That five thousand (5,000) dollars of this appropriation be paid for this year, and that the balance of forty thousand (40,000) dollars be raised by an issue of bonds.


That the Town Treasurer be and he is authorized to issue the bonds of the town, to be designated on their face Ando- ver Schoolhouse Loan, to the amount of forty thousand (40,000) dollars, the proceeds to be used to pay the expense of building an annex to the John Dove schoolhouse ; of in- stalling a central heating plant in said annex connecting with the John Dove, Stowe, and Punchard school buildings,

and including suitable heating and ventilating apparatus in said annex and Punchard buildings ; of installing sanitaries in the Punchard, Stowe, John Dove and its annex, and the Indian Ridge and Bradlee schools ; and of making such alterations as may be necessary to carry these changes into effect.


The bonds hereby authorized shall be forty (40) in number, and of the denomination of one thousand (1,000) dollars each. They shall be numbered 1 to 40, both numbers inclusive. They shall bear date of July 1st, 1904, and shall mature and be paid to the amount of four thousand (4,000) dollars in each year for the next ten (10) years from this date. They shall bear interest at the rate of four (4) per centum per annum, and said interest shall be paid semi-annually on the first days of July and January of each year. They shall have coupons attached to them providing for the payment of said interest at the times aforesaid. The principal and interest of said bonds shall be paid at some convenient bank or office in the City of Boston, Massachusetts. Said bonds shall be signed by the Treasurer, and countersigned by a majority of the Selectmen, as required by law. They shall be sold by the Treasurer to the highest bidder therefor in proposals to be solicited by him from brokers and others.


If any of said bonds are sold after one or more interest coupons have matured, such matured coupon shall be de- tached and cancelled before the delivery of the bonds, and all interest accrued, but not due, and payable at the time of sale of bonds, shall be added to the price.


All premiums received on sale of said bonds in excess of their face value shall be applied to the payment of the prin- cipal of the bonds first maturing.

Special Town Meeting, January 2, 1905


WARRANT


ESSEX, SS .: To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover qualified to vote in town affairs, to meet and assemble at the Town House, in said Andover, on Mon- day, January 2nd, 1905, at 7.45 P. M., to act on the follow- ing articles :


Article 1st .- To chose a Moderator to preside at said meeting.


Article 2nd .- To see if the town will accept the provis- ions of Sections 364 and 365 of Chapter 11 of the Revised Laws which provide for the use of official ballots in the election of town officers, adopting what is known as the Australian Ballot.


Article 3rd .- To see what action the town will take to check the ravages of the Brown Tail Moth, and if thought necessary to make an appropriation therefor.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of meeting.


Given under our hands at Andover, this nineteenth day of December, in the year nineteen hundred and four.

Pursuant to the foregoing Warrant, I, the subscriber, one of the Constables of the Town of Andover, have notified the inhabitants of said town to meet at the time and place and for the purpose stated in said Warrant, by posting a true and attested copy of the same on the Town House, on each school-house, and in not less than five other public places where bills and notices are usually posted, said Warrants have been posted two Sundays.

At a special town meeting of the inhabitants of the Town of Andover qualified to vote in town affairs, convened at the Town House in said Andover agreeably to the requirements of the foregoing Warrant, and after reading the Warrant and Officer's Return by the Town Clerk, Article 1st was acted upon, and George H. Poor was chosen Moderator by acclamation.


Took up Article 2nd.


Voted, That the Town adopt the provisions of law in reference to the use of official ballots in the election of town officers.


Voted, That the Town hereafter elect by ballot, Town Clerk, three Selectmen, Town Treasurer, three Auditors, Collector of Taxes, three Constables, Highway Surveyor, Board of Public Works, Board of Health, School Committee and Park Commissioners, and their terms of office shall be for one year, except as otherwise provided by statute or hereafter fixed by the Town.


Voted, That the Selectmen shall act also as Assessors and

Overseers of the Poor, as provided for in Section 343, Chapter 11, of the Revised Laws.

Voted, That the Town appropriate one thousand (1,000) dollars for the repression and extermination of the Brown Tail Moth.


Voted, That the amount of the above appropriation be put into this year's tax levy.


Voted, That the meeting be dissolved, (8.45 P. M).
