To the Trustees of the Memorial Hall Library-
GENTLEMEN :- The Cornell Art Gallery has been visited dur- ing the year by 1102 persons; of this number 877 were adults and 225 were children, an average daily attendance of II.
The wise decision of the Trustees to restrict the use of the art room to persons over fourteen unless accompanied by an adult has, naturally, caused a decrease in attendance, but has had good results.
The Gallery has had many out-of-town visitors, all of whom have expressed great pleasure over the beautiful collection.
Our stereographs have been enriched by five of the Underwood and Underwood tours, Panama, Burma, Canada, Ecuador and Peru. These tours are, as usual, of high quality, and most in- teresting, in fact "a marvel of realism."
It is hoped that more people will visit the Gallery during the coming year to study and enjoy its fine pictures and stereo- graphs, a combination of great educational value.

To the Citizens of the Town of Andover:
Your Board of Public Works submit their tenth annual report, embracing the twelfth of the Sewer and the twentieth of the Water systems for the year ending January 14, 1909.
SEWER DEPARTMENT
Sewer mains have been laid on Walnut Avenue, 378 feet in length, and on Wolcott Avenue, II02 feet. These extensions were paid for from cash on hand for construction work, but any further extensions to the system must be provided for by new appropriations from the Town.
The bonded debt is now $50,000, there having matured $20,000 during the past year. The Sinking Fund is $4480 51, leaving a net bonded debt of $45519 49. In 1913 there will mature $20,000 of these bonds and an appropriation of $4,000 is asked for to be applied to this account.
The cost of maintenance for the past year has been $1,385 85. An appropriation of $1,350 00 is asked for the present year.
Two applications for sewer mains have been received, one of which, Harding street, has already been accepted, and the other, Buxton Court, must be referred to the Town for action.
The sewer system is in good condition. No extraordinary repairs are contemplated, and none are necessary.
WATER SYSTEM
In accordance with the vote of the Town, May IIth, 1908, a High Service system has been installed and is in successful operation. Also by the authority of the same vote extensions of the water mains have been made on a number of streets of the Town, as shown in the accompanying tables.
The estimated cost of the High Pressure Service to include a reservoir on Prospect hill, a pumping plant and pipe distribu- tion was $28,441 77. The actual cost to date is $28,613 90, with the contract for Telemeter service amounting to $600 00 to be paid for.

There was also laid 1020 feet of 6 inch water main at the Ballard Vale Mills.
Total charges for construction during the year amount to $35,306 03. Total extension 20444.3 feet or 3.872 miles.
Total length of water mains is 35.223 miles. There have been forty-two applications for service, and of these forty-one have been accepted, and the pipes laid. There are IIOI services now in use, of which 884 are metered.
The receipts from water rates were $14,908 89, a gain of $1,392 49 over last year, excluding those from the City of Law- rence.
The expense of maintenance is divided as follows :

An appropriation of $8,200 00 is asked for the expense of maintenance for 1909, to be divided as follows: Salaries, $3,200 00; Labor, $2,200 00; Fuel, $1,950 00; and supplies $850 00.
The bonded debt of the Water System is now $164,000 of which amount $50,000 is redeemable by sinking funds which now amount to $19634 54. The balance of the bonded debt is paid by annual appropriations by the Town, at the rate of $8000 per year. An appropriation of $750 is asked for the sink- ing fund accounts.
The State Board of Health has established rules and regula- tions governing Haggetts Pond, which have been printed and posted in conspicuous places.
The water system is in good condition.
