Report of the Selectmen and Overseers of Public Welfare
The more than substantial reduction of $9.00 in the 1949 tax rate attracted considerable home building and commercial construction in the town and this will increase the 1950 tax revenue.
Because of Randolph's favorable geographical location, it is evident that home building will continue at an in- creased tempo. Therefore it is urged that the Town De- partments make preparation for the problems which will confront us as the result of this growth.
Your Selectmen have had several conferences with Commissioner William F. Callahan of the Massachusetts Department of Public Works with the result that the State has agreed to widen North Main Street from Crawford Square to a point beyond the railroad bridge. The Com- monwealth will expend over $100,000.00 on this much- needed project. Randolph's only expense will be the pay- ment for the land damages. At a hearing held by your Board of Selectmen many of the abutters agreed to sell their frontage to the Town for the sum of $1.00 each. At the Annual Town Meeting it will be necessary to appropriate funds for these payments. The widening of this main thoroughfare is essential to the progress and growth of Randolph and we urge favorable action for this measure which will eliminate a serious traffic problem.
Several traffic rules have been adopted during the year and these have greatly improved traffic conditions. The new location of a bus stop at the corner of North Main and School Streets permits the uninterrupted flow of traffic through our town. Reducing the area allotted for bus stops has provided much needed parking facilities. At the request of the Tower Hill Improvement Association several traffic signs have been erected in the Tower Hill district. On the recommendation of the Prescott Parent-Teachers'

Association a police officer has been assigned to traffic duty at North and Cottage Streets. We appreciate the interest shown by these organizations in the civic problems of our community.
As instructed by vote of the 1949 Town Meeting, a bill has been prepared and filed at the State House on the question of the adoption of non-partisan town elections. This bill will come before the legislation now in session.
With regard to the legislative proposals which would benefit Randolph, your selectmen have contacted the Senator and Representatives from this district and in- formed them of our approval and views on these measures.
In accordance with the vote of the Town Meeting, your Board of Selectmen and the Town Treasurer have pur- chased the Crawford Estate in behalf of the town.
Your Board feels that the Town Meeting Members should be commended for the adoption of building by-laws which prevents erection of poorly constructed buildings. In compliance with these by-laws a Building Commissioner and Board of Appeals have been appointed. A new State law has made it mandatory that an Inspector of Wires be appointed and this has been done.
Randolph is fortunate in having many active, progres- sive civic organizations which have contributed so much to our growth. The Board of Selectmen have found the in- terest and cooperation of the parent-teachers groups, vet- erans organizations and improvement associations of great value and it has been a pleasure to work with them.
We wish to take this opportunity to thank the mem- bers of all committees, department heads, and town of- ficials for the splendid cooperation they have given us during the year.

TOWN OF RANDOLPH, MASS.
ADJOURNED ANNUAL TOWN MEETING March 21, 1949
Article 1. VOTED UNANIMOUSLY: That the Town Treasurer. with the approval of the Selectmen, be and here- by is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, pay- able within year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. VOTED: That the following sums be raised and appropriated for Unpaid Bills of previous years in various departments :
Maintenance account of Water Department $886.91
Joint Account of Water Department 216.57
Street Lights 343.89
$1,447.37
Article 3. VOTED: That the sum of $3500.00 be raised and appropriated for the employment of district nurses, as provided for by Section 5, Chapter 40, General Laws, as amended by Section 1, Chapter 371, Acts 1921. as petitioned for.
Article 4. VOTED: That the sum of $1.00 an hour be paid to Town Laborers and others hired by the day or hour.
Article 5. Passed.
Article 6. VOTED: To accept the report of the Bus Zone Extension Committee and that the committee be dis- charged.
VOTED : That a committee of five (5) be appointed

by the Moderator to consider the advisability of having a Town Manager Form of Government in this Town. Com- mittee to report back at the next annual town meeting.
Voted: That the School Survey Committee be dis- charged after acceptance of report and that a new commit- tee be appointed immediately to be known as the School Planning Committee to consist of twenty-five (25) mem- bers, thirteen (13) of whom are the present Survey Com- mittee of 1948, namely :
