Mr. Gillen, having received permission, submitted the following Re- port of Progress of the Committee for Passageway to Ralph Talbot School.
Organization meeting of the committee was held in June and the following officers were elected: Gordon T. Barnes, Chairman; Wilbur G. Tirrell, Vice Chairman; Michael C. Gillen, Secretary.
Four other meetings took place and surveys made of costs of con- struction, saving to the Town for transportation and usability of said passageway.
Plans for construction and estimated costs have been drawn up for the Committee by the Town Engineer.
Estimated savings in transportation costs of children to the school have been made available by the School Department.
Several meetings with the trustees of land to be taken, have taken place. The committee has not yet been able to get a commitment as to the cost of the land.
The proper land taking would include an area of land which abuts the school property and could be used for a park area and sewer easement.

The sum of $500.00 was appropriated for use of the committee in pre- paring necessary plans, however, as no expenses have been incurred as yet, the committee requests that this sum be carried over until the com- mittee concludes its assignment.
The opinion of the committee is that the plan is feasible and would be to the best interest of the town to accept it and will have a suitable article ready for the next special town meeting.

ARTICLE 4. By Direction of Selectmen). To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1957, or take any other action in relation thereto.

ARTICLE 5. By Direction of Selectmen). That the Selectmen be authorized to sell or otherwise dispose of personal property and any real estate of which the Town has possession or title, including all property taken for non-payment of taxes, all such cases of sale to be made by public auction or private sale as the Selectmen may deem for the best interest of the Town, and that the Board or Officer in charge of any other Town Deparment may, with the approval of the Board of Selectmen, sell at public auction or private sale, as the Board of Selectmen may approve, any personal property belonging to said Department which in the opinion of the Officer or Board in charge of the Department is no longer needed by the Town and which in the opinion of the Selectmen is not needed by any other Department, provided that in each case involving real estate, majorities of the Planning Board, Sewer Commissioners, Park Commis- sioners and Water Commissioners respectively vote to concur in the opinion that the property will not be needed for parks, playgrounds, or other public use.

It is further provided that the sum of $17,725.00 be raised and appropriated for the necessary water mains in said streets and that the water mains be installed by the water department before any work is done by the street department.

The Adjourned Annual Town Meeting was called to order at 7:45 in the evening of Friday, March 8. 1957 by the Annual Moderator, Mr. Daniel . O'Donnell.
There were 167 Town Meeting Members present.
Prayer for Divine Guidance was offered by Rev. Hugh A. Gillis, Pastor of the Congregational Church of East Weymouth.
There were no Town Meeting Members to be sworn in.
The Moderator declared a quorum present.
We now continue with consideration of the Articles in the Warrant.
(Reconsideration of Article 7, which occured at this time, will be found on page 33 of this record.)
ARTICLE 8. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the construction of :

ARTICLE 9. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface, widen, straighten, relocate or work, Commercial and Pleasant Streets, or any por- tion of said way and for the building of any bridges, drains or conduits, or securing easements which may be necessary in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with said street, pro- vided the State, or county, or both will appropriate a sum of money to help defray the expenses of such work; and transfer from surplus funds that the Town may have, the county and state share of said cost, the amount of this tranfer or reimbursement to be credited to the account from which it came; and will authorize the Board of Selectmen to acquire by gift, pur- chase or take by right of eminent domain in fee or otherwise for all pur- poses of a public street and highway in and over said street and such property as may be necessary or take any other action in relation thereto.
Upon motion duly made by the Appropriation Committee, it was
UNANIMOUSLY VOTED: That the sum of $58,000.00 be appropriated to the Highway Department from available funds (Excess and Deficiency Account) to reconstruct, including sidewalks and curbings, resurface, widen, straighten, relocate and work, Commercial Street and Pleasant Street or any portion or conduits of said ways and for the building of any bridges, drains or securing any easements which may be necessary and that the Board of Selectmen is authorized to accept any deed of any reservation strips in connection with said streets; and provided further, that all dam- ages resulting or occasioned by the construction shall be a charge against the sum appropriated; the Board of Selectmen are hereby authorized to acquire by gift, or purchase or take by right of eminent domain in fee or otherwise for all purposes of public streets or highways in and over said street; that the above sum named shall be made available only if the State or County, or both, under General Laws (Ter. Ed.) Chapter 90 will pay a sum of money proportionate to the cost of construction under the provisions of said Chapter; all payments from State and County to revert to the Ex- cess and Deficiency Account; provided further that such work shall be done by private contract under the direction of the Board of Selectmen and/or the State Department of Public Works. $58,000.00
ARTICLE 10. (At Request of George E. Lane and others). To see if the Town will raise and appropriate or borrow the sum of $250,000.00 for continuance of the Major Highway Program for reconstruction of main steets and roads including Commercial, Church, Green, Evans, Pleasant Streets provided that Chapter 90 funds, if any, may be used for this pur- pose, or take any other action in relation thereto.
MOVED by the Appropriation Committee:
That the sum of $250,000.00 be raised and appropriated to the Highway Department for the original construction or widening of Commercial Street and Pleasant Street and other streets or portions of streets, including, side- walks and curbing, land damages and the cost of pavement laid at the time of said construction or widening, and the construction of permanent pavement under specifications approved by the Department of Public Works,

and that the Board of Selectmen be authorized to accept any deeds of any reservation strips in connection with said streets and to acquire by gift or purchase or take by right of eminent domain for all purposes of public streets or highways such as may be necessary; and to meet said appropria- tion $50,000.00 shall be appropriated from the Tax Levy, and the Treasurer with the approval of the Board of Selectmen, is hereby authorized to bor- row the sum of $200,000.00 and to issue bonds or notes under clause (5) of Section 7 of Chapter 44 of the General Laws as amended payable in ac- cordance with said Chapter 44 in not more than 10 years from their respec- tive dates provided that any or all construction may be done under the provisions of Chapter 90 of General Laws and that all construction shall be done by Private Contract under the direction of the Board of Selectmen and/or the State Department of Public Works and that the streets to be constructed other than those specifically designated above are to be se- $ 50,000.00 lected by the Board of Selectmen.

Following Mr. Newton's explanation Mr. Lane requested unanimous consent to withdraw his amendment. There being no objection the Chair granted permission and declared that Mr. Lane's amendment was with- drawn.

Inasmuch as action under Article 10 involved a bond issue Mr. Christen- sen, Town Clerk, requested the determination of a quorum at this time.
The Chair ordered a teller count and the tellers made the count and reported 165 Town Meeting Members present. The chair then declared that 165 Town Meeting Members being present, and 132 being necessary for a quorum, a quorum is present.
ARTICLE 11. (By Direction of Selectmen). To see if the Town will take by right of eminent domain in fee or otherwise the lands and build- ings at 1349 to 1379 Pleasant Street as shown on plan entitled "Plan of Land in Weymouth, Mass. Proposed Land Taking" plan No. 204-B dated October 1956 made by Arthur J. Bilodeau, Town Engineer, for the purpose of widening Pleasant Street, or take any other action in relation thereto.
MOVED by the Appropriation Committee:
That the Board of Selectmen be authorized to acquire by gift, pur- chase, or eminent domain in fee, for highway purposes land and buildings as described in this Article and as shown on a plan entitled (Plan of Land in Weymouth, Massachusetts, Proposed Land Taking) Plan No. 204-B, dated October, 1956, made by Arthur J. Bilodeau, Town Engineer, to be recorded with the Town Clerk, and the sum of $15,425.00 be raised and ap- propriated for this purpose. $15,425.00

To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of three hundred (300) dollars for the purpose of purchasing a parcel of land at Ledge Hill Road from the Weymouth Lodge No. 1299 Loyal Order of Moose, said parcel of land being shown on plan entitled "Weymouth, Mass. Land Taking Ledge Hill Road At Commercial Street" dated May 1956 Plan No. 11-B-1 made by Arthur J. Bilodeau, Town Engineer," for the purpose of widening said Ledge Hill Road, or take any other action in relation thereto.

Land Taking Ledge Hill Road at Commercial Street" dated May 1956, Plan No. 11-B-1 made by Arthur J. Bilodeau, Town Engineer for the purpose of widening Ledge Hill Road. $300.00
ARTICLE 14. (By Direction of Selectmen.) To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of one hun- dred (100) dollars for the purpose of purchasing a parcel of land at the in- tersection of Essex and Broad Streets from George W. Killory, said parcel of land being shown on Plan entitled "Plan of Land in Weymouth, Mass.' dated November 1956, Plan No. 190-B-1 made by Arthur J. Bilodeau, Town Engineer, for the purpose of widening said streets, or take any other action in relation thereto.
