Article 13. Voted: That the sum of $20.00 be raised and appropriated for maintenance and lighting of the clock in the tower of the First Congregational Church.


Article 14. Voted: That the town raise and appro- priate for materials, expenses and equipment in connec- tion with W. P. A. projects, the sum of $15,500.00, $4,- 500.00 thereof be transferred to the Water Department for W. P. A. expenses and $500.00 be expended for the purchase of spraying equipment for the Moth Depart- ment; all except the $4,500.00 to be expended under the direction of the Board of Selectmen.


Article 15. Voted: That the Town amend the By- Laws as follows: No elected or appointed member of any Committee or Board in the Town of Randolph shall be awarded any contract to be exercised in the Town of Randolph, the value of which is in excess of $100.00 (One Hundred Dollars), unless said contract was open to com- petitive bidding.


Article 16. Voted: That the sum of $750.00 be raised and appropriated for the lease of quarters for the Lieut. Thomas W. Desmond Post, No. 169, of the Amer- ican Legion.


Article 17. Voted: That the sum of $750.00 be raised and appropriated for lease and maintenance of quarters for the Lieut, John D. Crawford Post, No. 3389, Veterans of Foreign Wars.


Article 18. Voted: That the sum of $7,000.00 be raised and appropriated for materials and equipment to improve the athletic field on the Stetson High School grounds and on adjacent town owned land, in conjunc-

tion with a W. P. A. Project; and that the money be expended under the direction of the School Committee.


Article 19. Voted Unanimously: That the Town raise and appropriate the sum of $8,000.00 for an Em- ployment Fund to provide work instead of Public Wel- fare, and that men eligible for welfare have preference over all others, and that this fund be under the direct control of the Board of Selectmen.

ONE HUNDRED AND FIFTH ANNUAL REPORT


ADJOURNED ANNUAL TOWN MEETING April 8, 1940


Article 25. Defeated.


Article 26. Voted: Two hundred sixty-seven in the affirmative to thirteen in the negative that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow, under authority of and in accord- ance with the provisions of Chapter 72 of the Acts of 1939, the sum of $25,000.00 and to issue bonds or notes of the town therefor, said bonds or notes to be paid in not more than ten years from their dates as shall be fixed by the Emergency Finance Board named in Chapter 49 of the Acts of 1933. The proceeds of the loan are hereby appropriated for meeting appropriations made for W. P.A.


Article 27. Voted: Two hundred and fifty-three in the affirmative to ten in the negative that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $15,000.00 in accordance with the provisions of Chapter 49 of the Acts of 1933, as amended, for the purpose of providing funds to meet ordinary maintenance expenses and revenue loans, such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Common- wealth for similar loans previously made.


Article 28. Voted: That the sum of $1,275.00 be raised and appropriated for repairs at the Prescott School.


Street Layouts


Article 29. Voted: That the town instruct the Sel- ectmen to lay out Forrest Street from Old Street to North Main Street, and raise and appropriate $100.00 therefor.

Article 30. Voted: That the Town instruct the Selectmen to lay out Vinton Street and raise and appro- priate $85.00 therefor.


Article 31. Voted: That the Town instruct the Selectmen to lay out Hills Street from a point 400 feet westerly from North Main Street, which has already been accepted, to High Street for a distance of 1,201 feet, and raise and appropriate $100.00 therefor.


Street Acceptances


Article 32. Voted: That no action be taken on this article as this street was accepted under Article 34 in 1937.


Article 33. Voted: To accept Lancaster Road and Wyman Road, as laid out by the Selectmen.


Article 34. Voted: To accept Patterson Avenue, as laid out by the Selectmen, a distance of 500 feet from Centre Street.


Article 35. Voted: That no action be taken on this article as this street has not yet been laid out.


Article 36. Voted: To accept Augusta Rockefeller Street as laid out by the Selectmen.


Voted: To reconsider Article 2, the item of Cost and Claims only.


Voted: That of the sum of $1,200.00 appropriated under Costs and Claims, the sum of $250.00 be assigned to defraying the cost of land damages in connection with the extension of Oliver Street.


Article 37. No action taken.

Article 43. Voted: That the sum of $6,000.00 be raised and appropriated for materials and expenses for a Town-wide Street Project to be constructed under the W. P. A. and that the subject matter of Article 39, 40, 41 and 42 be taken care of under this article.


Sidewalks


Article 44. Voted : Indefinite postponement.


Article 45. Voted: That no action be taken on this article as that part from Toomey's Store to West Street and 1500 feet on Lafayette Street will be taken care of under Article 47.


Article 46. Voted: That no action be taken on this article as 1500 feet (starting at Union Street) will be taken care of under Article 47.


Article 47. Voted : That the sum of $7,000.00 be raised and appropriated for materials and expenses for sidewalks to be constructed by the Works Progress Ad- ministration on the following streets: Center, Cross, Fowler, Grove, Woodlawn, Fairmount, Lafayette, Allen,
