TOWN MEETING WARRANT.
COMMONWEALTH OF MASSACHUSETTS, NORFOLK, SS.
To either of the Constables of the Town of Randolph in said County, GREETING.
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall in said town, on Monday, the first day of April next, at eight o'clock in the forenoon, then and there to act on the following articles, namely :-
ART. 1. To choose a Moderator to preside at said Meeting.
ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meeting. Also one trustee for " Stetson School Fund " for three years and one water commissioner for three years.
ART. 3. To vote by ballot "Yes " or " No " in answer to the question Shall License be granted for the sale of intoxicating liquors in this town.
ART. 4. To hear the report of the several town officers, and act thereon.
ART. 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.
ART. 6. To raise money for the repairs of highways, and determine the manner of expending the same.
ATT. 7. To raise money to defray the general town expen- ses for the ensuing year, and make appropriations thereof.
ART. 8.' To see what action the town will take in relation to engines and pay of engine men and raise and appropriate money for the same.

ART. 9. To see if the town will accept the list of jurors as prepared by the selectmen and posted according to law.
ART. 10. To see if the town will make an appropriation for the decoration of soldiers graves, under direction of Capt. Horace Niles, Post No. 110, G. A. R.
ART. 11. To see what action the town will take relative to Medical attendance on the Poor for the ensuing year.
ART. 12. To see what sum of money the town will raise and appropriate for the payment of interest on the Randolph Water Loan.
ART. 13. To see what sum of money the town will raise and contribute to the sinking fund as required under Sect. 8, Chap. 217, of the acts of 1885, to meet the payment of the Randolph Water Loan when due.
ART. 14. To see what sum of money the town will raise and appropriate for water for hydrants, strect service, public build- ings and drinking fountains.
ART. 15. To see if the town will accept the locating and laying out of a new street from Warren street to Stoughton street, as laid out by the Selectmen, and raise and appropriate money to build the same.
ART. 16. To see if the town will widen and straighten Fow- ler street, and build a sidewalk on the westerly side of the same as petitioned for by William Brennan and others, and raise and appropriate money for the same.
ART. 17. To see if the town will build a sidewalk on South street, from the residence of Cornelius McMahon to the resid- ence of Thomas Powderly as petitioned for by John McGuckin and others, and raise and appropriate money for the same.
ART. 18. To see if the town will authorize the Selectinen to make specific repairs on the private way running westerly from North Main street to its terminus near the residence of Stillman B. Woodman as petitioned for by Franklin Hayden and others and raise and appropriate money for the same.

ART. 19. To see if the town will widen and straighten La- fayette street and build a sidewalk thereon and raise and appropriate money for the same as petitioned for by Charles McCarty and others.
ART. 20. To see if the town will raise and appropriate money to build Allen Street Extension as laid out by the Select- men and accepted by the town at the last annual meeting.
Art. 21. To see if the town will authorize the treasurer with the approval of the Selectmen, to borrow money in anticipation of taxes.
ART. 22. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town to pros- ecute, defend, compromise and settle any and all suits and pro- ceedings in which the town may be, in any way engaged or in- terested as a party or otherwise for the ensuing year except so far as the same relates in any manner to the water supply.
ART. 23. To see if the town will authorize and appoint the water Commissioners to be Agents and Attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings is which the town may be in any way engaged or interested as party or otherwise, so far as the same relates in any manner to the taking of the waters of Great Pond, or in the construction of Water Works, either jointly or seperately as authorized under Chap. 217, of the Acts of 1885, and to em- ploy Counsel if necessary.
ART. 24. To see if the town will raise and appropriate five hundred dollars for special improvements to be expended when the Business and Improvement Society expend an equal a mount.
ART. 25. To see what action the town will take in regard to the introduction of water into the Almshouse.
Art. 26. To see what action the town will take in relation to making an appropriation for the Turner Free Library, as recommended by the trustees.

ART. 27. To see what action the town will take in provid- ing Electric Lights for the Public Streets and otherwise and make appropriations therefor.
ART. 28. To see if the town will authorize the Selectmeu to establish a permanent grade on all streets before permitting rails to be laid for a Street Railway.
ART. 29. To see what action the town will take in relation to the suit pending of Henry F. Rooney against the town.
ART. 30. To see what regulations the town will make under Sect. 1, of Chap. 78, of the Acts of the year 1889, con- cerning the taking of Alewives, Shad and Smelts in the Blue Hill River and the Noraway River and its branches and all the. streams flowing into Great Pond and into Monatiquot River within the limits of the Town of Randolph or concerning the disposal of the privilege of taking the same for its own use and benefit.
ART. 31. To choose in accordance with the provisions of Sect. 2, Chap. 78, of the Acts of the year 1889, three discreet persons by ballot, whose duty it shall be to inspect the Blue Hill River and the Noraway River and its branches and all the streams flowing into the Great Pond and into Monatiquot River within the limits of the Town of Randolph to cause the regula- tions respecting the fishing and fish culture in said streams to be carried into effect and to prosecute all violations thereof.
ART. 32. To see if the town will instruct the Selectmen to appoint special officers to enforce the laws and raise and appro- priate money therefor.
ART. 33. To see what action the town will take in relation to the pay of laborers employed by the town.
ART. 34. To see if the town will authorize the Collector of Taxes to use the same means which a Town Treasurer may use when acting as Collector.
ART. 35. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per centum per

annum on all taxes remaining unpaid on and after October 10, 1889.
ART. 36. To hear and act on the report of any Committee, and to choose any Committee the town may think proper.
And you are directed to serve this Warrant by posting at- tested copies at five or more public places in said town, seven days at least before the time of holding said meeting.
Hereof fail not but make due return of this Warrant with your doings thereon to the Town Clerk on or before the time and hour of said meeting.

HIGHWAYS.
The Legislature of 1889 passed an act abolishing the old system of Highway Surveyors, and placed the highways in charge of a Superintendent of Streets, to be appointed annu- ally by the Selectmen ; and in accordance with that act, the Selectmen, on April 11, appointed George R. Weaver Super- intendent of Streets, and he entered on his duties at once. Tho new system is a great improvement over the old, as all the work is under the charge of one man, and better results can be obtained with a smaller expenditure of money. The following is the
Reprt of the Superintendent.
To the Honorable Board of Selectmen :
I submit my report as Superintendent of Streets. It was with some degree of hesitation that I accepted the office ; but when I assumed it, I had but one object in view, viz. to thoroughly perform all my duties and faithfully carry ont your instructions ; and if any mistakes were made, they were not intentional. Every road except Pond Street was scraped,

and the gutters cleaned out, and very many large stones removed from the road beds. A large amount of material was put on the roads. A sidewalk on South, and one on Fowler Street was made, and Wales Avenue was built. The extension of Allen Street was completed ; but, owing to so much labor in blasting and removing unexpected boulders, .he appropriation was not large enough to properly gravel it. A portion of North, South Main, Howard, and Warren Streets gutters were paved, making a decided improvement. Very many of the streets need paved gutters, and no money is so satisfactorily expended as in paving. South Main Street needs much gravel, as also many of the other streets. Our roads compare favorably with the surrounding towns ; but there is a chance for much improvement. The season has been favorable for washouts, and much labor has been re- quired for repairs. As the gravel is scarce and of a poor quality, the Town should purchase a portable stone crusher, and, with crushed stone for road material, our roads would show a marked improvement. When I took charge, we had but one horse, whose years of labor for the town entitled him to easy service. Two large and valuable draught horses have been purchased, and one cart. With our teams a large share of the team-labor can be done. My thanks are due to you for the hearty and cheerful co-operation in making my duties pleasant and agreeable.
