PARK COMMISSIONERS' REPORT


The year's progress upon the "Common" makes up practically all of the work of the Park Commissioners for the past year. One more of the several features designed in the original plan, has been added in shape of the pond in the centre of the field, and a very satisfactory relevelling of a section of the area on the east side of the brook, has also been done.


With an appropriation of $1,000.00 this year, your com- missioners will hope to do the important work of rebuilding the stone work and culvert along by the brook on the upper corner and make a still further progress upon the grading. It is also planned to begin the practical use of the park as a public resort by placing seats in the grove and along the walks.

SPRING GROVE CEMETERY


The Spring Grove Cemetery Committee herewith submit their annual report for the year 1906:


In addition to the usual work necessary for the care of the Cemetery grounds, a new tool and storage house has been erected during the past year and the cemetery is now in a condition that reflects credit to the town for a repository for the dead. The location is one of the most beautiful in the town, sloping toward the west and with its sunny slope on a gravelly soil is a perfect location for the purposes of burial. Your committee have in contemplation plans for the orna- mentation of the eastern half of the grounds and the erection of a rustic stone bridge crossing the old railroad and con- necting the eastern and western part of the cemetery. It is also thought best that an increased price for the lots in the eastern location should be made in order that perpetual care may be secured for lots in that section. A cemetery should be made attractive and everything done to free the mind from a sorrowful feeling when viewing the resting place of those who have passed to the other shore. Nothing tends to cause a greater feeling of sorrow than a burial ground filled with weeds and brambles, with sunken graves, and markers tumbling down. Your committee are happy to say that, with few exceptions, owners of lots in our cemetery, carefully maintain the neatness of their lots.

COMMONWEALTH OF MASSACHUSETTS.


ESSEX, SS: To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble in the Town House, in said Andover, on Monday, the fourth day of March, 1907, at six o'clock, A. M., to act on the following articles :


Article 1st .- To choose a Moderator to preside at said meeting.


Article 2nd .- To choose Town Clerk, Treasurer, Collector of Taxes, three members of the Board of Selectmen for one year, one member of the Board of Health for three years, three members of the School Committee for three years, one Trustee of Memorial Hall for seven years, one Trustee of Cornell Fund for three years, one Park Commissioner for three years, two members of Board of Public Works for three years, one Tree Warden for one year, three auditors of Accounts, three Constables, Fence Viewers, Field Drivers, Surveyors of Lumber, Fire Wards, a Pound Keeper, one Surveyor of Highways, and any other officers the town may determine to choose.


Article 3rd .- To take action on the following question, " Shall License be granted for the sale of intoxicating liquors in this town ?"


Article 4th .- To determine what sums of money shall be appropriated for Schools, School-houses, School-books and Supplies, Highways and Bridges, Macadamized Roads, Side- walks, Removing Snow, Horses and Drivers, Street Lighting,

Town Officers, Police, Public Works (Maintenance, Con- struction and Sinking Funds) Sinking Fund for Memorial Hall Notes, Fire Department (Maintenance and Fire Alarm) Town House, Almshouse, Repairs on Almshouse, State Aid, Military Aid, Relief out of Almshouse, Soldiers' Relief, State Tax, County Tax, Interest on Bonds, Funds and Notes, Re- demption of Water Bonds, and School-house Bonds, Printing and Stationery, Miscellaneous, Memorial Day, Insurance, Spring Grove Cemetery, Hay Scales, Park Commission, Tree Warden, Public Dump, and other town charges and ex- penses.


Article 5th .- To see if the Town will instruct the High- way Surveyor to lay a pipe of suitable size to carry the sur- plus water that accumulates near the house of Mr. Thomas Matthews on Marland street, Ballardvale, to the river, through land of said Matthews and that of Mr. John W. Stark, and appropriate a sum of money therefore, on petition of Thomas Matthews and others.


Article 6th .- To see if the Town will instruct the Board of Public Works to lay a water main from the present ter- minus on Salem street to the house of Mr. James Donovan on said street and appropriate a sum of money therefor, on petition of Thomas B. Flynn and others.


Article 7th .- To see if the Town will instruct the Board of Public Works to extend the water system on Argilla Road from Andover street to Lowell street and appropriate a sum of money therefor, on petition of David Rennie and others.


Article 8th .- To see what action. the Town will take towards placing a fire alarm box near the junction of Brook, Essex and Ridge streets, and appropriate a sum of money therefor, on petition of James O. Bradshaw and others.


Article 9th .- To determine whether the Town will appro- priate money to pay for the services of a School Physician in accordance with the Act approved June 20th, 1906.

Article 10th .- To see if the Town will appropriate a sum of money to be expended by the Board of Health in inspect- ing the sanitary conditions under which the milk supply of Andover is produced and distributed, on petition of Bernard M. Allen and others.


Article 11th .- To see if the Town will instruct the Board of Public Works to lay a water main from its present termi- nus on South Main street to Carter's Corner, so called, also a pipe on D'Arcy road to the house to be built by M. F. D'Arcy, for the purpose of supplying the residents with water for fire and domestic purposes, and appropriate a sum of money therefor, on petition of Ellsworth Peirce and others.


Article 12th .- To see if the Town will raise and appropri- ate a sum of money for the grading of Marland street, Bal- lardvale, at its southern terminus, on petition of A. E. Clemons and others.


Article 13th .- To see if the Town will change the grade of Chestnut street from Main street to Bartlet street, and ap- priate a sum of money therefor.
