Report of the Selectmen and Overseers of Public Welfare


Because of increased employment in defense plants and ship-yards, Welfare and W. P. A. problems have been decidedly decreased during the year, which will result in a decided reduction in the appropriations for these depart- ments in 1943. Orders from the Federal government have been received that W. P. A. will terminate on March 1. It is expected that the few men and women now on W. P. A. projects will secure private employment.


On December 1, your Board closed the Town Infirmary and the few inmates have been taken care of under Old Age Assistance or by hospitalization. We take this oppor- tunity to commend John A. Marcille who has been Superin- tendent of the Alms House for the past fifteen years, for his faithful, capable service to the Town.


On July 4th in conjunction with the School Committee Dedication Exercises of the Stetson High School Athletic Field your Board sponsored a parade and patriotic program which received the fullest cooperation from all Military, Civic, Civilian Defense and Red Cross Units.


Following considerable litigation in the Massachusetts Courts your Board has successfully completed securing the title for the Town of the garage and property at 146 South Main Street. At this time space has been rented to several individual car and truck owners until action may be taken at the 1943 Town Meeting relative to the disposal or retain- ment by the Town of this property.


Many problems have confronted your board because of the war and we feel that we have extended every co- operation in the matters of Rationing, Civilian Defense, and the organization of the State Guard Unit.

The Board of Selectmen and the Town of Randolph are greatly indebted to Chairman C. Lloyd Claff for his competent leadership of the Civilian Defense Program and to his aides and all Citizens who have assisted in this pro- gram, we extend our appreciation.


The Randolph Rationing Board, Chairman George N. Welch, Martin E. Young, James D. Mackinnon, Albert C. Wilde, Edmund R. Flaherty, Walter J. Good, Edgar B. Cole, William S. Cole, Benjamin Crowell, Walter C. Kane, William J. Leahy, Timothy Lyons, Jr., Ernest C. Martin, Eugene L. McAuliffe and William J. McLaughlin have given unselfishly of their time without remuneration, to the difficult task of rationing.
