REPORT OF BOARD OF PUBLIC WORKS


To the Citizens of the Town of Andover:


Your Board of Public Works submit their ninth annual report, embracing the eleventh of the Sewer and the nineteenth of the Water systems for the year ending January 15th, 1908.


SEWER DEPARTMENT


Under-drains were laid in two of the filter beds, as well as in both sludge beds, during the past year. These repairs in the latter so increased their working capacity that it was found un- necessary to build the third bed mentioned in our last report.


In November there was a bad washout which considerably damaged the bankings of filter beds Nos. 14 and 15, and caused an extra expense of maintenance.


The cost for maintenance for the past year was $1355.69. For the coming year an appropriation of $1300.00 is asked.


The bonded debt remains the same as last year, $70,000.00, and the Sinking Fund is $18,924.34, leaving a net bonded debt of $51,075.64. There will mature this year $20,000.00 of these bonds, and an appropriation of $4000.00 is asked for to be applied to this account.


The system is in good condition, and no extraordinary repairs or improvements are contemplated or considered necessary.


WATER SYSTEM


The water system is in its usual satisfactory condition, with the exception of the gate valves, which will be put in good order during the coming year.


The water main has been extended on Main Street with a total of 1480 feet of six inch pipe. In addition there has been laid on

the property of the Smith & Dove Mfg. Co. 300 feet of eight inch pipe and 72 feet of six inch pipe, also on the property of the Tyer Rubber Co. 422 feet of eight inch, 132 feet of six inch and 24 feet of four inch pipe. Total length of water mains now in the system is 31.351 miles. Three public hydrants have been added, two on Main Street and one on Shawsheen Road. Four private hydrants have also been added, three on the property of the Tyer Rubber Co., and one on that of Smith & Dove Mfg. Co. There have been twenty-eight applications for service, and of these twenty-seven have been accepted and the pipes laid. Three services have been discontinued, leaving a total of services now in use, 1060, of which 848 are metered.


The receipts from water rates were $17,267.86, of which amount the sum of $3,513.26 was received from the City of Law- rence, a gain over last year of $3,751.39.


The expense of maintenance is divided as follows:

Gallons of water pumped, 242,125,757. Cost per million gallons figured on pumping expenses, $19.94. Cost per million gallons figured on total maintenance, $33.34. Receipts per million gallons, $75.48.


The extraordinary expenses for the year have been the cost of painting the walls and ceilings of the boiler and engine rooms at the pumping station, painting the fence at the reservoir, and the taking up and repaving over one half of the southern slope of the reservoir. Also the cost of installing a lighting plant at the Pumping Station to furnish lights for the engine and boiler rooms, basement and coal shed by means of a 1.35 K. W. Gene- rator belt connected to a Pelton Wheel water motor.

An appropriation of $7500.00 is asked for the expense of main- tenance for 1908, to be divided as follows: salaries, $3300.00; labor, $1900.00; fuel, $1500.00; and supplies, $800.00.


An appropriation of $2062.27 is asked for new construction, of which amount $562.27 is to be refunded to the Sewer Department in a payment of a loan.


The bonded debt of the Water System is now $135,000.00 of which amount $50,000.00 is redeemable by sinking funds which now amount to $18,135.35. The balance of the bonded debt is paid by annual appropriation by the Town at the rate of $6000.00 per year.


The contract of January 10, 1907, for supplying the City of Lawrence with water was terminated and the water connection discontinued April 30th. 49,252,224 gallons of water were sup- plied for which was received the sum of $3513.20. This service was thoroughly appreciated by the City of Lawrence and ren- dered with great satisfaction by the Town of Andover. The causes which gave rise to the great distress of our neighboring city, and created the emergency justifying our co-operation and assistance, have been remedied, and the City of Lawrence has every confidence that their water supply is adequate for their requirements in the future.


By vote of the Town at the last town meeting the Board of Pub- lic Works was instructed to make rough surveys of the town to ascertain the approximate cost of extending water system to such streets as are not supplied. This work has been done on the east side of the Shawsheen River covering approximately 26 miles showing the cost of such extension to be $176,000.00, detailed re- port of which is to be found in the superintendent's report ac- companying.
