Will the Town vote to purchase, or take in fee by eminent domain, a parcel of land containing approximately 335,785 square feet comprising Lots 22-23 and 24 as shown on Sheet 2 of 4 Sheets of a plan entitled "Plan of Pine Brook Acres", First Parish Road, Scituate, Mass. and owned by Wasco, Inc., dated January 9, 1963 and drawn to a scale of 40 feet to the inch by Lewis W. Perkins and Son, Engineers, said plan.being recorded with the Plymouth County Registry of Deeds and on file with the Office of the Town Clerk, for the purpose of collecting, storing, purifying, and treating water, and for the construction and maintenance of a pumping station for the procurement of an additional water supply for the Town of Scituate, provided, however, that such land shall not be developed without obtaining the approval of the Mass. Dept. of Public Health, as required by law, and raise and appropriate by taxation or otherwise a sum of money therefor, or act thereon.

Will the Town vote to purchase or take in fee by eminent domain a parcel of land containing approximately 79,000 square feet being Lot #52 as shown on Sheet 5 of 6 Sheets of a plan entitled "Subdivision plan of land in Scituate, Mass., surveyed for James F. Morrissey" dated March 11, 1960 and drawn to a scale of 40 feet to an inch by Stenbeck and Taylor, Inc., Surveyors, said plan being recorded with the Plymouth County Reg-

istry of Deeds and on file with the Office of the Town Clerk, together with an easement for the installation and maintenance of a water main from said Lot #52 northerly and easterly over Old Forge Road to and connect- ing with the existing main for the purpose of collecting, storing, purifying and treating water for the Town of Scituate, provided however that such land and easement shall not be purchased or taken, and such water supply shall not be developed without obtaining the approval of the Mass. Dept. of Public Health, as required by law, and raise and appropriate by taxa- tion or otherwise a sum of money therefor, or act thereon.


VOTED: To raise and appropriate $4,000.00. Unanimous vote.


ARTICLE 21


To see if the Town will raise and appropriate by taxation or otherwise the sum of $30,000.00 for the construction of a gravel-packed well, a pump- ing station with necessary machinery on the land acquired under Article 19 and lay a water main to and connecting with the present water system by the Water Department, or take any action thereon.


VOTED: To raise and appropriate $15,000.00.


ARTICLE 22


To see if the Town will raise and appropriate the sum of $8900.00 for Scituate to continue as a member of the South Shore Mosquito Control Project, said sum to include the amount which may be assessed against the Town for Mosquito Control (Chapter 112, Acts of 1931), or act thereon.

ARTICLE 23


To see if the Town will vote to raise and appropriate a sum of money to start the construction of the sewerage system, including a treatment plant, outfall sewer, pumping station, interceptors, sewers and appurte- nant work; and determine how the money shall be raised, by transfer of any available funds and by borrowing or otherwise; or take any action rel- ative thereto.


VOTED: That the sum of $2,500.00 be raised appropriated for the purpose of laying out and constructing the initial phase of a system of sewage disposal consisting of a treatment plant, outfall sewer, pumping station, interceptors, common sewers and appurtenant works: that to meet this appropriation the sum of $10,000.00 shall be included in the 1964 tax levy and the Treasurer with the approval of the Selectmen be authorized to issue $2,000,000.00 bonds or notes of the Town under Chapter 636 of the Acts of 1957 as amended by Chapter 69 of the Acts of 1963 and $490,000.00 bonds or notes of the Town under Chapter 44 of the General Laws as amended; and that the Board of Sewer Commissioners be authorized to carry out said project and to contract for and expend State and Federal Aid for the project, except that the amount borrowed hereunder shall be reduced by the amount of such aid and such reduction shall be first applied

with respect to the borrowing under Chapter 44 of the General Laws as amended.

Will the Town vote to raise and appropriate the sum of $48,799.00 to cover the Town's share of the expenses of the South Shore Regional School District as certified by the Regional District Treasurer in accordance with G.L. Chapter 71, Section 16.

ARTICLE 30


To see if the Town will vote that a sum of money be raised and appro- priated for the purpose of constructing on land now owned by the Town and originally equipping and furnishing an elementary school building and to determine whether the money be provided for by taxation, by appropria- tion from available funds in the treasury, or by borrowing under authority of Chapter 44 of the General Laws or under authority of Chapter 645 of the Acts of 1948 as amended, or take any action in relation thereto.


VOTED: That the sum of $1,022,655.00 be hereby appropriated for the purpose of constructing on land now owned by the Town and originally equipping and furnishing an elementary school building, and that to meet said appropriation the sum of $100,000.00, be appropriated from the Sta- bilization Fund, the sum of $12,655.00 be raised appropriated, and that the Treasurer, with the approval of the Selectmen, be and is hereby author- ized to borrow the sum of $810,000.00 under the authority of Chapter 645 of the Acts of 1948, as amended, and to issue bonds or notes of the Town therefor payable in accordance with Chapter 44 of the General Laws so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note, and that the construction grant to be received in the year which construction commences pursuant to Chapter 591 of the Acts of 1959 and Chapter 377 of the Acts of 1961 shall be applied to the cost of the project. To see if the Town will raise and appropriate or transfer from avail- able funds a sum of money for the procurement of plans, specifications, and working drawings for an addition to the Scituate High School, and to receive bids to be opened and submitted for approval at the next annual or a future Town Meeting.

Will the Town vote to transfer $9,000 from funds allocated to the Town under Chapter 782, Acts of 1962, said funds being already in the Treasury of the Town of Scituate, to be spent in conjunction with $9,000.00 from the County of Plymouth and $18,000.00 from the Commonwealth of Massachu- setts on the Driftway-Kent Street Chapter 90 project.

ARTICLE 44


To see if the Town will vote to raise and appropriate or transfer from available funds in the treasury a sum of money for permanent construc- tion of Brook Street or take any action in relation thereto.


VOTED: That the sum of $11,092.06 be appropriated for the perman- ent construction of Brook Street and to meet said appropriation $11,092.06 be transferred from the proceeds received or to be received from the Commonwealth of Massachusetts under the provisions of Chapter 822 of the Acts of 1963.


ARTICLE 45


To see if the Town will vote to raise and appropriate or transfer from available funds in the treasury a sum of money for the permanent con- struction of First Parish Road from Stockbridge Road easterly to Front Street or take any action in relation thereto.


VOTED: That the sum of $12,500.00 be appropriated for the perma- nent construction of First Parish Road from Stockbridge Road easterly to Front Street, and to meet said appropriation $12,500.00 be transferred from the proceeds received or to be received from the Commonwealth of Massachusetts under the provisions of Chapter 822 of the Acts of 1963.
