Report of The Selectmen and Overseers of Public Welfare
The year of 1948 has proved to be one of increasing costs which were reflected in the highest tax rate in the history of the Town. Most of the cities and towns in the Commonwealth showed increases over the previous year, but Randolph had the dubious distinction of having the fourth highest rate in the State. The outlook for 1949 is far from bright; practically every department, due to increased costs of materials and services is going to require additional funds. Capital expenditures long postponed, will have to be made. Unwarranted expenditures will have to be eliminated and each item thoroughly scrutinized before appropriations are made.
During the past year the State resurfaced South Main Street from Crawford Square to the Avon line; this pro- ject will be completed in 1949. Reconstruction of Main Street through the center of the town is on the agenda for the coming year.
1949 will bring a change in form of town government. The open type of town meeting will give way to the limited form of town meeting as adopted at the last annual elec- tion. The Town has been divided into four precincts (de- scribed elsewhere in this report) and each precinct will elect approximately sixty town meeting members. These two hundred and forty town meeting members, together with other elected officers of the Town will vote on all appropriations and other Town business. We urge all responsible citizens of the Town to seek the office of "Town Meeting Member." The greater interest shown in the election of these members, the better town govern- ment we will have.
