The apparatus is in good condition, and consists of two steamers, two hose carriages, one chemical engine, three portable chemical extinguishers, one hook-and-ladder truck, 2,800 feet canvas hose, harnesses, extra ladders, &c.


HOUSES.


The three engine houses are in good condition. The house of engine No. 2, and chemical engine No. 1, have been shingled the past year, and with minor repairs that have been made in all the houses we can report them in good condition, except that the floor of house of steamer 1, or rather its foundation, will need attention soon.

WATER SUPPLY.


On the application of the Superintendent of the Randolph and Holbrook Water Works, steamer No. 1 and horse hose 2 were taken to Holbrook on Oct. 24, 1887, to assist the Holbrook steamer to force water from a small pond on Weymouth street into the stand-pipe on Porter's Hill. On Nov. 26, 1887, the same apparatus were used to force water from a brook on South Main street, Randolph, into stand- pipe in rear of residence of Caleb Stevens on said street, about 2,300 feet of hose being laid for each machine.


On January 30, 1888, on the application of the Water Board, the Board of Engineers detailed several members of the Fire Department to assist in testing the fire hydrants, which took place at 1 o'clock P.M., in front of the town hall near the Warren street depot, Baptist church North Main street, and at the west corner near the residence of Mr. A. J. Towne. The Board of Engineers was present, also the Board of Water Commissioners, and many citizens of the town.


The exhibition proved very satisfactory in every respect, both the horizontal and perpendicular playing, and also the power of the stream. There were many favorable comments by those present upon the successful operation of the fire service as shown on this occasion, proving beyond a doubt that with the introduction of water through the pipes along our streets, there is now no further use for the bulky and cumbersome fire department of "ye olden time." At the conclusion of the exhibition .the firemen, by invitation of Mr. A. J. Towne, partook of a bountiful collation at his residence.

ESTIMATES OF EXPENSE, &C., FOR THE COMING YEAR.


Presuming that the town may desire some change that will conform to the new order of things, we would recom- mend that the town purchase a hose wagon to be used in place of one of the hose reels now in use ; for, as will readily be seen, a much smaller amount of hose will be needed than formerly on the occasion of a fire. There are various imple- ments that will be needed to increase the number of streams from the hydrants and to control the same, &c. We will therefore recommend the same amount of appropriation for Fire Department purposes as last year, as follows : Pay of men, $12 each, and 25 cents per hour for labor at fires ; engineers of steamers, $40 each ; firemen of steamers, $30 each ; $1,000 for general expenses.
