Progress Report of Building Committee of the McNeill School
To the Citizens of the Town of Randolph:
Under Article No. 1 of the Special Town Meeting of April 14, 1947, it was voted that the Moderator appoint a committee of ten from the members of the McNeill P. T. A. to work in conjunction with the School Committee to be known as the Building Committee of the McNeill School. Purpose of the committee was to secure a two- room addition to the existing school building. The fol- lowing committee was notified of their appointment by the Town Clerk on May 2, 1947 :

The committee held its first meeting on May 6, 1947. Advertisements were placed in the local papers for an architect and from six applicants the committee elected Mr. Emery J. LaLiberte, 226 Main Street Brockton. Plans and specifications were drawn up and the building con- tract was awarded to Sciaba and Company, 86 Shawmut Avenue, Boston, Massachusetts, who was the lowest of nine bidders.
The project was started around the 1st of August, and except for a few unexpected contingencies, the work has progressed close to schedule. The contractors plan to finish the school by December 30 in order that the pupils may occupy the new rooms after the Christmas holidays. The final report of this committee will be submitted in the 1948 Town Report.

Report of Water Commissioners
To the Citizens of the Town of Randolph :
The sixty-second annual report of the Water Com- missioners is herewith submitted for the year ending De- cember 31, 1947.

DEPARTMENT MAINTENANCE
During the calendar year 1947 this department re- ceived applications for ninety-nine new services. Eighty- six of these were installed but due to the lateness of the season and weather conditions the balance of these ap- plications were placed on the spring calendar for com- pletion.
Forty-four service leaks were repaired, of which thirty-three were renewed from the main to property line.
During the year the department had five hydrants broken, three by autos. The town has received reimburse- ment on all three. All hydrants in the system were checked and inspected for proper operation, etc. Three were found to be leaking. These were replaced with new bases. Also, one hydrant was raised eighteen inches to grade.

Twelve service boxes found broken and filled, were replaced. Eight services were pumped out and cleaned.
The department had four main leaks during the year ; one:blown joint on a 14" main and three broken 6" mains.
In the meter department fifty-nine meters were re- moved; five for test, five found frozen and forty-nine not registering. Of these seven were junked, seventy-seven previously removed (for repairs) were replaced on serv- ices, and forty-five new meters were added to the system.
Under new construction the department installed 4777 linear feet of six inch mains, twenty-one hundred of which was a carry-over from 1946 construction. The break-down is as follows:
Tileston Road-622 ft. of 6" cast iron main together with two gates and one hydrant. In conjunction, five services were renewed and connected to new main.
High Street-1300 ft. of 6" Keasby-Mattison "Cen- tury" pipe with two gates and one hydrant. Three new services were added to system through this extension.
Martin Terrace-1105 ft. of 6" cast iron main with four gates and two hydrants.
Ballard Street-800 ft. of 6" cast iron main with two gates and one hydrant. Five old services were renewed and placed on main and three new services were added.
Wilmarth Rd .- 950 ft. of 6" main with two gates and one hydrant. Eleven old services were renewed and connected to this new main.
In addition, 350 ft. of 6" main with two gates and one hydrant was installed on Stevens Terrace under the supervision of the department, the expense of materials, etc. was borne entirely by the developer.

Although the availability of pipe and materials has eased off somewhat, the increase in cost of same has be- come alarming. Throughout the water works field the price of materials has increased from 100% to, in some instances, a high of 500%. This is reflected in the rise of department operating expenses and justifies your Water Boards' request for increase in the water department budget.
JOINT ACCOUNT
There has been no serious trouble at the Pumping Station this year. Routine work and improvement has Progressed but here too, operating expenses have increased sharply.
During the year a contract was given to the Palfrey Co. of Riverside, R. I., by the Joint Board of Water Com- missioners (Randolph and Holbrook) for a complete weld- ing of the Randolph tank, under the supervision of the Joint Board Superintendent, Mr. Mclaughlin, of the Hol- brook Water Department. On completion of a "one pass" we'd and the application of one coat of aluminum paint it was decided by the Joint Board of Water Commissioners that before any further work was done, to submit the completed work to a winter's test. In furtherance of this plan all work was suspended pending the results of the test in the spring of next year.
In line with a program adopted last year, your. Joint Board continues to have a daily analysis of the water and chemicals used at the pumping plant. In the opinion of the Board and the State Department of Public Health this action is more than gratifying in the procurement of a more potable water entering our distribution system. The saving in cost of chemicals used has more than offset the cost of the daily check under competent supervision.

Report of Planning Board
To the Citizens of the Town of Randolph :
During the year 1947 the Randolph Planning Board sat only in its capacity as Park Commissioners.
With the money graciously left to Belcher Park matched by an equal sum voted by the. Town, the Park Commissioners were in a position for the first time in . many years to make outlays for the benefit of the smaller children.
Shortly after the Town Meeting, the Board met with Mrs. Elizabeth Merrikin, the Reverend Orville White and the Reverend Vincent McCarthy, a committee appointed by the Moderator, to form the Belcher Park Committee. Mrs. Merrikin was elected chairman.
During the summer months ground was cleared and a combination play area and skating rink was constructed in the rear of the Scout House. This proved to be a wise investment as large groups of children used this facility during the year. The committee purchased and erected swings, teeters, jungle-gyms and sand-boxes which were in constant use during the summer months. Mrs. Ceder- holm was hired by the Committee as playground instruc- tor to each the children games and crafts.
There is still a large sum of money remaining in the fund and this will be spent from time to time for increas- ing the facilities.
Many thanks are due Mrs. Merrikin, Reverend White and Reverend McCarthy for the work they put in to make this program possible.

Article 1. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948, and to issue a note or notes therefor, payable within year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
