Randolph, Mass., April 27, 1938.
Voted: To take up Article 7.
Article 7. Voted: One hundred seventy-six in the affirmative and thirty-six in the negative, that the Town authorize and direct the Town Treasurer, with the ap- proval of the Selectmen, on behalf of the Town of Ran- dolph, to petition the Emergency Finance Board to ap- prove of its borrowing from the Commonwealth for ordinary maintenance expenses and revenue loans the sum of thirty-five thousand dollars.

SPECIAL TOWN MEETING
Randolph, Mass., Sept. 6, 1938.
Article 1. Under this article a motion was made that we proceed to vote by ballot as to whether the Town would vote to accept Article 1. Much discussion was had for the article by Theodore S. Luddington, Frank M. Downes, John R. Luddington, Timothy Lyons, Jr. and George N. Welch, and against the article by William J. Good, William S. Condon and Henry V. Morgan. At 10.20 o'clock a ballot was taken on Article 1.
"Article 1. To see if the Town will vote to con- struct, purchase or lease, and maintain within its limits a plant for the manufacture or distribution of electricity for municipal use or for the use of its in- habitants, which plant may include suitable land, structures and machinery and other apparatus and appliances for manufacturing, using and distribu- ting electricity for said purpose, in accordance with the provisions of Chapter 164 of the Massachusetts General Laws (Tercentenary Edition), as petitioned for."

Article 2. Under Article 2 the following motion was passed. That the town vote to raise and appropriate a sum of money for:
Old Age Assistance
$2,000.00
Public Welfare
6,000.00
W. P. A. Material and Expense 12,000.00
and that the sum of $5,500.00 of the amount appropriated for W. P. A. materials be allocated to the Highway Depart- ment for the continuance of the sidewalk and street W. P. A. projects, and that the Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow said amount of $20,000.00 under the authority of and in accordance with the provisions of Chapter 58 of the Acts of 1938. Said loan shall be due and payable in not more than ten years or at such earlier date as the Treasurer and Selectmen shall determine. Voted, two hundred thirteen in the affirmative and seventeen in the negative.
Article 3. Unanimously Voted: That the town appro- priate the sum of $2,000 from the Employment Fund to the Public Welfare account.
Article 4. Defeated.
Article 5. After some discussion under Article 5 it was voted that the meeting adjourn for one week.
