TOWN MEETING WARRANT.
COMMONWEALTH OF MASSACHUSETTS, NORFOLK SS.
To HENRY H. FRANCIS, or either of the Constables of the Town of Randolph in said County, GREETING :
You are hereby required to notify and warn the inhabi- tants of said town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall in said town, on Mon- day, the seventh day of April next, at eight o'clock in the forenoon, then and there to act on the following articles ; namely, -
ARTICLE 1. To choose a moderator to preside at said meeting.
ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meet- ing; also two trustees for Stetson School Fund, one for three, and one for two, years.
ART. 3. To vote by ballot " Yes " or "No," in answer to the question, " Shall license be granted for the sale of in- toxicating liquors in this town ?"
ART. 4. To hear the report of the several town officers, and act thereon.
ART. 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.
ART. 6. To raise such sums of money as may be thought proper for repairs of school buildings and incidental expenses of schools.

ART. 7. To raise money for the repairs of highways, and determine the manner of expending the same.
ART. 8. To see what action the town will take in relation to the completion of Union street, and raise and appropriate money for the same.
ART. 9. To decide upon the amount of money required to defray the general town expenses, viz., miscellaneous, alms- house, support of poor, and military aid expenses, for the ensuing year, and make appropriations thereof.
ART. 10. To raise such amount of money as may be deemed advisable for the reduction of the town debt, and make appropriation for the same.
ART. 11. To see what action the town will take in relation to building sidewalks on Ward street, as petitioned for by Michael Sheridan and eleven others, and raise and appro- priate money for the same.
ART. 12. To see what action the town will take in relation to building a sidewalk on South Main street, from number one school-house to Stoughton line, as petitioned for by Hiram Snow and twenty-four others.
ART. 13. To see what action the town will take in relation to supplying itself and its inhabitants with water for the ex- tinguishment of fires, and for domestic and other purposes.
ART. 14. To see what action the town will take in relation to engines and pay of engine men, and raise and appropriate money for the same.
ART. 15. To see what action the town will take in relation to the construction of reservoirs, as recommended by the engineers, and raise and appropriate money for the same.
ART. 16. To see what action the town will take in relation to placing lightning rods on school buildings, as recom-

mended by the school committee, and raise and appropriate money for the same.
ART. 17. To see if the town will accept the list of jurors, as prepared by the selectmen, and posted according to law.
ART. 18. To see if the town will instruct the selectmen to appoint special officers to enforce the laws, and raise and appropriate money therefor.
ART. 19. To see if the town will make an appropriation for the decoration of soldiers' graves under the direction of Captain Horace Niles Post 110.
ART. 20. To see if the town will authorize the treasurer, with the approval of the selectmen, to borrow money in an- ticipation of taxes.
ART. 21. To see what action, if any, the town will take rela- tive to medical attendance upon the poor for the ensuing year.
ART. 22. To see if the town will appropriate the money received for dog licenses the ensuing year to the use of the Turner Free Library.
ART. 23. To see if the town will authorize and appoint the selectmen to be agents and attorneys for the town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any way en- gaged or interested as a party or otherwise, for the ensuing year.
ART. 24. To see if the town will authorize the collector of taxes to use the same means which a town treasurer may use when acting as collector.
ART. 25. To see if the town will authorize the collector of taxes to charge interest at the rate of six per centum per annum on all taxes remaining unpaid on and after October 10, 1884.

ART. 26. To see if the town will appoint a committee, and authorize it, in connection with the committees ap- pointed by the other towns constituting the original town of Braintree, to have the records of Braintree from 1640 to 1793 printed and indexed, and appropriate money therefor.
ART. 27. To see if the town will vote to close its fiscal year December thirty-first.
ART. 28. To see if the town will vote to change the time of holding its annual meeting.
ART. 29. To hear reports of committees and act thereon.
And you are directed to serve this warrant by posting attested copies thereof at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the " Norfolk County Register and Holbrook News," a newspaper published in said Randolph.
Hereof fail not, but make due return of this warrant, with your doing's thereon, to the town clerk, on or before the day and hour for said meeting.

To the Inhabitants of Randolph :
The Selectmen, Assessors, Overseers of the Poor, and Surveyors of Highways, herewith submit their annual report for the year ending March 1, 1885.
In presenting to our citizens a report of the financial affairs for the past year, we are satisfied that those having charge of the different departments have accomplished the best results with the means at their disposal.
We call your attention to the Treasurer's report showing a reduction of the town debt during the past year of $6281.53, leaving the net debt of the town March 1, 1885, $10,705.34.
At the last annual meeting no appropriation was made for the enforcement of laws, but on account of frequent demands by citizens for protection, we considered some action neces- sary on our part, and, as we believe for the best interests of the town, have expended the sum of one hundred and fifty dollars for that purpose, and would recommend for the en- suing year an appropriation of three hundred dollars.
HIGHWAYS.
We have attended to the duties of this department, and in making general repairs, we find the amount expended per mile less than in neighboring towns, and that to keep the streets in their usual good condition, an increased appropri- ation will be necessary the ensuing year, as we have been

obliged to postpone certain needed repairs. We therefore recommend the sum of twenty-three hundred dollars for general repairs, also two hundred dollars additional for paving.
The appropriation for the completion of Union street was found insufficient to complete the work as at first contem- plated. A sidewalk has been built on the southerly side, and we believe the street to be in better average condition than the other streets of the town.
Sidewalks have been built on South Main and Ward streets, as per vote of the town.
GUIDE POSTS.
Guide posts have been erected and maintained within the town in accordance with chapter 53 of the Public Statutes.
