ARTICLE 89. (On Petition and By Direction of Selectmen). To see if the Town will accept Chapter 374 of the Acts of 1956, '(An Act relative to providing pensions for widows of Police and Fire Fighters under the non-contributory law," or take any other action in relation thereto.


ARTICLE 90. (On Petition of George E. Lane and others). To see if the Town will vote to instruct the Board of Assessors to submit to any taxpayer owning homes, lands or other properties, a notice of increased assessments on such properties prior to the sending of the annual tax bill or take any other action in relation thereto.


ARTICLE 91. (On Petition of Everett E. Callahan and others). To see what action the Town will take to appropriate a sum sufficient to audit the town accounts for the years 1952 through 1956, and, further, to in- struct the Board of Selectmen to employ a competent auditing firm for this purpose.


ARTICLE 92. (By Direction of Selectmen). To see what action the Town will take to appoint a Committee of nine (9) to review our form of government with the view of strengthening and preserving our present type of government. This committee to report to the Board of Selectmen by December 1, 1957 and the Annual Town Meeting of 1958. This com- mittee to consist of at least two Selectmen, one member of Planning Board, one Department head, and five private citizens, one from each of the five wards, or take any other action in relation thereto.


ARTICLE 93. (At Request of George E. Lane and others). To see if the Town will vote to set up a Zoning Appeal Board in accordance with Chapter 40, Section 30 of the General Laws of Massachusetts, or take any other action in relation thereto.


ARTICLE 94. (At Request of Weymouth Housing Authority). To see whether the Town of Weymouth will approve of the erection of a new housing project of the Weymouth Housing Authority and will approve all applications therefor and incident thereto of said Housing Authority in pursuance of the provisions of Chapter 667 of the Acts and Resolves of Massachusetts in the year 1954, titled "An Act to Provide for the Housing of Elderly Persons of Low Income" or take any other action in relation thereto.

ARTICLE 95. (At Request of George E. Lane and others). To see what sum of money the Town will raise and appropriate for proper light- ing on Columbian and Washington Streets in areas of major food stores, or take any other action in relation thereto.


ARTICLE 96. (By Direction of Selectmen). To see what action the Town will take to limiting the number of consecutive years a man may serve as Selectman to two consecutive three year terms, or take any other action in relation thereto.


ARTICLE 97. (By Direction of Selectmen). To see what action the Town will take to prohibit all elected or appointed officials, who may be lawyers, from partaking in or engaging in any action either Civil or Criminal brought against the Town or any of its employees, or take any other action in relation thereto.


ARTICLE 98. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $300.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland waters, located within the Town limits, with fish and/or lib- erating game, all in accordance with General Laws (Ter. Ed.) Chapter 10, Section 5, Clause 41, or take any other action in relation thereto.


ARTICLE 99. (On Petition of George E. Lane and others). To see if the Town will vote to adopt a new by-law prohibiting the attachment of political stickers, posters or other signs on utility poles and trees on town roads and streets without approval of the Board of Selectmen, violation of such a by-law subject to a $50.00 fine, or take any other action in relation thereto.


ARTICLE 100. (At Request of George E. Lane and others). To see what sum of money the Town will raise and appropriate for a survey of recreational facilities under the direction of the Weymouth Youth Com- mission, or take any other action in relation thereto.


ARTICLE 101. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money in the amount of $30,723.80 to indemnify Kevin J. McNamara, an employee of the Town of Weymouth, who was at the time the claim arose acting with- in the scope of his official duties or employment, and that the defense of such claim was made by the Town Counsel of the Town of Weymouth, said sum of money to be paid as follows:


To Kenneth Peterson, individually, the sum of $15,000 for personal injuries;


To Kenneth Peterson, Administrator of the Estate of Magdalene S. Peterson, for death and conscious suffering of the said Magdalene S. Peterson, the sum of $10,275.50;


To Miss Etta Peterson for personal injuries the sum of $5,448.30; mak- ing a total of $30,723.80;


All in accordance with Chapter 41 of the General Laws (Ter. Ed.).


ARTICLE 102. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate, for the purpose of acquiring by gift, purchase, or eminent domain in fee, the dam behind the Weymouth Lumber Company, in South Weymouth, and the dam be- hind the house of Henry Godin, in East Weymouth, together with ease-

ments which may be necessary in connection therewith, and for the repair or rebuilding of said dams, to help control floods, or take any other action in relation thereto.


ARTICLE 103. (By Direction of Selectmen). To see if the Town will vote to appoint a committee to make a study of common landing place or places on the tidal shores of the town in accordance with the provisions of Chapter 262 of the Acts of 1956, or take any other action in relation thereto.

ANNUAL AND ADJOURNED TOWN MEETING March 4, 6, 8 and 9, 1957 ANNUAL TOWN MEETING March 4, 1957


Pursuant to a Warrant duly issued, the Annual Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, March 4, 1957.


The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The Town Clerk, Mr. Harry Christensen, read the Call of the Meeting.


There were 220 Town Meeting Members present.


Upon motion duly made, it was


UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.


Prayer for Divine Guidance at this Annual Town Meeting was offered by the Rev. Raymond M. Scott, Pastor of the Third Universalist Church, North Weymouth.


There were no Town Meeting Members to be administered the oath by the Moderator.


The Moderator declared a quorum present.


We now continue with consideration of the Articles in the Warrant.


Upon request by the Appropriation Committee for unanimous con- sent to consider Article 57 at this time, and there being no objection, the Chair ruled that Article 57 would be considered at this time.

MOVED the following substitute motion by Mr. Lane:


That action on amendment of Article 4, Section 409 of the Town By- Laws be postponed to a Special Town Meeting to be called at the joint request of the Personnel Board and the Appropriations Committee; and that the sum of $2,000.00 be appropriated from available funds (E & D Account) for the purpose of a review by an outside survey concern of Article 4, Section 409 of the Town By-Laws, the Classification and Pay Plan, as adopted on March 6, 1950 and amended to March 5, 1956, such a survey to be made as soon as possible under the direction of the Person- nel Board which shall submit a report and recommended revised plan to the Special Town Meeting.


Lengthy discussion ensued involving several of the Town Meeting Members.


Comes now the question on the substitute motion by Mr. Lane.


Vote was taken and the Chair declared the substitute motion by Mr. Lane LOST.


MOVED by Mr. Amabile, of the Board of Selectmen, to amend the motion of the Appropriation Committee as follows, in 2(a) :


That step rate increases be automatic from April 1st of that year.


MOVED by Mr. Garrison to amend the motion by the Appropriation Committee as follows:


That 2(b) be stricken from the motion by the Appropriation Com- mittee.


Mr. Newton, Secretary of the Appropriation Committee, spoke on the motion and amendments.

MOVED by Mr. Gunn the following substitute motion in place of the motions made by the Appropriation Committee under Items 2 and 3 of Article 57.


That the amounts recommended by the Appropriation Committee be voted as a temporary increase for this year only and, further, that the matter of changing the Salary and Wage Scale be referred back to the Personnel Board with the provision that the services of a professional firm be retained to revise and bring up-to-date the Salary and Wage Classi- fications under the supervision of the Personnel Board and the sum of $2,000.00 be appropriated for this purpose.
