THE POLLS WILL BE OPENED AT EIGHT O'CLOCK IN THE FORENOON AND WILL BE CLOSED AT EIGHT O'CLOCK IN THE EVENING.


You are directed to notify and warn the inhabitants qualified to vote as aforesaid to meet at the Town Hall in said Randolph on Monday, the 21st day of March, 1949, at 7:45 o'clock in the evening, and then and there to act on the following articles :


Article 1. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949, and to issue a note or notes therefor, payable within year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 2. To see if the Town will vote to raise and appropriate money for Unpaid Bills of previous years in various departments.


Article 3. To see what action the Town will take in regard to raising and appropriating money for the em- ployment of district nurses, as provided for by Section 5, Chapter 40, General Laws, as amended by Section 1, Chap- ter 371, Acts 1921, as petitioned for.

Article 4. To see what action the Town wil jake in regard to the pay of Town Laborers and others hired by the day or hour.


Article 5. To hear and act on report of Town Officers.


Article 6. To hear and act on the report of any Com- mittee and choose any Committee the Town may think proper.


Article 7. To see if the Town will authorize the Water Commissioners to appoint one of their members to another office or position under their control, and fix the salary of such person in accordance with the provi ions of Chapter 36, Acts of 1929, or take any other action rela- tive thereto.


Article 8. To see if the Town will appropriate the sum of $20.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church.


Article 9. To see if the Town will appro riate the sum of $20.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church.


Article 10. To see if the Town will vote to raise and appropriate the sum of $1630.00 for Maintenance and UP-keep of Town Hall, as petitioned for by the Trustees of the Stetson School Fund.


Article 11. To see if the Town will vote to accept the Building Laws as published in the Town Report of 1948.


Article 12. To see if the Town will vote to raise and appropriate the sum of $255.00 to install toilet facilities. in the Town Lock-up as required by the Masachusetts De- partment of Public Health.

Article 13. To see if the Town will vote to authorize the Selectmen to petition the Legislature for a Non-Par- tisan Town Election, as petitioned for.


Article 14. To see if the Town will vote to have the section North Main Street on the East, Chestnut Street on the South, Canton Street on the North and as far West to the Canton Line to be named RANDOLPH HEIGHTS, as petitioned for.


Article 15. To see if the Town will vote to amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area, title for which is in the name of JOSEPH MIRAGLIA and CARMELA MIRAGLIA with a frontage of 200 feet on the westerly side of South Main Street, be included as a Business District, as peti- tioned for.


Article 16. To see if the Town will vote to amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area zoned on the east side of North Main Street between Thornton Street and Hildegarde Street be included in the Business District, as petitioned for.


Article 17. To see if the Town will vote to amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area 75 feet from the north side-line of Short Street and the area 75 feet from the south side-line of Short Street from North Main Street to North Street be included in the Business District.


Article 18. To see if the Town will vote to amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area at the junction of Lafayette and High Streets, title for which is in the name of Thomas H. Wrigley and Arlene V. Wrigley, be included in the Business District.

Article 19. To see if the Town will vote to permit, "in compliance with Chapter No. 114 of the General Laws of Massachusetts", the Jewish War Veterans Memorial Park Cemetery Corporation, a corporation within the or- ganization of Boston Post No. 22, Jewish War Veterans of the United States, to establish a cemetery in the Town of Randolph for Jewish War Veterans and their families and to be a last resting place for repatriated Jewish members of the Armed Forces and to be known as "The Jewish War Veterans Memorial Park", as petitioned for.


Article 20. To see if the Town will vote to instruct the Selectmen to sell the building known as the Girl Scout House in Belcher Park, including contents, to the Girl Scout Council of Randolph, Inc., for the sum of $1.00.


Article 21. To see if the Town will vote to adopt the following by-law: No officer, department head, board or committee authorized to expend money shall make pur- chases of supplies or materials or contract for service to be rendered to the town without issuing a written purchase order therefor on prescribed forms; provided however, that the provisions of this Section shall not apply to the salaries or wages of part-time or regularly employed of- ficers, clerks and wage earners of any department of the town. All purchase orders shall be in triplicate, one to be designated for the vendor, one to be designated for and delivered to the town accountant, and one to be designated for the files of the officer, department head, board or com- mittee issuing order. The order designated for the vendor shall be submitted to the town accountant and shall not be delivered to the vendor until the town accountant shall have certified thereon that there is sufficient unemcum- bered balance of the appropriation to be charged to pay the amount due under the order; provided however, that verbal orders for supplies, materials or services rendered may be given for an amount not to exceed twenty-five dollars. All verbal orders shall be confirmed in writing

on prescribed purchase order forms on the day orders are given and immediately transmitted to the town accountant and shall be subject to his certification as aforesaid.


Article 22. To see if the Town will vote to raise and appropriate the sum of $18,000.00 to be expended under the direction of a committee composed of the Board of Assessors, Chairman of the Finance Committee and five (5) Citizens appointed by the Moderator. The purpose of this Commuttee is to secure the services of a competent Survey Company to conduct a profesional survey of Real Estate Values in the Town. This company to establish adequate maps and an up to date card index system.


Article 29. To see if the Town will vote to raise and appropriate the sum of $755.00 to be used under the di- rection of the Fire Department for the purchase of gas masks as required by Chapter 337 of the Acts of 1948.


Article 24. To see if the Town of Randolph will vote to raise and appropriate or transfer funds for the erection of bleachers at the Stetson High School Athletic Field, as petitioned for.


Article 25. To see if the Town will vote to raise and appropriate the sum of $800.00 to paint and otherwise improve the exterior of the former Town Infirmary now used as quarters by the Randolph Post 51 of Amvets.


STREET LAYOUTS


Article 26. To see if the Town will vote to layout Dorr Street a distance of 350 feet extending Dorr Street to Wilson Street and to raise and appropriate the neces- sary sum of money to cover the cost of same.


Article 27. To see if the Town will vote to layout Adelaide Street from Pond Street to Charles Street for

a distance of 350 feet and, to raise and appropriate money to cover cost of same.


Article 28. To see if the Town will vote to layout Charles Street from North Main Street to Adelaide Street for a distance of 250 feet, and to raise and appropriate money for same.


Article 29. To see if the Town will vote to raise and appropriate a sum of money to layout Julian Road from Linden Road to Newcomb Avenue, a distance of approxi- mately 800 feet.


Article 30. To see if the Town will vote to raise and appropriate a sum of money to layout Fuller Street from Pond Street to Morgan Street, a distance of 410 feet.


STREET ACCEPTANCES


Article 31. To see if the Town will vote to accept Fairview Lane as a Town Way as laid out.


Article 32. To see if the Town will vote to accept Himoor Lane as a Town Way as laid out.


Article 33. To see if the Town will vote to accept Soren Street as laid out by the County.

Article 34. To see if the town will vote to raise and appropriate the sum of $856.12 to construct Himoor Lane a distance of 378.05 feet.

Article 62. To see if the Town will vote to instruct the Board of Water Commissioners to install a six inch water main with necessary gates and hydrants on Himoor Lane for a distance of 378.06 feet and raise and appro- priate the sum of $1,323.21 for same.


Article 63. To see if the Town will vote to install a six inch water main, with gates and hydrant, approxi- mately 400 feet on High Street and to raise and appro- priate the necessary sum of $1400.00 to cover cost of same.
