REPORT OF BOARD OF PUBLIC WORKS
To the Citizens of the Town of Andover:
Your Board of Public Works submit their eighth annual report, embracing the tenth of the Sewer and the eighteenth of the Water Systems, for the year ending January 15th, 1907.
SEWER DEPARTMENT
The condition of the sewer system is excellent. There has been no trouble of any consequence during the year, and no complaints have been received.
It will be necessary to build a new sludge bed in the Spring to take care of the increasing flow of sewerage matter. There are at present two beds, but as these are now taxed to their full capacity, a third one is necessary.
The bonded debt is now $70,000 and the sinking fund is #8805.22, leaving a net bonded debt of $61,194.18. No bonds matured during the year. An appropriation of $5000 for the sinking fund is asked to redeem bonds in 1908.
The cost of maintenance for the past year was $1286.34. For the coming year an appropriation of $1300 is asked.
WATER DEPARTMENT
The Water system is in a satisfactory condition. The pumping station and water pipes are all in good order, and no expenditure is needed except for the ordinary repairs.
A new boiler has been installed to take the place of the No. 2 boiler in use since 1892. The steam piping in the boiler room has been renewed, and is capable of carrying a working pressure of 200 pounds.

The water has been examined monthly by the State Board of Health, and shows its usual high quality.
A six inch water main has been laid on Wolcott Ave., 432 feet in length. Total length of water mains now in the sys- tem is 31.031 miles. There have been twenty-three appli- cations for service, and these have been accepted and the pipes laid. Total of services now in use is 1036, of which 813 are metered.
The receipts from water rates show a continued increase and were $13,516.47, a gain of $1,106.68 over last year. All bills have been collected up to October 1, 1906.
The expense of maintenance is divided as follows:

Cost per million gallons figured on pumping expenses, $17.29.
Cost per million gallons figured on total maintenance, $45.39. Receipts per million gallons, $76.48.
The bonded debt is now $141,000.00 of which $50,000.00 is redeemable by sinking funds which now amount to $16,713.39. The balance of the bonded debt is paid by annual appropriation by the Town.
An appropriation of $7900.00 is asked for the expense of maintenance for 1907. The increase is largely due to the extra cost of supplying water to the City of Lawrence.
In accordance with the vote of the Town, January 7, 1907, a connection with the water mains of the City of Lawrenee was completed January 10th, and the water turned on Jan- uary 11th. Up to the present time there has been no diffi- culty experienced, nor is any feared. No appreciable effect on the supply at the Pond is noticeable. We are supplying

approximately 500,000 gallons a day. We attach to this re- port the agreement made between the inhabitants of And- over and the City of Lawrence by their respective agents.

THIS AGREEMENT
Made this tenth day of January, 1907, by and between the Inhabitants of Andover, Mass., hereinafter referred to as the Town acting by its Board of Public Works hereto author- ized and instructed by a vote of said Inhabitants passed at a legal meeting held on the seventh day of January, 1907, and the City of Lawrence, Mass., acting herein by John P. Kane its Mayor by virtue of a resolution of its Board of Aldermen passed January 9, 1907.
WITNESSETH :-
That the Town of Andover hereby grants to the City of Lawrence permission to connect its public water supply sys- tem with the water supply system of said Town of Andover at a point on Union Street in said Town by means of a six inch pipe as is now being done and is substantially com- pleted at the time of signing of this agreement.
When said connection has been made and furnished with a proper meter, check valve, stop valve and appliances, all to be within the actual territory or limits of said Town, to be made, set and connected in all respects to the satisfaction of John E. Smith, superintendent of Public Works of said Town of Andover, and approved by him in writing, the said Town of Andover will open said valves and deliver to the

connecting pipe of said City of Lawrence a quantity of water not exceeding one half million gallons per day if said City shall require the same until April thirtieth, 1907.
But this undertaking on part of said Town shall be sub- ject to the discretion of its said Board of Public Works, which may at any and all times and without any prior notice in the exercise of its discretion cut off said supply and break said conncection or may diminish the quantity of water so to be furnished as it may deem best for the interest of the said Town.
And the said City of Lawrence in consideration hereof hereby agrees to pay to the Town of Andover for all water so delivered one hundred six dollars and twenty cents for the first million gallons, and at the rate of seven cents per thou- sand gallons for all in excess of said million gallons, all as shown by said meter, payment to be made on or before the fifteenth day of each calendar month for all water so deliv- ered in the preceeding month.
And said City of Lawrence further agrees to pay all ex- pense incurred or accruing in respect of the matters of this agreement, including laying pipes, furnishing and setting meters, valves, making connections, and all other work and expense whatsoever leading to this connection and to the dis- continuance of the same.
And said City further agrees that it will hold and save harmless and indemnified the said Town from all suits and claims in any way growing out of making and maintaining said connection and will reimburse said Town for any and all expense, if any, which it may incur by damage to its own pipes, machinery and fixtures arising from the greatly in- creased burden put upon them by reason of this undertaking.
And said Town shall have absolute control of all said con- nection, valves, meter, and other appliances, and the agents and servants of said City shall not have any right whatso- ever to operate or meddle with the same.

SUPERINTENDENT'S REPORT
To the Board of Public Works :
During 1906 the only main pipe extension was 432 feet of six inch pipe on Wolcott Avenue, one hydrant was set on the same avenue. The total length of main pipe in service is 31.031 miles.
Total number of public Hydrants, 224.
Twenty-three applications for service were received and twenty-three services laid, 914 feet of service pipe was relaid with larger sizes.
