ARTICLE 52. (At Request of By-Law Committee). To see if the

Town will vote to revise, amend and/or add to the By-Laws of the Town of Weymouth, or take any other action in relation thereto, and more par- ticularly the following:
A. Amend Section 504 of the By-Laws by striking out the present section and inserting in place thereof the following :- Section 504. All petitions for the acceptance of streets, new or otherwise, must be pre- sented to the Board of Selectmen not later than August first previous to the Annual Town Meeting, and such streets may be accepted only at an annual town meeting.
B. Amend Section 506 of the By-Laws by striking out the present section and inserting in place thereof the following section :- Section 506. No street or way shall be laid out or accepted by the Town of Weymouth of a width less than forty feet, unless the same shall have been actually opened and used for public travel prior to January 1, 1924 and is recom- mended and approved by the Selectmen, Superintendent of Streets, Su- perintendent of Sewers, Superintendent of Water, Public Health and Town Engineer.
C. Amend Section 508 by striking out in line 8 the words "75 per- cent" and inserting in place thereof the words "90 percent," so as to read as follows :-
Section 508. Any street or way constructed through private land by the owners thereof in accordance with the specifications set forth in Section 511, may be laid out and accepted as a public street in the Town of Wey- mouth, provided such action is taken in accordance with provision of Chapter 50 of the Revised Laws of Massachusetts and amendments there- of; and provided also, that the owners of at least 90 percent of the lands through which such street or way passes, have signed releases of all property which the town deems it necessary to acquire for such layout and accepted and have granted sloping privileges.
D. Amend Section 511 striking out the first two paragraphs as most recently amended by vote of the 1956 Annual Town Meeting and inserting in place thereof the following :- Section 511. A plan and profile done in ink on tracing cloth 19 inches wide by 28 inches long or 24 inches wide by 36 inches long at a scale of one inch to 40 feet of each street. The survey and plan work will be accomplished by a private Registered En- gineer or Registered Land Surveyor and the cost of the work will be borne by the abutters and/or petitioners. The Engineer or Surveyor will design a satisfactory road grade and indicate the necessary drainage. He will set the necessary bounds as indicated by the Town Engineer. He will clear his plan with the Sewer, Water, Street, Health, and Engineerinig Departments, who in approving the plan will sign the linen in the appro- priate spaces provided.
Such plan will show all physical characteristics of the Street pre- sented for acceptance, i. e., all property lines for at least 50 feet from pro- posed street, the names of the respective owners as of a date and not earlier than September first of the year in which the petition is filed, the correct locations of all buildings, hydrants, catch basins, manholes, utility poles, all easements necessary for drainage, sewer or water mains, all stone bounds, all survey data necessary to lay out the proposed street. The linen and 8 additional prints will be delivered to the office of the Selectmen no later than October first of the year in which the petition is filed.

E. Amend Section 501, Paragraph 1 of the By-Laws by striking out in line 7, the words "twenty-five cents" and inserting in place thereof the words "one dollar" so as to read as follows :-
No person or corporation shall make any excavation within the limits of any public way in the town except upon and in accordance with the con- ditions of a permit to be issued by the Board of Selectmen, such permit to be issued only upon the written application stating the location and extent of the proposed excavation and a fee of one dollar shall be charged for each permit issued.
F. Delete Paragraph 3, Section 501 of the By-Laws which now reads: Except in the case of a leak or break in some underground installation or for the purpose of setting telepraph or other poles, no such permit shall be granted to open any street or way between the time when the ground freezes in the Autumn and the time when the frost is out of the ground in the Spring, which times for the purposes of this section be deter- mined each year by the Board of Selectmen.
G. Amend Section 626 of the By-Laws by striking out in line 3 the words "two thousand dollars ($2,000.)" and inserting in place thereof the words "Thirty-five hundred dollars ($3,500.)" so as to read as fol- lows :-
Section 626. If a person is employed by the Town and receives as salary and compensation for such employment a sum in excess of thirty-five hundred dollars ($3,500.), he shall not receive any other compensation or salary from the Town derived from any other office position or employ- ment of the Town unless otherwise authorized by vote of the Town.
H. Amend Section 629 of the By-Laws by striking out in line 4 the words "three years" and inserting in place thereof the words "five years" so as to read as follows !- No street, road or highway in the town shall be opened for installation of sewers, water mains, drains, public utilities or other purposes, except for emergency services, for five years after such street, road or highway has been reconstructed, rebuilt or re- located. Prior to reconstruction, rebuilding or relocation of any street, road or highway, the Board of Selectmen shall notify sewer highway and water departments and telephone, gas and electric companies not less than three months before actual work will be started.
I. Amend the By-Laws by adding a new section numbered 630 as follows :- No person, unless required by law so to do, shall make any marks, letters, figures of any kind or place any sign, advertisement or placard (Political or otherwise) upon or against any wall, fence, utility pole, post, ledge, stone, tree, building or structure, in or upon any public way in the town without the permission of the owner thereof, nor upon any sidewalk or upon any property of the town without the consent of the Selectmen. Whoever violates any of the provisions of this section shall be punished by a fine of not more than fifty ($50.00) dollars.
J. Amend the By-Laws by adding a new section numbered 631 as follows :-
Section 631. Any vehicle on a public way in the town interfering with the work of removing or plowing snow, or removing ice therefrom, may be re- moved by or under the direction of the Superintendent of Streets to a public garage or any convenient place. The Superintendent of Streets shall, within a reasonable time, notify the Chief of Police of the removal of any such vehicle and of the place to which it has been removed and

the Chief of Police shall give like notice to the registered owner of the ve- hicle. The owner, before being permittd to remove the vehicle, shall es- tablish his right so to do and pay to the town or to the keeper of storage, the cost of removal not exceeding ten dollars ($10.00) and any storage resulting therefrom, not exceeding one dollar ($1.00) per day.
K. Amend Section 704 of the Building Code by striking out the sec- ond paragraph and inserting in place thereof the following :- Upon re- quest for a building permit, the builder will submit to the building in- spector a linen and two prints of the proposed plot plan. The plan will show the entire building lot, a portion of the way or street on location, (public or otherwise) and an accurate location of the proposed building. This plan will be accomplished by a qualified Registered Engineer or Land Surveyor. It will be drawn on cloth in black India ink, scale 1" equals 40 feet, size 91/2 inches by 14 inches. It will show the survey date required to distinguish the lot and building. The building inspector shall also require that all plans and computations bear the name of the person designing the plans and name of owner of proposed building.
L. Amend Section 715 of the Building Code (By-Laws) by adding thereto the following :- Elevationos. All sill elevations of new structures will be set or approved by the Department of Engineering prior to the is- suance of a building permit.
ARTICLE 53. (At request of George E. Lane and others). To see if the Town will vote to amend Section 504 of the By-Laws so as to read, "All petitions for the acceptance of streets must be presented to the Board of Selectmen not later than October first previous to the annual town meeting and all new streets must be accepted at an annual town meeting," or take any other action in relation thereto.
ARTICLE 54. (At Request of George E. Lane and others). To see if the Town will vote to amend Section 404 of the Town By-Laws so as to read ". .. he shall be responsible for the acts of any assistants employed by him and such assistants shall be paid by the town."
ARTICLE 55. (At Request of of George E. Lane and others). To see if the Town will vote to amend Section 404A of the Town By-Laws so as to read "The salary of the Town Counsel shall cover all work performed by him except examination of titles to real estate or actual appearance in court in the conduct of litigation or before administrative Boards or other tribunals."
ARTICLE 56. (At Request of American Federation of State, County and Municipal Employees, Local 772, A. F. of L.) To see if the Town will vote to amend Article 4, Sec. 409 of the Town By-Laws by accepting changes in the Salary and Wage Scale designated as Schedule I, II, and III, or take any other action in relation thereto.
ARTICLE 57. (At requests of the Personnel Board). To see if the Town will vote to amend Article 4, Section 409 of the Town By-Laws by accepting changes in Classifications of Pay Grades under Schedule A as follows, or take any other action in relation thereto.
Change titles of engineers to correspond with Civil Service classifica- tions: Engineer II to Assistant Engineer and Draftsman Grade IV to pay grade S-8; Engineer I and Engineer Aide III to Chief of Party Grade III to pay grade S-7; Engineering Aide II to Instrumental Man and Drafts-

PROTECTION OF PERSONS AND PROPERTY
ARTICLE 58. (At Request of Tree Warden and Moth Department). That the Town vote to raise and appropriate the sum of $25,000.00 for the control of Dutch Elm Disease under the requirements of Chapter 132 of the General Laws as most recently amended by Chapter 657 Acts of 1956 or take any other action in relation thereto.
ARTICLE 59. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of main- taining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931 or take any other action in relation thereto.
ARTICLE 60. (By Direction of Selectmen). To see if the Town will vote and appropriate by taxation or otherwise the sum of $8,000.00 for the Town's share in the South Shore Mosquito Control District, or take any other action in relation thereto.
ARTICLE 61. (At Request of George E. Lane and others). To see what sum of money the Town will raise and appropriate for mosquito control work under the direction of the Tree and Moth Department, or take any other action in relation thereto.
ARTICLE 62. (By Direction of Selectmen). To see what sum of money the Town will vote to raise or appropriate by taxation or otherwise for the continuation of the seawall on Aspinwall Avenue and Fort Point Road; the Wessagusset Beach Area, from North Street to Wessagusset Yacht Club, or take any other action in relation thereto.
ARTICLE 63. (At Request of George E. Lane and others). To see what sum of money the Town will raise and appropriate for sea walls in the Weymouth Back River in area of Neck Street and extension of sea walls on shores of Quincy Bay, or take any other action in relation there- to.
ARTICLE 64. (On Petition of Everett E. Callahan and others). To see what action the Town will take in the employment of women traffic officers ..
ARTICLE 65. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate a sum of money by taxation or otherwise for the purchase of two (2) Aluminum type Rescue Rowboats, one for Whitman's Pond, one for Wessagusset Beach, or take any other action in relation thereto.
PARKS AND PLAYGROUNDS
ARTICLE 66. (At Request of Park Department). To see if the Town will vote to transfer to the care, custody and management and control of the Park Department the land shown as Lot 6, Block 487, Sheets 40 and 44, and Lot 8, Block 486, Sheet 40, as they appear in the Atlas of the Town of Weymouth for the year 1954, or take any other action in relation there- to.
ARTICLE 67. (At Request of Park Department). To see if the Town will vote to raise and appropriate a sum of $2000.00 for the purpose of con- structing an addition onto the shed at Weston Park, or take any other action in relation thereto.

ARTICLE 68. (At Request of Park Department). To see if the Town will vote to raise and appropriate the sum of $3000.00 for the purpose of developing and equipping a playground on land recently acquired from the Government shown on the Town Atlas as Lot 1, Block 25, Sheets 4 and 7, 1954, containing approximately 344,800 square feet, or take any other action in relation thereto.
ARTICLE 69. (At Request of Park Department). To see if the Town will vote to allow the Park Department to spend funds available in the Idlewell Playground account to equip the playground as well as to further develop the area, or take any other action in relation thereto.
ARTICLE 70. (At Request of Park Department). To see if the Town will vote to raise and appropriate a sum of money to fence in a waterhole on the playground property at the foot of Julia Road, North Weymouth, Mass. or take any other action in relation thereto.
ARTICLE 71. (At Request of Park Department). To see if the Town will vote to raise and appropriate a sum of money for the further develop- ment and equipping of a playground at the foot of Julia Road. North Wey- mouth, Mass., or take any other action in relation thereto.
ARITCLE 72. (At Request of Park Department). To see if the Town will vote to raise and approprite a sum of money for the purpose of re- surfacing and draining the tennis courts at Stella Tirrell Park, or take any other action in relation thereto.
ARTICLE 73. (At Request of Weymouth Pony League). To see if the Town will vote to lease for park purposes and to be under the jurisdiction of the Park Department, part of Lot 9, Block 291, Sheet 22, known as Clapp Memorial Field as shown in the Town of Weymouth Atlas for 1956, or take any other action in relation thereto.
ARTICLE 74. (At Request of Weymouth Pony League). To see what sum of money the Town will vote to raise and appropriate by taxation, or otherwise. for the purpose of constructing and developing a play area and ball field at Clapp Memorial Field to be under the jurisdiction of the Park Department, or take any other action in relation thereto.
ARTICLE 75. (At Request of George E. Lane and others). To see what sum of money the Town will raise and appropriate for the con- struction of a playground and purchase of equipment for same to be lo- cated on the property of the Veterans Housing Project on or near Lake Street and bordering Whitman's Pond, or take any other action in rela- tion thereto.
ARTICLE 76. (At Request of the Homestead School P. T. A., Wey- mouth Manor Association, and Briarwood Association). To see what sum of money the Town will appropriate to utilize and improve Town property adjacent to the Homestead School, which property is now under School Committee title, so as to provide a multiple play area, under the super- vision and maintenance of the Park Department, or take any other action in relation thereto.
ARTICLE 77. (At Request of George E. Lane and others). To see if the Town will vote to create a 7-member Park and Recreation Commission in accordance with Chapter 45. Section 14, of the General Laws of Massa- chusetts, or take any other action in relation thereto. ,

ARTICLE 78. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate a sufficient sum of money for the construction of a wall and installing of a chain link fence along brook at the Herring Run on Commercial Street; in the netting area, or take any other action in relation thereto.
ARTICLE 79. (By Direction of Selectmen). To see if the Town will vote to raise or appropriate by taxation or otherwise the sum of $3425.80 for the completion of the Dog Pound, or take any other action in relation thereto.
ARTICLE 80. (At Request of Public Works Building Committee). To see what sum of money the Town will vote to raise and appropriate for construction of a Public Works Building or Highway Department Build- ing to be erected on land on Winter Street, purchased by the Town for this purpose, in accordance with plans of the Public Works Building Com- mittee, the custody of said building to be under the control of the Board of Selectmen, or take any other action in relation thereto.
ARTICLE 81. (At Request of Public Works Building Committee). To see what sum of money the Town will vote to raise and appropriate to purchase, accept as a gift or take by right of eminent domain in fee simple for the purpose of expansion of Public Works Building and storage of materials, land of Edward T. Dwyer, shown as Lot 7, Block 375, Sheet 29, of the Town of Weymouth Atlas corrected to January 1, 1956, contain- ing approximately 116,600 square feet, more or less, and that a sum of money be raised and appropriated for this purpose, or take any other action in relation thereto.
ARTICLE 82. (By Direction of Selectmen). To see if the Town will accept the recommendations of the Board of Selectmen relative to divi- sion of Precinct 6.
ARTICLE 83. (By Direction of Selectmen). To see if the Town will vote to raise or appropriate by taxation or otherwise a sum of money to remove building from the socalled Whitmarsh property at 105 Middle Street or to raze building and remove material from site, or take any other action in relation thereto.
ARTICLE 84. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money to make the necessary repairs to the Town Hall and Town Hall Annex, or take any other action in relation thereto.
ARTICLE 85. (By Direction of Selectmen). To see what action the town will take to instruct all town department heads that all town owned vehicles (except police cars used by Special Officers) must be marked by large letters on each side designating Town of Weymouth plus department to which it belongs, or take any other action in relation thereto.
ARTICLE 86. (At Request of Wessagusset District of the Old Colony Council. Boy Scouts of America and petitioners). To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate for the purpose of acquiring by gift, purchase, or eminent domain in fee, all or parts of Lot 2, Block 467, Sheets 42 and 38, containing approximately 553,500 square feet; Lot 3, Block 467. Sheets 42 and 38 containing approxi- inately 253,000 square feet: Lot 1, Block 495, Sheet 42, containing about four acres; Lot 2, Block 495, Sheet 42, containing about 11.3 acres; and

Lot 3, Block 495, Sheet 42, containing about 300,000 square feet, as appear in the Atlas of the Town of Weymouth for the year 1956, said land being next to and south of the Bird Sanctuary and east of the So. Junior High School, for the purpose of creating a natural woodland park for conser- vation and outdoor youth activities such as is carried on by the Program of the Boy Scouts of America, said land to be under the jurisdiction of the Park Department, or take any other action in relation thereto.
ARTICLE 87. (By Direction of Selectmen). To see what action the Town will take to designate the Junction of Routes 3 and 18 as Seach Square in honor of William B. Seach, Weymouth's only Congressional Medal of Honor Winner, or take any other action in relation thereto, and appropriate a sum of money for the installation of a marker.
ARTICLE 88. (On Petition and By Direction of Selectmen). To see if the Town will vote to accept Chapter 733 of the Acts of 1956, "An act providing annuities to dependents of certain police officers and fire fighters killed in the performance of duty," or take any other action in relation thereto.
