12:30 P. M. No afternoon session for the first six grades.
By courtesy of the WEEI and WNAC Broadcasting Stations, no-school announcement will be given by radio as near to the local hours as is convenient and possible for the station announcer.
There will be days when schools are in session because conditions are not severe enough to cause complete shut- down of all activities. On such days, parents, as in former years, determine whether their children shall report to school. No excuse will be required of pupils for absence on such days unless the parent so wishes. Consideration will be given pupils striving for perfect attendance.
* It is essential that we keep in mind that State Law requires that the High School shall be in session at least 180 days of each school year, and for the grade schools, 160 days.

I submit herewith my report of an audit of the books and accounts of the town of Randolph for the fiscal year 1945, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Randolph for the fiscal year 1945, and report thereon as follows:
The books and accounts in the town accountant's office were examined, checked and compared with the records of the several departments in which money is collected or bills are committed for collection, and with the records of the town treasurer.

were analyzed, the appropriations being compared with the town clerk's record of financial votes passed in town meet- ings. The necessary adjusting entries were made, a trial balance was taken off proving the accounts to be in balance, and a balance sheet, showing the financial condition of the town on December 31, 1945, was prepared and is appended ยท to this report.
Overlay deficits aggregating $2,199.93, as shown on the balance sheet, should be raised by the assessors in accord- ance with the provisions of Section 23, Chapter 59, General Laws.
The books and accounts of the town treasurer were examined and checked in detail. The cash book was footed throughout, the recorded receipts were analyzed and com- pared with the departmental records of payments to the treasurer and with other sources from which money was paid into the town treasury, while the records of disburse- ments were compared with the accountant's books and the treasury warrants.
The treasurer's cash balance on January 15, 1946 was proved by actual count of the cash in the office and by re- conciliation of the bank balances with statements received from the banks in which town funds are deposited.
The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the cancelled securities on file.
The securities and savings Bank books representing the investment of the trust funds in the custody of the town treasurer, the treasurer of the trustees of the Stetson School Funds, and the treasurer of the trustees of the Turner Library Funds, were examined and listed. The in- come as proved and the transfers to the town and the dis- bursements were verified.

and listed. The amounts transferred to the tax title ac- count were compared with the tax books, the reported re- demptions, foreclosures and disclaimers were verified, and the tax titles on hand were reconciled with the accountant's ledger and checked to the records in the Registry of Deeds.
The books and accounts of the tax collector were ex- amined and checked. The poll, property, and motor ve- hicle excise taxes outstanding at the time of the previous examination, and all subsequent commitments, were audited and reconciled with the assessor's warrants. The payments to the treasurer were checked to the treasurer's cash book, the recorded abatements were compared with the assssors' records of abatements granted, the transfers to the tax title account were checked, and the outstanding accounts were listed and reconciled with the respective ledger account.
The commitments of departmental and water charges were examined and checked. The recorded payments to the treasurer were compared with the treasurer's cash book, the abatements were verified, and the outstanding accounts were listed and reconciled with the accountant's ledger.
The outstanding tax, departmental, and water accounts were verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, and from the replies received thereto it appears that the accounts, as listed, are correct.
The records of the selectmen, town clerk, and the health department for licenses and permits issued were examined and checked. The payments to the State were compared with the receipts on file and the payments to the town trea- urer were checked to the treasurer's cash book.
The surety bonds of the officials bonded for the faith- ful performance of their duties were examined and found to be in proper form.
The records of the sealer of weights and measures, as

well as of all other departments collecting money for the town or committing bills for collection, were examined and reconciled with the town treasurer's and the town account- ant's records.
There are appended to this report, in addition to the balance sheet, tables showing a reconciliation of the trea- urer's and the collector's cash, summaries of the tax, tax title, departmental, and water accounts together with tables showing the condition and transactions of the several trust funds.
While engaged in making the audit, cooperation was re- ceived from the officials of the town, for which, on behalf of my assistants and for myself, I wish to express appre- ciation.
