Voted, To authorize the Town Treasurer to hire money for the use of the Town in anticipation of taxes for the current year, upon the approval of the Selectmen.

Voted, That One Hundred and Four Thousand dollars ($104,000.00) be raised by taxation the ensuing year.

Voted, That the question of extending the waterworks system of the town, to provide for all applications for water that are now pending before the Board of Public Works, and any other extensions that may be asked for, or that in the opinion of said board public improvement demands, be and hereby is referred to the Board of Public Works for its investigation and consid- eration. Said board is further directed to report upon the ques- tion of such extensions with its recommendations regarding the same, at a special town meeting to be held at a date not later than April 15, 1908.


Voted, That the Board of Public Works is hereby directed to forthwith petition the General Court for authority to issue bonds, notes or script to the amount of One Hundred Thousand dollars ($100,000.00) to be denominated on the face thereof "Andover Water Loan, Act of 1908", said loan to be for the purpose of ex- tending the present system of waterworks in the Town of An- dover, under such terms and conditions as the General Court may provide.


Voted, That the meeting be dissolved, and the meeting was dissolved a 5.05 P.M.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover qualified to vote in town affairs, to meet and assemble at the Town House, in said Andover, on Monday, April 13th, 1908, at 7.45 o'clock, p.m., to act on the following articles :


Article Ist .- To choose a moderator to preside at said meeting.


Article 2nd .- To see if the town will vote to elect by ballot at the next annual town meeting a moderator to serve until the next annual town meeting and until his successor is elected and qualified, according to Section 359, Chapter 560, of the Acts of 1907.

Article 3rd .- To hear the report of Board of Public Works re- garding extension of the water system and take such action thereon as the town deems expedient.


Article 4th .- To see if the town will vote to issue Water Loan Bonds, and, if so, the amount of same, rate of interest thereon, together with time and manner of payment of same.


Article 5th .- To see if the town will vote to relocate Upland Road at its junction with Summer Srteet, and appropriate a sum of money therefor, on petition of William H. Wlech and others.


Article 6th .- To transact any other business that may legally come before said meeting.

Voted, That it be the sense of this meeting that a loan of Fifty Thousand dollars ($50,000.00) be authorized for the extension of its water system, and that this expenditure include construction of the high service with reservoir at Prospect Hill and that this expenditure include the construction of the high service with reservoir at Prospect Hill in accordance with the recommendation of the Board of Public Works and that extensions be made in accordance with the recommendations by the Board of Public Works as contained in list on page four (4) of their report, but that no extensions be made that do not show a gross return of two (2) per cent. on cost of same.

Adjourned Special Meeting, May 11th, 1908


The meeting was called to order at 7.45 p.m., by the Moderator, and Article 2nd was taken up.


Voted, That the Board of Public Works are hereby authorized to construct the High Service System as provided by scheme No. I, in their report at a cost not to exceed Thirty Thousand dollars ($30,000.00).


The vote stood seventy-nine (79) yes, eight (8) no.


Voted, To authorize the Board of Public Works to extend the Water Service System in accordance with its report as found on page 4 of the report submitted to the town, but that no extension be made that does not show a gross return of two per cent. on the cost of same.


Took up Article 3rd.


Voted, That by virtue and in pursuance of Chapter 363 of the Acts of 1901 and for the purpose mentioned in Section 5 of Chap- ter 439 of the Acts of 1887, the town treasurer is hereby author- ized to issue and sell bonds of the town in the aggregate prin-

cipal amount of Ten thousand dollars, ($10,000.00) to be dated Ist June, 1908 and payable $1,000 thereof on the Ist of June in each of the years 1909 to 1918 inclusive, bearing interest at a rate not exceeding 5 per cent per annum, payable semi-annually. The said bonds shall be denominated on the face thereof, "An- dover Water Loan," shall be signed by the town treasurer and countersigned by the Board of Public Works, and shall be in such form and contain such statements not inconsistent with this vote as the town treasurer may determine. The vote on above stood, Yes 122, No. o.


Voted, That by virtue and in pursuance of Chapter 278 of the Acts of 1908 and for the purposes mentioned in Section 5 of Chapter 439 of the Acts of 1887, the town treasurer is hereby authorized to issue bonds of the town in the aggregate principal amounting to Forty Thousand dollars ($40,000.00), to be dated Ist June, 1908, and payable $1,000 thereof on the first of June in each of the years 1909 to 1918 inclusive and $2,000 thereof on the first of June in each of the years 1919 to 1933 inclusive, bearing interest at a rate not exceeding 5 per cent per annum payable semi-annually. The said bonds shall be denominated on the face thereof "Andover Water Loan Act of 1908," shall be signed by the Board of Public Works and countersigned by the town treasurer, and shall be in such form and contain such state- ments not inconsistent with this vote as the town treasurer may determine. The vote on above stood, Yes 116, No. o.

Voted, That any premium derived from the sale of these bonds shall be applied to the payment of the first bonds maturing after such sale.


Voted, That the town treasurer be instructed to recite in these bonds that they are "tax free" bonds.


Voted, That this meeting recommend to the Board of Public Works that they employ as far as practicable residents of Andover in completing this work.
