Report of the Selectmen and Overseers of Public Welfare


Randolph is now one of the fastest growing towns in this area. This condition should be encouraged as im- proved property means greater income and lower taxes. Good Town Government will attract prospective home- builders.


Your Board during the past year has spent every ef- fort to run the affairs of the Town on a business-like basis. We make no claim to be professional politicians who de- rive their principal source of income from compensation received from the Town. We believe, however, that what we might have lacked in experience has been outweighed by our insistance on efficient government, judicious ex- penditure of town funds, and a will to make Randolph a better town in which to live.


Large savings have been made during the past year due to the public advertising for bids on supplies and services required by the Town. This practice should be continued.


Much tax-title land has been sold thereby returning that land to a tax bearing status.


Overdrafts by departments have been kept at a mini- mum.


Center Street, South Street and Tilton Street have been laid out by the County and we have requested the State to rebuild Liberty Street and construct a surface drainage system through the center of the Town in 1948 under the Chapter 90 road building program. Centre Street should be so-built in 1949.

We regret that due to a severe shortage of materials the Electric Light Company has been unable to install all the street lights voted by the Town but they assure us that as soon as the materials are available these lights will be installed.


Your Board has inserted an Article in the 1948 War- rant for the periodic collection of rubbish. This Article, we believe, should be adopted by the Town as under pres- ent conditions rubbish disposal presents an expensive and inconvenient problem to all residents.


We thank the various town officials, department and committee heads for the help which they have given us during the past year.


We wish to remind all citizens of the Town that the obligation to attend the Annual Town Meeting is theirs. It is here that your tax dollars are appropriated and the tax-rate of the Town is determined by these appropria- tions. Greater interest in Town Government will result in better and more economical Town services.

VOTED : That the recommendation of the Finance Committee be accepted, that the Town of Ran- dolph accept a gift of three thousand dollars under clause 25 of the will of Ann Tower Tarbell to be used for the express purpose of improving the "Big Pasture", so called, which was devised to the Town by E. Frances Belcher as a playground for children.

Crawford by the prolongation westerly of the northerly boundary line of a certain parcel of land lying at the southwest corner of said Stetson High School property to be conveyed by said Town of Randolph to said Sallie Ward Crawford and Judith M. Crawford as a part of the same transaction as hereinabove set forth twelve (12) feet more or less; and

SPECIAL TOWN MEETING MARCH 31, 1947


Article 1. VOTED UNANIMOUSLY: To amend the vote passed under Article 48 of the Warrant for the An- nual Town Meeting held on March 11th, 1947 whereby the sum of thirty-five thousand dollars was appropriated to build an addition of two rooms at the McNeil School, so as to read as follows :


That the sum of thirty-five thousand dollars be raised and appropriated for the purpose of building an addition of two rooms at the McNeil School and to meet said ap- propriation, the sum of two thousand dollars be appro-

priated from available funds in the treasury ; that the sum of thirteen thousand dollars be appropriated from the Sale of Real Estate Fund; and that the Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow the sum of twenty thousand dollars and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Chapter 44, General Laws, so that the whole loan shall be paid in not more than twenty years from the date of isue of the first bond or note or at such earlier time as the Treasurer and Selectmen may determine; this money to be expended under the supervision of the School Committee and ten members of the McNeill Parent Teachers Association to be appointed by the Moderator.


Article 2. VOTED : That the Town instruct the Mod- erator to appoint a committee of five (5) to investigate "Betterment Act" and report to the Town at the next Annual Town Meeting.
