After a great deal of consideration they selected the work of Kevin J. Crowley, a freshman, the son of Mr. and Mrs. Joseph A. Crowley, residing at 47 First Parish Road.


This work, in the opinion of the Board, was the best com- posite sketch submitted portraying the Town of Scituate.

REPORT OF THE BOARD OF SELECTMEN

To the Citizens of Scituate:


During the year 1962, your Board of Selectmen made its choice of a Comp- troller, and a cautious and progressive program was initiated. Many changes, involving the much needed budget control under an incumbrance system, have had their testing period, and we look to the full success of this change in the future. Efficiency and acceptance of changes do not always meet with the cooperation necessary to success. However, we are certain that in carrying out the mandate of the town, we are building toward full cooperation.


In accordance with the provisions of the so-called "Conflict of Interest" By-Law voted by the town under Article 65 of the 1962 Annual Town Meeting, the Selectmen set up rules, regulations and procedures for compliance. Question- naires were submitted to all Town officials and employees with specific instruc- tion that failure to answer and sign the questionnaire would be reported herein as an apparent violation. The Selectmen reviewed all returned questionnaires, and in view of the replies, suggested certain procedures to be followed and permission obtained where Town officials or employees performed other services for the town. At present, the Selectmen find no apparent violation in connection with re- turned questionnaires. However, the failure of any employee to file the question- naire will be considered as an apparent violation to comply with the By-Law, and will necessitate action on the part of the Board of Selectmen. This has been a costly By-Law, costly for publication and costly in administration; since it is now being superseded as of May 1, 1963, by a State law, the Selectmen are asking re- peal of this By-Law.


Under the provision of Chapter 80 of the General Laws (the Betterment Act) all drainage appropriations as voted were carefully challenged as to need, cost and betterments received. Those projects completed during the past year have been processed through the various stages of betterment procedure.


The need of clarification of the powers of the Harbor Master had been accepted as a challenge for many years. An outstanding presentation before the Massachusetts Selectmen's Association in October received their support and recommendation of submission of an Act to the Legislature. Senate Bill number 206 is now listed, and we look forward to success in the Legislature.


Endless requests for foreshore protection and lack of financial cooperation on the part of the Division of Waterways have necessitated the submission of an Act authorizing and directing the Department of Public Works to construct fore- shore protection works in the Town of Scituate, and to appropriate $116,025.00 to accomplish these needs. Public hearings will be announced soon and your help will be appreciated.

The needs of our various beach areas have been studied, and a sincere effort will be made to solve some of the problems presented to us during the past year. A combined study with the Planning Board regarding enlargement of beach park- ing facilities is now in progress and Articles will be submitted to the Warrant.
