ONE HUNDRED AND FIFTH ANNUAL REPORT


Report of the Selectmen and Overseers of Public Welfare


The Board of Selectmen herewith submit their report for the year 1940.


As usual the greatest problem during the past year has been unemployment and welfare expense. However, during the past four months many from the relief rolls have returned to work. Conditions at the present time seem much improved, so much so, that the Board is ask- ing for approximately $11,000.00 less for Public Welfare.


The W. P. A. during the year employed a maximum of 327 men and 35 women. At the present time there are approximately 162 persons working on these projects. Of course it has been necessary to spend money on these programs to keep them in operation, otherwise the bur- den would have been on the welfare department.


The Old Age Assistance has been another problem which this Board has had to contend with. The average case load per month was 213 cases. One of the problems was the excessive cost for medical attention. On June 3, 1940 we voted to approve two physicians for Old Age Assistance cases, hoping that this would relieve the burden of excess cost. To date this has proven very satisfactory.


In closing, we extend our sincere thanks and appre- ciation to all Town officials who have given their co- operation at all times.

PUBLIC LIBRARY


To the Citizens of Randolph :


Pursuant to the provisions of Article 3 of the By- Laws of the Turner Free Library, this report, for the calendar year 1940 and being the sixty-fifth annual re- port, is submitted, showing the condition of the trust con- sisting of the building, library, and funds, together with the reports of the Librarian and Treasurer and so much of the reports submitted to the Trustees by the various committees as seems of general interest.


The Library Committee reports that the books, charts and furnishings are in good condition and that all books belonging to the library are accounted for by the Librarian.


The Building Committee reports that a substantial amount of work has been done during the year upon the Library's rental premises. These are now in excel- lent condition and satisfactorily rented, and it is hoped that the revenue from them will continue to be a steady addition to the Library's income which has suffered recently because of vacancies. No building can exist free of deterioration unless fairly constant repairs are made upon it, and it cannot be expected that 1941 will pass without the Library building requiring work of this nature. Therefore, in the light of experience as to the need of both ordinary and emergency repairs, the Trustees ask, for the current year, an appropriation of Five Hun- dred ($500.00) Dollars to cover the cost of such repairs to the exterior and interior of the building and to the furnishings and fixtures as may from time to time be necessary.

The Librarian's report gives various details of the activities of the Library which it is believed will be found interesting. The Trustees again offer their thanks to Mr. Erskine H. Cox for his very valuable gift of mag- azines purchased with the income of the fund estab- lished by him in memory of Mrs. Ethelwyn M. C. Cox, and they desire to add their thanks to those of the Li- brarian for all books donated during the year.


Mrs. Mollie F. Howard resigned as Treasurer during the year and was succeeded in that office by Mr. Joseph D. Wales, who thus becomes both Secretary and Treas- urer. Fortunately, Mrs. Howard continues as Trustee.


The Trustees record with deep sorrow, the death during 1940 of two of their associates, Mr. William H. Leavitt who died on February eleventh and Mr. Frank W. Belcher who died on December twentieth. Mr. Leavitt was elected Trustee June 5, 1899, and on November 5, 1900 became Secretary, which office he resigned December 5, 1932. Mr. Belcher was elected Trustee, November 13, 1915, and on May 20, 1926 became Treasurer, which office he resigned May 5, 1937. Both Mr. Leavitt and Mr. Belcher were unwavering in their interest in the Library and in their efforts in its behalf. They each gave un- sparingly of their time and attention to its welfare. By the deaths of these two members in one year the Library and the Board have suffered a very heavy loss.


The Trustees again express their appreciation of the loyal services of the Librarian, Mrs. Eunice B. Martin, and of her assistants, Miss Pearl Massie and Miss Vir- ginia Baker, and of the janitor, Mr. John T. Moore.

To the Trustees of the Turner Free Library :


I have the honor to submit the annual report of the Librarian for the year ending December 31, 1940.


Circulation of books for the year, 23,145.


Largest circulation for one month was in January when 2,808 books were given out.


Number of magazines loaned, 948.


Accession number, 35,240.


221 books having been added, 178 books purchased and 43 gifts.


Registration number is now 1760.


Cards issued in the past year, 579.


Among the gifts were books on the Civil War and records of G. A. R. Post 110, which add greatly to our collection which is considered one of the most complete in the State. The books were presented by Mr. Wilbur of the Sons of Veterans. Mr. Erskine H. Cox gave a timely book entitled "Smoke Screen" by Pettengill.


We take this time to thank all who have donated books and magazines during the past year.


The Librarian wishes to thank Miss Massie and Miss Baker for their help and faithfulness; also the Trustees for their advice and co-operation.

Your Committee on Finance submits the following report:


The Committee has audited the accounts of the Treasurer for the year 1940 and found them correct. All moneys received have been accounted for and no moneys have been paid out except upon vouchers properly approved. The Committee has examined also the secur- ities representing the investments of the funds of the Library and has found them to be intact and as represented.


We have made the following change in our invest- ments by: Investing cash to our credit with Chas. A. Day & Co. also replacing $2,000 Southern California Water Co., 4-1/2s of 1960, called for payment, in the pur- chase of :

Gentlemen :


The Board of Health respectfully submits its report and the report of its respective agents for the year ending December 31, 1940.


The Board of Health has inspected all stores and places where food and other goods were distributed and found them clean and safe for the sale of goods. Sanitary conditions were up to the regulations of the Board.


The Chadwick Clinic work done at the Norfolk County Hospital was very successful. The Board would like to thank Miss Conlon, our School Nurse and Miss Scannell, and Miss Condon, the District Nurses, for their fine cooperation in selecting the children that received tests at this clinic.


Our Diphtheria Clinic was also a great success this year, which was so ably conducted by our School Phy- sician Dr. Higgins, and assisted by Miss Conlon, Miss Scannell, and Miss Condon.


We wish to call the mothers' attention to this Clinic as it has more than proved its worth. For the last three years we have not had one case of this disease.


We have had a very good year in regards to Typhoid, as not one case has been reported.


The Dental Clinic is one of the most important Clinics we have and was conducted by Dr. Maguire and Dr. Smith. With the cooperation of our school nurse, Miss Conlon, examinations were made at all the various schools.

Permission may be obtained from Miss Conlon to visit the dentist.


We would like to remind the citizens again about dumping rubbish along the side streets as it is expensive to the town in removing it.


In closing we wish to express our thanks to the Board of Selectmen and all the other Town officials for their courtesy and for the assistance that they have given to this Board at all times during the year.

He was born, a native of Randolph, November 26, 1873. He took an early interest in town affairs and in 1889 became associated with the Water Department.


In 1908 he was elected to the Board of Water Com- missioners and in 1913 he took over the duties of Super- intendent of this department. These positions he held until the time of his death. He also served as Selectman from 1921 to 1927.


Mr. Forrest, a man holding the high esteem and respect of his fellow townsmen, is sorely missed by all with whom he came in contact during his career as a public official. Throughout his life he was closely con- nected with, and took an active part in, every important measure in the furtherance of town betterment. His integrity, ability and wisdom is Randolph's loss.

Report of Water Commissioners


To the Citizens of the Town of Randolph :


The fifty-fifth annual report of the Water Commis- sioners, covering the calendar year 1940, is herein sub- mitted.


Organization of the Board was as follows :

Since the untimely death of Mr. Forrest, the Water Board has functioned under the supervision of the remain- ing members.


During the year the Department received 44 appli- cations for services, these have all been installed; 21 services were pumped and cleaned; 44 services metered ; 49 leaks repaired; 12 services renewed with 34" copper tubing from main to line; 4 main breaks and 2 joint leaks; 4 hydrant bases found leaking and repaired; 6 hydrants broken by automobiles ; 14 service boxes found broken and filled, were repaired; 10 hydrants on the old 6" line on South Main Street were removed and 6 have been used on new work; 91 meters were removed for repairs at factory and all have been reset.


Work on the new 12" main on South Main Street which was started last year was completed this Spring. This section of the Town now has ample water supply for fire protection. Under a W. P. A. project, 8200 linear

feet of shoulder was made to replace that which was torn up by trenching when installing this 12" main.


In conjunction with sidewalk operations, some serv- ice boxes were raised to grade on North Main, Centre, Grove, Fowler and Cross Streets.


NEW MAIN AND EXTENSIONS


Under W. P. A.


450' of 6", class #150, cast iron pipe, 2 gates, 1-6" tee, and 1 hydrant were installed on Woodland Parkway; 7 services were renewed with 34" copper tubing and con- nected to new line; 956' of 8", class #150, cast iron pipe, 2-8" gates, 2-6" gates, 2 hydrants, and 3-6" tees were installed on Augusta - Rockefeller Street; 11 services were renewed with 34" copper tubing and connected to new line.


Under Employment Fund


Fairfield Road: 350' of 6", class #150, cast iron pipe, 1 gate, and 2-6" tees were installed; 1 service was renewed and connected with 34" copper tubing to new line.


Wyman Road: 250' of 6", class #150, cast iron pipe, 1 gate, 1 hydrant and 1-6" tee were installed; 1 serv- ice was renewed with 344" copper tubing and connected to new line.


Lancaster Road: 450' of 6", class #150, cast iron pipe, 1 hydrant and 1-6" tee were installed; 1 service was renewed with 3/4" copper tubing and connected to new line ; services were installed to property line of all houses on this road but as yet no application for water has been received.
