visions of chapter 217, of the Acts of 1885, as though the same had not been accepted by said town of Braintree.


The town of Randolph having previously accepted said act, thereupon, at a meeting called for the purpose, -


Voted, That the Board of Water Commissioners of Ran- dolph be empowered and directed to make all proper con- tracts, to employ all necessary agents, and to do all requisite acts in its behalf for the introduction and supply for the use of the town and its inhabitants of the water of Great Pond, in the towns of Braintree and Randolph, which flow into and from the same or any part thereof, to the extent which is authorized by the provisions of chapter 217 of the Acts of the Legislature passed in the year 1885, and also so much of Chapter 269 of the Acts of the Legislature passed in the year 1886, as relates to the towns of Randolph and Hol- brook; and that the proceeds of the sale of such bonds of the town as shall be issued and sold under the authority of ·said Act of 1885, be and are hereby appropriated to defray the cost of the introduction and supply of said water for the uses aforesaid.


Voted, That the Treasurer of the town of Randolph be authorized and instructed to prepare, issue and sell, at not less than par, and with the advice and approval of the Board of Water Commissioners of said town, and in such amounts and at such times as said board shall recommend, the bonds of said town, signed by the Treasurer and countersigned by the Board of Water Commissioners, to be denominated " Randolph Water Loan," and not to exceed in the aggre- gate One Hundred Thousand dollars, payable at periods not exceeding Thirty Years from the date thereof, with interest payable semi-annually at the rate of four per centum per annum, for the purpose of raising money to pay the neces-

sary expenses and liabilities incurred in supplying itself and its inhabitants with water in accordance with the provisions of Chapter 217 of the Acts of the Legislature passed in the year 1885, and that the form and denominations, and the times and places of payment of the principal and interest of such bonds, be determined by said Board of Water Com- missioners.


Voted, That a sinking fund be established, and that such sum be annually contributed thereto as shall be sufficient with the accumulations thereof, to pay the principal of the said " Randolph Water Loan," at maturity.


Voted, That the treasurer be authorized and instructed to borrow upon the note of the town, the sum of one thousand dollars to pay the interest for the first six months on the water bonds, such note and interest thereon to be paid from the taxes of the year 1887.


The commissioners of Randolph and Holbrook have em- ployed as engineer Mr. M. M. Tidd, of Boston, to prepare plans and to take charge of the works, for both towns.


A survey has been made, through all the principal streets in Randolph, but in consequence of the large increase in the cost of iron, with no immediate prospect of a more favor- able opportunity to place a contract for the same, the pipes cannot be laid at first to the extent which was originally con- templated, and which the commissioners have used every effort to accomplish ; but as the amount of money placed at the disposal of the commissioners will not authorize the same, such extensions can be provided for by the town whenever it deems it expedient so to do.


About nine and one half miles of iron pipe ranging from four to fourteen inches in diameter and containing fourteen hundred tons, has been contracted for with the Warren

Foundry and Machine Company of Phillipsburg, New Jersey, to be delivered one third April 1, one third May 1, one third July 1, and all of the same will probably be laid the present year, within the limits of Randolph.


About one hundred post-hydrants and suitable stop-gates have been contracted for with the Chapman Valve Co., of Springfield, Mass. One third of said hydrants will be pro- vided with suction nozzles, and the whole number will be protected with frost casings.


The erection of a stand-pipe on Porter's Hill, in the town of Holbrook, which is to be thirty feet in diameter and one hundred and twelve feet in height, has been awarded to Kendall & Roberts, of Cambridgeport, and is to be com- pleted on or before September 1.


The contracts for the boilers, engine and pumping ma- chinery, with the trenching and laying of the water-pipes, hydrants, &c., and the building of the pumping station, will soon be completed.


It is expected the main works will be finished during the present year.


As payments in part will have to be made soon after April 1, it will be necessary for the town to make provision for paying the interest due October 1, 1887, and April 1, 1888, on the bonds issued, also to contribute such sum to the sink- ing fund as may be deemed necessary to meet the payment of the water bonds when they become due, as required un- der section 8, chapter 217, of the Acts of 1885.

TOWN MEETING WARRANT.


COMMONWEALTH OF MASSACHUSETTS, NORFOLK, SS.


To either of the Constables of the Town of Randolph in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall, in said town, on Monday, the fourth day of April next, at eight o'clock in the forenoon, then and there to act on the following articles, namely : -


ARTICLE 1. To choose a moderator to preside at said meeting.


ART. 2. To choose all such town officers as towns are by law authorized and required to choose at their annual meeting ; also one trustee for Stetson School Fund for three years, and one water commissioner for three years.


ART. 3. To vote by ballot, "Yes" or "No," in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this town ?"


ART. 4. To hear the report of the several town officers, and act thereon.


ART. 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.


ART. 6. To raise money for the repairs of highways, and determine the manner of expending the same.


ART. 7. To raise money to defray the general town ex-

penses for the ensuing year, and make appropriations thereof.


ART. 8. To see what sum of money the town will raise and appropriate for the payment of interest on the " Randolph Water Loan " issued under authority of Sect. 5, Chap. 217 of the Acts of the year 1885, and by vote of the town, September 15, 1886.


ART. 9. To see what sum of money the town will raise and contribute to the sinking fund as required under Sect. 8, Chap. 217 of the Acts of 1885, to meet the payment of the " Randolph Water Loan " when due.


ART. 10. To raise such amount of money as may be deemed advisable for the reduction of the town debt and make appropriation for the same.


ART. 11. To see what action the town will take in rela- tion to engines, and pay of enginemen and raise and appro- priate money for the same.


ART. 12. To see if the town will accept the list of jurors as prepared by the selectmen and posted according to law.


ART. 13. To see if the town will make an appropriation for the decoration of soldiers' graves, under direction of Capt. Horace Niles Post 110, G.A.R.


ART. 14. To see what action the town will take relative to medical attendance upon the poor for the ensuing year.


ART. 15. To see what action the town will take relative to the relocation of Cottage street, and building sidewalks on the same, as petitioned for by John B. Wren and others.


ART. 16. To see what action the town will take in rela- tion to building a sidewalk on the northerly side of Maple street, as petitioned for by Patrick Mullins and others.


ART. 17. To see what action the town will take in rela-

tion to building a sidewalk on Mill street, as petitioned for by James Burke and others.


ART. 18. To see what action the town will take in rela- tion to the pay of laborers employed by the town.


ART. 19. To see if the town will raise and appropriate fifty dollars for inside repairs of Stetson Hall. as asked for by the trustees.


ART. 20. To see if the town will instruct the selectmen to appoint special officers to enforce the laws and raise and appropriate money therefor.


ART. 21. To see if the town is in favor of granting a location for a street railroad between Randolph and Hol- brook, and in such streets of Randolph as the selectmen may deem proper.


ART. 22. To see if the town will authorize and appoint the selectmen to be the agents and attorneys for the town, to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be in any way engaged or interested, as a party or otherwise, for the ensuing year.


ART. 23. To see if the town will authorize the collector of taxes to use the same means which a town treasurer may use when acting as collector.


ART. 24. To see if the town will authorize the collector of taxes to charge interest at the rate of six per centum per annum on all taxes remaining unpaid on and after October 10, 1887.


ART. 25. To see what action the town will take in rela- tion to changing the time of holding its annual meeting, also the time of closing its financial year.


ART. 26. To hear and act on the report of any com-

mittee, and to choose any committee the town may think proper.


And you are directed to serve this warrant by posting attested copies thereof at five or more public places in said town, seven days at least before the time of holding said meeting.


Hereof fail not, but make due return of this warrant with your doings thereon, to the town clerk, on or before the time and hour for said meeting.
