Report of the Selectmen and Overseers of Public Welfare
In submitting the annual report of the town for the year ending December 31, 1938, your Selectmen wish to express their appreciation for the cooperation given by the citizens and of the various elective and appointive officers.
While economic conditions are still in a very unstable and confused state it is confidently hoped that the ensu- ing year will show sufficient improvement as to warrant reduced expenditures in the expense of conducting your town government.
With approximately 300 men employed under W.P.A., and expenditures for the various catagories of relief run- ning on the basis of the average expenditures for the past year, it will be impossible to get any financial relief from this source.
It is recommended that authorization be given to establish a Board of Public Welfare under an article to be presented at the annual town meeting, which would be operative after the annual election of 1940. The work in connection with Welfare and Old Age Assistance has increased to the point where it is not advisable to con- tinue to have the Selectmen act as such any longer. More time is needed by the Selectmen for the work connected with that office because of the many new problems con- tinually arising which should have their entire attention.
Because of an increase of valuation of real estate made necessary by the great increase in expenditures

made at the last annual town meeting and subsequent special meetings, it would be to the advantage of the tax- payer to give serious consideration to the recommenda- tions of your Finance Committee who will have a most intimate knowledge of the financial condition of the town, and is composed of qualified and respected gentlemen, who serve you without compensation.

On March 7th, Mr. James P. Duffy was re-elected for a three-year term, and on March 14th the board was organized with Mr. Raymond E. Lyons, Chairman, and Mr. James P. Duffy, Clerk.
