There have been three stoppages in street sewers and one in a house connection during the year. The filter beds are in good condition and ample in area to dispose of the present flow of sewage, it is doubtful however if we can go through another year without an addition to the sludge beds.

WARRANT


COMMONWEALTH OF MASSACHUSETTS.


ESSEX, SS: To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover qualified to vote in town affairs, to meet and assemble in the Town House, in said Andover, on Monday, the fourth day of March, 1907, at six o'clock A. M., to act on the following articles :


Article Ist .- To choose a Moderator to preside at said meeting.


Article 2nd .- To choose Town Clerk, Treasurer, Collector of Taxes, three members of the Board of Selectmen for one year, one member of the Board of Health for three years, three mem- bers of the School Committee for three years, one Trustee of Memorial Hall for seven years, one Trustee of Cornell Fund for three years, one Park Commissioner for three years, two members of Board of Public Works for three years, one Tree Warden for one year, three Auditors of Accounts, three Constables, Fence Viewers, Field Drivers, Surveyors of Lumber, Fire Wards, a Pound Keeper, one Surveyor of Highways, and any other officers the town may determine to choose.


Article 3rd .- To take action on the following question, "Shall

License be granted for the sale of intoxicating liquors in this town ?"


Article 4th .- To determine what sums of money shall be appro- priated for Schools, School-houses, School-books and Supplies, Highways and Bridges, Macadamized Roads, Sidewalks, Re- moving Snow, Horses and Drivers, Street Lighting, Town Offi- cers, Police, Public Works (Maintenance, Construction and Sink- ing Funds), Sinking Fund for Memorial Hall Notes, Fire De- partment (Maintenance and Fire Alarm), Town House, Alms- house, Repairs on Almshouse, State Aid, Military Aid, Relief out of Almshouse, Soldiers' Relief, State Tax, County Tax, Interest on Bonds, Funds and Notes, Redemption of Water Bonds, and School-house Bonds, Printing and Stationery, Miscellaneous, Me- morial Day, Insurance, Spring Grove Cemetery, Hay Scales, Park Commission, Tree Warden, Public Dump, and other town charges and expenses.


Article 5th .- To see if the Town will instruct the Highway Surveyor to lay a pipe of suitable size to carry the surface water that accumulates near the house of Mr. Thomas Matthews on Marland street, Ballardvale, to the river, through land of said Matthews and that of Mr. John W. Stark, and appropriate a sum of money therefor, on petition of Thomas Matthews and others.


Article 6th .- To see if the Town will instruct the Board of Public Works to lay a water main from the present terminus on Salem street to the house of Mr. James Donovan on said street and appropriate a sum of money therefor, on petition of Thomas B. Flynn and others.


Article 7th .- To see if the Town will instruct the Board of Public Works to extend the water system on Argilla Road from Andover street to Lowell street and appropriate a. sum of money therefor, on petition of David Rennie and others.


Article 8th .- To see what action the Town will take towards placing a fire alarm box near the junction of Brook, Essex and Ridge streets, and appropriate a sum of money therefor, on peti- tion of James O. Bradshaw and others.

Article 9th .- To determine whether the Town will appropriate money to pay for the services of a School Physician in accordance with the Act approved June 20th, 1906.


Article 10th .- To see if the Town will appropriate a sum of money to be expended by the Board of Health in inspecting the sanitary conditions under which the milk supply of Andover is produced and distributed, on petition of Bernard M. Allen and others.


Article IIth .- To see if the Town will instruct the Board of Public Works to lay a water main from its present terminus on South Main street to Carter's Corner, so-called, also a pipe on D'Arcy road to the house to be built by M. F. D'Arcy, for the purpose of supplying the residents with water for fire and domes- tic purposes, and appropriate a sum of money therefor, on peti- tion of Ellsworth Peirce and others.


Article 12th .- To see if the Town will raise and appropriate a sum of money for the grading of Marland street, Ballardvale, at its southern terminus, on petition of A. E. Clemons and others.


Article 13th .- To see if the Town will change the grade of Chestnut street from Main street to Bartlet street, and appropriate a sum of money therefor.


Article 14th .- To see if the Town will authorize the Selectmen to sell any part of the Town Farm.


Article 15th .- To see if the Town will accept the name of Wol- cott Avenue for the new street running from Elm street to Walnut avenue.


Article 16th .- To see what action the Town will take in regard to the Memorial Hall Sinking Fund.


Article 17th .- To see if the Town will accept the By-Laws pre- pared by the Selectmen in accordance with a vote passed at the last Annual Town Meeting accepting the provisions of Sections I, 2, 4 and the eight following sections of Chapter 104, of the Revised Laws of Massachusetts as far as it applies to this town.


Article 18th .- To see if the Town will revise and accept the list of Jurors as prepared and posted by the Selectmen.

Article 19th .- To act upon the report of the Town Officers.


Article 20th .- To fix the pay of the firemen for the ensuing year.


Article 21st .- To determine the method of collecting the taxes for the ensuing year.


Article 22nd .- To determine what disposition shall be made of unexpended appropriations.


Article 23rd .- To authorize the Town Treasurer to hire money for the use of the town in anticipation of taxes for the current year, upon the approval of the Selectmen.


Article 24th .- To determine the amount of money to be raised by taxation the ensuing year.


Article 25th .- To transact any other business that may legally come before the meeting.


Hereof fail not and make due return of this Warrant, with your doings thereon, to the Selectmen at the time and place of meeting.

Pursuant to the foregoing Warrant, I, the subscriber, one of the Constables of the Town of Andover, have notified the inhab- itants of said town to meet at the time and place, and for the purposes stated in said Warrant, by posting a true and attested copy of the same on the Town House, on each school-house, and

in not less than five other public places where bills and notices are usually posted, said Warrants have been posted two Sundays.

At a legal meeting of the inhabitants of the Town of Andover qualified to vote in town affairs, convened at the Town House in said Andover on the fourth day of March, 1907, at six o'clock in the forenoon, agreeably to the requirements of the foregoing Warrant and after the reading of part of the same by the Clerk it was


Voted, To dispense with the further reading of the Warrant. Took up Article Ist.


Chose Harry A. Ramsdell Moderator, he receiving nine (9) votes and John N. Cole three (3) votes, the check list being used.


Voted, To take up Articles 2nd. and 3rd., together, and that the polls be closed at 2 o'clock, P. M., and that no other business be taken up until polls are closed.


Took up Articles 2nd. and 3rd.


Proceeded to vote for town officers, and on the liquor license question by the Australian Ballot System. The Official Ballot Box was examined and found to be empty, and registered 0000, at close of polls it registered 1037, the Check List showing 1054. Whole number of votes cast 1053 full votes and I vote for school committee, total 1054.


George W. Foster and Lawrence J. Hannon were sworn in as tellers of votes.


The polls were opened at five minutes past six A. M., and closed at two P. M.

No dwelling house or other structure more than eight feet in length or breadth and seven feet in height except detached houses, or structures situated more than one hundred feet from any other building, shall be built within one mile of Elm Square, or within such limits as the town may from time to time prescribe, unless made of and covered with an incombustible material, unless a license in writing is granted therefor by the Selectmen and recorded in the town records.

Took up Article 21st.


Voted, That the taxes be collected as heretofore, by the Collec- tor, and that he receive one per cent. on all money collected.


Took up Article 22nd.


Voted, That the remaining unexpended appropriations be turned into the treasury, except the one that has been reappropriated (sidewalks $105.31 to be used for repairs on concrete walks ).


Took up Article 23rd.


Voted, That the Town Treasurer be authorized to hire money for the use of the Town in anticipation of taxes for the current year, upon the approval of the Selectmen.


Took up Article 24th.


Voted, That one hundred and five thousand dollars ($105000.00) be raised by taxation the curent year.


Took up Article 25th.


Voted, That the Board of Public Works will consider the matter of extending the water mains in the outlaying districts, and pre- pare a report and plans to be submitted to a future meeting at an early date.


Voted, That the meeting be dissolved. And the meeting was dissolved at 4.30 P. M.
