CERTIFICATE OF CHOICE FOR TOWN MEETING MEMBER PRECINCT TWO
Upon petition of Town Meeting Members of Precinct two of the Town of Weymouth, and the following due notice by Harry Christensen, Town Clerk, the Town Meeting Members of Precinct two held a meeting on Monday evening, July 15th, 1957 at 7:30 P.M. in the Town Hall for the purpose of filling a vacancy in the full number of Town Meeting Mem- bers in Precinct two.
The meeting was called to order by the temporary chairman, Harry Christensen, Town Clerk. There were twelve town meeting members present.
Upon motion duly made, seconded and voted Frederick V. Nolan was chosen chairman. Upon motion duly made, seconded and voted Oral A. Page was chosen clerk.
Two names were submitted for nomination, Russell Craig, 39 Lafayette Avenue and Ralph O. Sanford, 524 East Street. Upon motion made and seconded it was unanimously voted that the nominations be closed.
The members then proceeded to vote by ballot and following the teller count the results showed Russell Craig to be elected by a majority vote.

ARTICLE 1. (By Direction of Selectmen and at Request of Building Committee. To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of constructing and originally equipping and furnishing an elementary school on the site off Green Street whose purchase was authorized at the Special Town Meeting held on September 17, 1956, or take any other action in relation thereto.
ARTICLE 2. (By Direction of Selectmen and at Request of Building Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of constructing and originally equipping and furnishing an addition to the Homestead School, or take any action in relation thereto.
ARTICLE 3. (By Direction of Selectmen and at Request of School Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of acquiring by gift, purchase, or to take by right of eminent domain, in fee, Lots 1, 18. 19 and 20, Block 245, containing about 765,600 square feet (17.57 acres) as shown on Sheet 18 of the Atlas of the Town of Weymouth dated Janu- ary 1, 1956, as a site for a new High School, or take any other action in relation thereto.
ARTICLE 4. (By Direction of Selectmen and at Request of School Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of acquiring by gift, purchase, or to take by right of eminent domain, in fee, Lot 3, Block 495 containing about 1,027,500 square feet, and part of Lot 6, Block 469, containing about 335,400 square feet (total acres 31.29), as shown on Sheet 42 of the Atlas of the Town of Weymouth dated January 1, 1956, as a site for a future second High School, or take any other action in relation thereto.
ARTICLE 5. (By Direction of Selectmen and at Request of School Committee.) To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of preparing preliminary plans for the construction of a High School to be built on the land authorized to be purchased under Article 3 of this warrant, or take any other action in relation thereto.
ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote a sum of $5,000.00 for a survey of the hospital needs of the Town of Weymouth and its inhabitants and recommendations for the use of the Laban Pratt Trust funds, such a survey to be conducted by the Laban Pratt Hospital trustees; and to instruct the Laban Pratt Trustees to submit a copy of such report to all town meeting members, or take any other action in relation thereto.
ARTICLE 7. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money for installing water mains and for the working of Wituwamat Road, said street having been accepted at the 1957 Annual Town meeting, or take any other action in relation thereto.
ARTICLE 8. (By Direction of Board of Selectmen and at Request of the Drainage Committee). To see what sum of money the Town will vote to raise and appropriate, by taxation or otherwise, for stream improve- ment from Weymouth Back River to Whitmans Pond; consisting of flood- flow conduit and channel and works at dams as recommended by Met-

calf and Eddy, Engineers, in report to Weymouth Drainage Committee dated March 11, 1957.
That the sum of money named shall be made available only if the State, under General Laws, Chapter 91, will pay a sum of money pro- portionate to the cost of construction under the provisions of said chapter.
Provided further, that such work shall be done by private contract under the direction of the Board of Selectmen and/or the State Depart- ment of Public Works.
Also, to see if the Town will assume liability in the manner pro- vided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massa- chusetts for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chap- ter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.
ARTICLE 9. (By Direction of the Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of Five thousand two hundred fifty dollars ($5,250.00) for the purpose of purchasing a parcel of land and moving a house on the Westerly side of North Street between Bridge Street and Pilgrim Road as shown on a plan to be made by Arthur J. Bilodeau, Town Engineer, for the purpose of widening said North Street or take any other action in relation thereto.
ARTICLE 10. (By Direction of Board of Selectmen and at Request cf Tree Warden). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise for the control of Dutch Elm Disease or take any other action in relation thereto.
ARTICLE 11. (By Direction of Board of Selectmen and at Request of Weymouth Youth Commission). To see if the Town will vote to add Chapter 306 to the By Laws of the Town to create a Recreation Com- mittee in accordance with Chapter 45 Section 14 of the General Laws in Massachusetts and to eliminate the Park Department and Park Commis- sioners, said Chapter 306 to read as follows:
Section 306. There shall be created in the Town of Weymouth a Recreation Commission with the power to conduct and promote recreation, play, sport, and physical education on playgrounds, playfields, parks, gymnasiums and swimming areas pursuant to Chapter 45, Section 14 of the General Laws of Massachusetts. This Commission shall replace the existing Park Board.
The said Recreation Commission shall consist of seven members who shall be elected at the annual town election in the following manner: The initial members thereof shall be elected to serve, three for three years, two for two years and two for one year from the date of annual town election at which they are elected and thereafter when the term of any member expires his successor shall be elected to serve for three years. In all cases the members of the Board shall serve until their successors are qualified. Vacancies shall be filled for the unexpired terms in the same manner that full term members are elected. Immediately after election the members of the Recreation Commission shall meet and elect a Chairman and Secretary and select all other necessary officers to serve for a period of one year.

The Recreation Commission shall hold meetings regularly at least once a month and shall designate the time and place thereof. The Commission shall have power to adopt rules and regulations for the conduct of business within its jurisdiction and shall keep a record of all its proceedings. Four regular members shall constitute a quorum.
The powers and duties of the Recreation Commission shall be exercised and performed as herein provided and in conformity with the Laws of the Commonwealth of Massachusetts.
The Recreation Commission shall study matters of recreation in re- gards to needs, advantages and benefits, and shall plan a municipal pro- gram to coordinate with the programs of other agencies.
The Recreation Commission shall have the power to conduct recrea- tion that will employ the leisure time of people in a constructive and wholesome manner. It may conduct such activities on properties under its own control, on public properties with consent of the authorities thereof. and on private property with the consent of the owners.
The Recreation Commission shall have the power to employ a Superintendent of Recreation, who is properly trained for the work and such other personnel as the Superintendent and the Commission deem proper.
The Recreation Commission shall have authority to conduct at rea- sonable charges such facilities for amusement, entertainment, refresh- ment of the public as are suitable for recreation purposes and may let privileges therefor, but such privileges shall be subject to the supervision of the Recreation Commission.
The Recreation Commission, at the regularly designated time, shall submit to the Board of Selectmen an estimate of anticipated revenue and expenditures for the ensuing fiscal year to be approved in whole or in part by the Town Meeting and included in the budget. Said Commis- sion shall operate within the budget as approved, and the expenses thereof shall be payable by the treasury of the Town.
The Recreation Commission shall make an annual report to the Town, showing its operation and expenditures and shall make such other reports from time to time as may be requested by the Board of Selectmen
ARTICLE 12. (By Direction of Board of Selectmen and at Request of Wessagussett Beach Development Committee). To see what sum of money the Town will vote to raise by taxation or otherwise, for the pur- pose of acquiring by gift, purchase, or eminent domain, in fee, for park purposes, the land shown as Parcels A, B, C, D, E and F as shown on plan entitled "Wessagussett Beach Area, Weymouth, Mass." by Arthur J. Bilodeau, Town Engineer, dated May 22, 1957 numbered 1021B Sheet 1 and 2 to be recorded in Norfolk Registry bounded and described by plans of Town Engineer.
ARTICLE 13. (At Request of Charles C. Fortier and others). To see if the Town will vote to amend its Zoning By-Laws and Zoning Map, Article X of the Town By-Laws, by making the following changes: Change of Districts. From Residential to Limited Business, Lots 8, 9, 10, 11, 12 and 13 or formerly the property of Charles C. Fortier and Helen E. Fortier, tenants by the entirety, and Lot 14 now or formerly the property of Dorothea F. Fucci, Block 533, Sheet 46, as shown in the Town Atlas revised to January 1, 1956, or take any other action in relation thereto.
ARTICLE 14. (By Direction of Board of Selectmen and at Request

of Personnel Board). To see what action the Town will take relative to the acceptance of the survey of Charles M. Evans and Associates.
ARTICLE 15. (By Direction of Board of Selectmen and at Request cf Personnel Board). To see if the Town will approve the several defini- tions of job classifications not heretofore accepted.
ARTICLE 16. (By Direction of Selectmen). To see if the Town will accept the recommendation of the Board of Selectmen relative to altera- tion of Precincts 4, 6 and 10 division boundaries in West Lake (Westlake) Drive area, or take any other action in relation thereto.
ARTICLE 17. (By Direction of the Selectmen and at Request of the Park Department). To see if the Town will vote to raise by taxation or otherwise and appropriate additional funds for the Park Department Recreational Program or take any other action in relation thereto.
You are directed to serve this Warrant by posting a true copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town, seven days at least before the date of holding said meeting.

TOWN OF WEYMOUTH SPECIAL TOWN MEETING Monday, November 18, 1957
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, November 18, 1957.
The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.
The Town Clerk, Mr. Harry Christensen, read the call of the meeting.
There were 205 Town Meeting Members present.
Upon motion duly made, it was UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.
Prayer for Divine Guidance at this Special Town Meeting was offered by Rev. William E. Rasche, Pastor, Trinity Episcopal Church of Weymouth Landing.
Town Meeting Members not sworn in were administered the oath by the Moderator.
The Moderator declared a quorum present.
The Moderator recognized the presence of Scoutmaster Michael Del Vecchio and members of Troop 3, Boy Scouts of America, North Weymouth who were in attendance for the purpose of studying town government as a credit toward their citizenship badges.
The Chair appointed tellers, who were sworn in as follows, to serve during the course of the meeting:

Mr. Lane presented the following resolution:
WHEREAS, Sandy Roulston, as a citizen, town official, and associate has served loyally and faithfully as Chairman and member of the Ap- propriation Committee, Board of Selectmen, Planning Board, Personnel Board, and in other important public and civic positions and,
WHEREAS, Sandy Roulston for two score years has given to his town! and people a goodly portion of his efforts, time and life in the interest of a better community, and,
WHEREAS, Sandy Roulston has discharged his duties with integrity and fidelity and has given his best to maintain the highest standards of public office and,
WHEREAS, Sandy Roulston has now been summoned to an eternal reward for his faithful performance and achievement,
IT IS THEREFORE RESOLVED: that the citizens of Weymouth on this 18th day of November 1957, in town meeting assembled, by the adop- tion of this resolution record their grateful and lasting appreciation of the sincere, wise, and efficient services of Sandy Roulston for almost two score years, and,
BE IT FURTHER RESOLVED: that the citizens of Weymouth desire to have this appreciation inscribed upon the records of the town to the end that future town meetings may have recourse to their acknowledge- ment of a duty well performed by a faithful public servant and be inspired to the same high regard for performance of public duty.
It is therefore moved that this resolution be adopted by a standing vote of this town meeting.
The town meeting members signified their acceptance of the resolu- tion by a spontaneous standing vote and observance of a moment of silence in memory of Sandy Roulston.
We now continue with consideration of the Articles in the Warrant.
ARTICLE 1. (By Direction of Selectmen and at Request of Building Committee). To see what sum of money the Town will vote to raise by taxation, or otherwise, and appropriate, for the purpose of constructing and originally equipping and furnishing an elementary school on the site off Green Street whose purchase was authorized at the Special Town Meeting held on September 17, 1956, or take any other action in relation thereto.
MOVED by the Appropriation Committee:
That the sum of Four thousand one hundred ($4,100.00) Dollars be appropriated from available funds (Excess and Deficiency Account) for the purpose of paying the obligations incurred by the Green Street Build- ing Committee; that the Green Street Building Committee be continued and directed to prepare complete drawings and detailed specifications in order that bids may be secured for the construction of a new Elementary School located off Green Street on land acquired by the Town under Ar- ticle 2 of the Special Town Meeting of September 17, 1956, and that $22,500.00 be appropriated from available funds (Excess and Deficiency Account) for this purpose.

That the sum of $600,000.00 be raised and appropriated for the pur- pose of constructing and originally equipping and furnishing the Green Street Elementary School and for the development of the site; and that to meet said appropriation the Town Treasurer with the approval of the Board of Selectmen, be and hereby is authorized to borrow the sum of $600,000.00 under authority of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes to be payable in accordance with provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty (20) years from the date of issue of the first bond or note. Construction of said school shall be under the supervision of the Building Committee authorized under Article 3 of the Special Town Meet- ing held on September 17, 1956.
Discussion ensued involving Mr. Amabile of the Board of Selectmen, Mr. Ames and Mr. Larsen of the Green Street Building Committee, Mr. Mapes, Superintendent of Schools, and Mr. Almquist.
Comes now the question on the substitute motion by Mr. Hearn.
The Chair ordered a teller count. Vote and count were taken and the tellers reported 55 votes in the affirmative, and 117 votes in the nega- tive. The Chair then declared the substitute motion by Mr. Hearn LOST.
Comes now the question on the motion by the Appropriation Com- mittee.

MOVED by the Appropriation Committee:
That the sum of One hundred six thousand Five hundred ($106,500.00) Dollars be raised and appropriated for the purpose of constructing and originally equipping and furnishing an addition, which will include three classrooms, reading remedial room, and necessary corridors, and storage room and oil fired steam boiler, to the Homestead School, for the devel- opment of the site; and to meet said appropriation $55.66, $59,05 and $10.23 shall be transferred from the unexpended balances in the Central Junior High, Ralph Talbot School, and Academy Avenue School Construction Accounts, respectively; $6,375.06 shall be appropriated from the Excess and Deficiency Account, and the Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow the sum of $100,000.00 under authority of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes to be payable in accordance with provisions of Chap- ter 44 of the General Laws so that the whole loan shall be paid in not more than twenty (20) years from the date of issue of the first bond or note.
