TOWN OF WEYMOUTH SPECIAL TOWN MEETING MONDAY, APRIL 29, 1957
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, April 29, 1957.
The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.
The Town Clerk, Mr. Harry Christensen, read the Call of the Meet- ing.
There were 196 Town Meeting Members present.
Prayer for Divine Guidance at this Special Town Meeting was offered by the Rev. Charles G. Rowe, Pastor of Holy Nativity Episcopal Church, South Weymouth.
Town Meeting Members not sworn in were administered the oath by the Moderator.
Upon motion duly made it was
UNANIMOUSLY VOTED: That the reading of the Articles in the warrant be suspended.
The Moderator declared a quorum present.
We now continue with consideration of the Articles in the Warrant.
ARTICLE 1. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation, or otherwise, the sum of $400.00 for Veteran's Day and that the sum appropriated be expended by com- mittee set up under Article 1 Item 32 of the Annual Town Meeting of 1957, or take any other action in relation thereto.
Upon motion duly made by the Appropriation Committee, it was
UNANIMOUSLY VOTED: That the Town Appropriate from avail- able funds (Excess and Deficiency Account) the sum of $400.00 for Veteran's Day and that the sum appropriated be expended by the com- mittee set up under Article 1, Item 32 of the annual Town Meeting of 1957. $400.00
ARTICLE 2. (By Direction of Selectmen.) That the Town vote to make available the sum of $1144.00 previously provided for under Article 8 of the Annual Town Meeting of 1957 for the reconstruction of Seaver Road, or take any other action in relation thereto.

MOVED by the Appropriation Committee:
That the Town appropriate from available funds (Excess and Defi- ciency Account) the sum of $7,500 for the purpose of preparing complete drawings and detailed specifications for the construction of an addition to the Homestead School consisting of three classrooms and a remedial reading room, and that the original building committee be reappointed by the Moderator to act as a building committee for this particular building. $7,500.00
Discussion ensued between Mr. Lane and Mr. Mapes, Superintendent of Schools.

UNANIMOUSLY VOTED: That the Town appropriate from avail- able funds (Excess and Deficiency Account) the sum of fifteen thousand dollars for the purpose of preparing complete drawings and detailed specifications for the construction of an addition to the Pond School consisting of six class rooms and a remedial reading room, and that the original building committee be reappointed by the Moderator to act as a building committee for this particular building. $15,000.00
ARTICLE 5. (On Request and By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate by taxation, or otherwise, for the purpose of acquiring by gift, purchase, or to take by right of eminent domain, in fee, for school purposes for a walkway from the Ralph Talbot School to Great Republic Ave. and the northern end of Constitution Ave. in the vicinity of Red Jacket Rd. portion of land of Robert H. Hobbs, Trustee shown as Lots 1 and 73 Block 535, Sheets 46 and 47 and Lot 92, Block 573, Sheets 46 and 47 of the Atlas of the Town of Weymouth corrected to January 1, 1956, or take any other action in relation thereto.
MOVED by the Appropriation Committee :
That the Town acquire by purchase or take by eminent domain, in fee, for school purposes for a walkway from the Ralph Talbot School to Great Republic Ave. and the northern end of Constitution Ave. in the vicinity of Red Jacket Rd., portion of land of Robert H. Hobbs, Trustee shown as Lots 1 and 73, Block 535, Sheets 46 and 47 and Lot 92, Block 573, Sheets 46 and 47 of the Atlas of the Town of Weymouth corrected to January 1, 1956, and said premises are shown on a plan drawn by Arthur J. Bilodeau, Town Engineer, to be filed with the Town Clerk, and that the sum of $2,000.00 be appropriated from available funds (Excess and Deficiency Account) for this purpose, and the Board of Selectmen are hereby authorized to acquire such land as described by gift, pur- chase, or eminent domain, in fee, for a walkway for school purposes.

That the subject matter of the Article be referred back to committee.
Discussion ensued involving several of the Town Meeting Members and residents of the area involved.
Comes now the question on the motion by Mr. Hackett.
Vote was taken and the Moderator ruled the substitute motion by Mr. Hackett LOST.
Comes now the question on the motion by the Appropriation Committee.
Vote was taken and there being votes in the negative the Moderator ordered a teller count.
Telers were appointed and sworn by the Moderator as follows:

Vote and count were taken and the tellers reported 160 votes in the affirmative and 4 votes in the negative. There being more than the necessary two-thirds vote in the affirmative the Moderator declared the motion by the Appropriation Committee.

That the Town appropriate $9,500.00 from available funds (Excess and Deficiency Account) for the purpose of construction of a walkway from the Ralph Talbot School to Great Republic Ave. and the northern end of Constitution Ave., said work to be done under the jurisdiction of the Board of Selectmen and the Town Engineer. $9,500.00
MOVED the following amendment by Mr. Lane:
That the Board of Selectmen arrange for proper fencing in those areas in which the Board of Selectmen deem it necessary for the safety of children.
