Report of Board of Health


The Board of Health respectfully submits this Annual Report of its activities for the year ending December 31, 1949.


The Board has answered a great many calls for abate- ment of nuisances, such as overflowing cesspools, indis- criminate dumping, etc., and commends the general co-opera- tion of the townspeople.


The Dental Clinic was conducted by Dr. William Ma- guire, assisted by Miss Helen Conlon, School Nurse. The Diphtheria Clinic was conducted by Dr. Charles E. Wells, School Physician. Our District Nurses, Miss Beatrice Scan- nell and Mrs. Signa Heath, deserve our commendation for their ready responses during the year.


During the year the Board has had several hearings pertaining to the advisability of Trailer Camps in Randolph. The Board recommended that no Trailer Camps be permitted in the Town. At a special Town Meeting held October 24, 1949, the Moderator, Mr. William S. Condon, appointed the following committee to act with the Board of Health: Mr. Thomas O'Riley, Chairman; Dennis Connelly, Secretary ; Charles W. Russell and William J. McGrath, associate mem- bers, to look into the advisability of a Trailer Camp or Camps in this Town. This committee is to report back at the next Annual Town Meeting.


Through the efforts of the Board of Health, the Town voted at the last Annual Town Meeting to have a weekly col- lection of rubbish which has proved to be very successful.


Communicable diseases for the year 1949 were as follows : Measles, 10; Dog Bites, 26; Mumps, 10; Whooping Cough, 1; Scarlet Fever, 10; Typhoid Fever, 1; Chicken Pox, 18; Pulmonary Tuberculosis, 5; Poliomylitis, 5.

Report of Committee on Trailer Camp or Camps in Randolph


After discussing the various points concerning the in- stallation of Trailer Camps with the Board of Health, visit- ing installations in adjacent towns and interviewing ap- plicants for a Trailer Camp in North Randolph, your Com- mittee recommends that the existing zoning laws be amended so that no Trailer Camp or Camps be permitted in Randolph.

To the Board of Health of the Town of Randolph :


Gentlemen:


I hereby submit my report for the year ending Decem- ber 15, 1949.


One hundred and sixty-three permits for old and new plumbing have been issued during the present year.


The following fixtures have been installed :


One hundred and seventy-one water closets, one hun- dred and fifty-five sinks, one hundred and sixty wash bowls, one hundred and forty-seven bathtubs, ten shower baths, twenty wash trays, four slop sinks, five urinals, one floor drain, one stall drain, one drinking fountain, eighty-five pressure boilers and thirty-eight tankless heaters. Fees collected for permits, $815.00.

Report of Tree Warden


To the Citizens of the Town of Randolph :


I hereby submit the following report of the work of your Tree Department for the year 1949.


The regular program of trimming and the removal of dead and dangerous trees was carried on during the year. As this work is spread over seventy-four miles of accepted roads it, therefore, limits the amount of work to any one street.


I have every reason to believe that most of our orna- mental elms not infected with Dutch Elm Disease will be saved by efficient and thorough spraying with DDT and other insecticides. I cannot too strongly urge the property owners to cut down and burn all useless elms and to remove and burn all dead wood from all others. This will help to stop the spread of Dutch Em Disease and save the town thou- sands of dollars. I feel that part of my report should be de- voted to the Dutch Elm Disease. Samples of all Elm trees were submitted to shade tree laboratory at Amherst Col- lege. Five trees were found to be infected with Dutch Elm Disease, all on Warren Street. On orders from the State Department of Forestry, these trees will have to be taken down and all branches and bark burned.


Next year, we can anticipate many more trees to be in- fected with the Dutch Elm Disease than were discovered this past year.


Hingham lost 141 trees in 1949 with Dutch Elm Disease.


Stoughton lost 27 trees in 1949 with Dutch Elm Disease.


Quincy lost 98 trees in 1949 with Dutch Elm Disease.

Weymouth lost 43 trees in 1949 with Dutch Elm Disease.


These figures show how severe the Dutch Elm Disease is and must be counteracted instantly.


In all, a total of twenty-one dead trees were removed last year. These trees that were removed should be replaced with new trees. A great deal of shrubbery and bushes will have to be removed from the sides of the roads this year to prevent damage to citizens who must walk and damage to passing vehicles.


Poison Ivy should be controlled along sides of town roads for protection of its citizens. Many youngsters were needlessly the victims of this menace in 1949. We should strive to eliminate it as much as possible in 1950.


To take care of this usual work, the removals of trees and the pruning of branches around street lights, an in- crease in the appropriation will be necessary for the coming year, and I recommend an increase over last year of $668.00.

Report of Moth Superintendent


To the Honorable Board of Selectmen


Citizens of the Town of Randolph


I submit the following report of the Moth Department for the year 1949:


Moth conditions in the wooded areas of the town show an improvement, and in only five or six sections of the town are there many egg clusters showing. No defoliation or partial defoliation was noted. Creosoting of egg clusters in street trees and residential and wooded sections must be continued. The Japanese Beetle is becoming a menace in most sections of the town, and unless taken care of, ade- quately will prove an even greater pest than the Gypsy Moth. Property owners who are not familiar with methods of treatment should contact their Moth Superintendent who is ever anxious and willing to help taxpayers of the town to conserve the beauty of their property and save them money.


The very dry season of the past summer had its effect on the trees and many are in a weakened condition at the present time and must be watched cautiously. The Elm Leaf Beetle is quite widely scattered throughout the town, and will definitely require a very heavy, thorough spraying in 1950.


Poison Ivy in all parts of the town has caused consider- able damage to trees, and should be controlled along sides of town roads for protection of its citizens.


In conformance with Section 11, Chapter 660, Acts of 1948, you are hereby notified that your liability for gypsy moth work in 1950 is $3,372.85. Based upon the present degree of infectation we recommend that your voters ap-
